Friday, the 17th of October, 1656.

War with Spaine.

THE Lord Broghill reports A Declaration, setting forth the Grounds and Reasons of undertaking the War with Spaine: Which was read; and, upon the Question, re-committed to the Commitee appointed to bring it in: And that Lord Whitlock, Mr. Noell, Master of the Rolls, Colonel Sidenham, Major-General Goffe, Lord Chief Justice Glyn, Mr. Solicitor, be added to this Committee.

Thanksgiving Day.

The Lord Lambert reports that the Committee, appointed for that Purpose, did Yesterday, according to the Order of the House, attend his Highness, with the Narrative, and Order for the Thanksgiving, on the 5th of November next: And his Highness did give his Consent thereunto.

Ordered, That this Narrative and Order be forthwith printed and published.

War with Spain.

The House, according to former Order, took up the Debate touching the Spanish War, and the Assistance therein.

Colonel Sidenham reports three several Papers; the one intituled, An Estimate of all such Debts as are chargeable upon the Treasury of the Navy, both as to Wages, Stores, and Provisions, &c. Dated 16 Octobris 1656.

The Second was intituled, An Estimate of the present State of the Pay of the Forces in England, Scotland, and Ireland; and what they are in Arrear, till the 29th of September 1656.

The Third, dated October 11, 1656, was intituled, Monies due and charged upon the Receipt of his Highness's Exchequer, by several Letters Patents, and Letters of Privy Seal.

The House, according to former Order, was this Day resolved into a Grand Committee upon this Business.

Master of the Rolls was called to the Chair.

Mr. Speaker resumed the Chair.

The Master of the Rolls reports from the Grand Committee, Several Votes of the said Grand Committee: And thereupon, it was

Resolved, That a Committee be appointed to take into Consideration, the Arrears of Excise, payable by several Merchants: And to confer with the Commissioners for the Excise: And to send for Persons, Books, and Papers: And, upon Consideration of the whole Matter, to report to the House the State of the Business: And how the same may be effectually brought in, both as to the Arrear, and the growing due for the future: Viz. to Colonel Shapcott, Mr. Mason, Mr. Bodurda, Captain Baines, Mr. Bennett, Colonel Gorges, Colonel Cock, Mr. Throgmorton, Colonel Nicholas, Mr. Recorder of London, Mr. Downing, Mr. Nowell, Mr. Robinson, Sir Wm. Roberts, Captain Hatsell, Colonel Clark, Lord Whitlock, Alderman Foote, Sir Christofer Pack, Colonel Sidenham: And this Committee are to meet at Two of the Clock To-morrow in the Afternoon, in the Queen's Court: With Power to send for Persons, Papers, Records.

Bishops Lands.

The Question being propounded, That it be referred to a Committee, to require an Account from the Trustees and Contractors for Sale of Lands of Bishops, Deans, and Chapters, Delinquents Estates, what Lands are unsold, and what are the Obstructions; why the same are not sold; and likewise what Monies are in those Treasuries, or due from Purchasers for Lands, already sold; and why the same are not paid in;

Resolved, That these Words, "the Lands of the King, Queen, and Prince," be added to that Question.

And so the main Question being put; It was

Duchy, Colonel Shapcott, Colonel Clark, Mr. Kiffin, Mr. Throckmorton, Mr. Jenkins, Colonel John Jones, Captain Hatsell, Mr. Pickering, Mr. Nowell, Colonel Twisleton, MajorGeneral Bridge, Colonel Sidenham, Lord Lambert, Lord Strickland, Sir Robert Williams, Mr. Aldworth, Mr. Wakering, Sir Gilbert Pickering, Captain Baines, Mr. Cole, Mr. Claxton, Major-General Berry, Captain Collins: And are to meet To-morrow in the Afternoon, at Two of the Clock, in the Inner Court of Wards: With Power to send for Persons, Papers, and Records.

London Assessment.

Resolved, That it be referred to the Committee last named, to consider of the Arrears of the Assessment due from the City of London; and the Reasons why the same are not paid: And to present their Opinion therein to the House.

Prize Office.

Resolved, That a Committee be appointed to look into the Arrears due in the Prize-Office; and report the same to the House: Viz. to Mr. Noell, Alderman Foote, Mr. Robinson, Mr. Downing, Major-General Kelsey, Sir Christofer Pack, Major-General Bridge, Mr. Alsop, Major-General Lilborne, Major-General Packer, Mr. John Clark, Mr. Kiffyn, Captain Blackwell, MajorGeneral Berry, Mr. Delanoy, Mr. Purey, Attorney of the Duchy, Colonel Sidenham, Lord Commissioner Whitelock, Colonel Twisleton, Mr. Banks: And are to meet To-morrow in the Afternoon, at Two of the Clock, in the Duchy-Chamber.

Ordered, That the House be resolved into a Grand Committee of the whole House, on Monday next, to sit upon the Business of the Spanish War, and Assistance therein.
