Birch's Arrears.

THE humble Petition of Colonel Thomas Birch, was this Day read.

The Transcript of the Account of Colonel Thomas Birch, certified by the Sub Committee of Accompts, at Manchester, dated 1 Maii 1648; and a Certificate from the Committee of the County of Lancaster, whereby it appeared, That there remained due to the said Colonel Birch the Sum of Eighteen hundred Five Pounds Thirteen and Eight-pence, over and above all Deductions of Free Quarter; were this Day read.

A true and just Account of all the Monies, Goods, Horse, Arms, Free Quarter, and whatsoever else received from the State, by Thomas Birch Esquire, in Part of his Pay, as he was Captain of a Foot Company, in the Service of the Parliament, by virtue of his Commission from the honourable Philip Lord Wharton, bearing Date the Thirteenth Day of June 1642; as he was Serjeant Major in the Regiment of Colonel Ralph Ashton, by virtue of one other Commission, from the before-named Phillip Lord Wharton, bearing Date the Fourteenth Day of December 1642; and also, as he was Colonel of a Foot Regiment, by virtue of another Commission from the honourable Ferdinando late Lord Fairefax bearing Date the Fifteenth Day of March 1643.

THE Time of his Service, and since the said Foot Company, and Regiments completed, and he became capable of Pay; viz. as Captain, from the Thirteenth Day of June 1642, to the Fourteenth Day of December 1642, which make One hundred Eighty-three Days, Serjeant Major, from the Fourteenth Day of December 1642, to the Fifteenth Day of March 1643, being Four hundred Fifty-six Days: and Colonel, from the Fifteenth Day of March 1643, to the Eighth Day of November 1645, which make Six hundred and Four Days; is as followeth; viz.

Birch's Arrears.

THESE are to certify the Committee of this County, That, at the Request of Colonel Thomas Birch, we have perused the Transcript of his Accompts, under the Hands of John Lightboune Esquire, John Bradshaw, John Lomax, Gentlemen, and others of the Sub Committee of Accompts: We have likewise seen his Commission from the honourable Philip Lord Wharton, bearing Date the Thirteenth Day of June 1642, whereby he was nominated and appointed Captain of a Company of Foot, for the Parliament's Service; also, one other Commission from the before-named Philip Lord Wharton, bearing Date the Fourteenth Day of December 1642, whereby he was nominated and appointed Serjeant Major in the Regiment of Colonel Ralph Ashton: and likewise, another Com mission from the honourable Ferdinando Lord Fairfax, dated the Fifteenth Day of March 1643, whereby he was constituted and appointed Colonel of a Foot Regiment, for the same Service: And, upon Examination of the Time of his Service, it appears, that he served as Captain, from the Thirteenth Day of June 1642, until the Fourteenth Day of December 1642; for which Service there is due to him, the Sum of One hundred and Thirtyseven Pounds Five Shillings, for One hundred and Eightythree Days, after the Rate of Fifteen Shillings per diem, according to the Establishment by his Excellency the late Earl of Essex: As Serjeant Major in the Regiment of Colonel Ralph Ashton, from the Fourteenth Day of December 1642, until the Fifteenth Day of March 1643; for which Service, there is due to him the Sum of Five hundred and Forty Seven Pounds Four Shillings, for Four hundred and Fifty-six Days Pay, after the Rate of Twentyfour Shillings per diem: Also, as Colonel of a Foot Regiment, from the Fifteenth Day of March 1643, until the Eighth Day of November 1645; for which Service there is due unto him the Sum of One thousand Three hundred and Fifty-nine Pounds, for Six hundred and Four Days Pay, after the Rate of Forty-five Shillings per diem, according to the same Establishment: Out of which there is to be deducted, for Monies, Goods, and Free Quarter, received as Part thereof, the Sum of Two hundred Thirtyand-seven Pounds Fifteen Shillings and Four-pence: And so the Remainder, due to the said Colonel Thomas Birch, is Eighteen hundred and Five Pounds Thirteen Shillings and Eight-pence: All which we humbly certify, the Tenth Day of May 1648.

At a General Meeting of the Committee of this County of Lancaster, at Preston, the Twenty-seventh Day of May 1648.

THIS Committee, upon Perusal of the Certificate above written, and the Transcript therein mentioned, do hereby declare and allow, That the Sum of Eighteen hundred and Five Pounds Thirteen Shillings and Eight-pence (all Deductions required by Ordinance of Parliament being made) is owing in Arrear, and due, to the said Colonel Thomas Birch, from the State, for his Service to the Parliament.

Resolved, That this House doth allow unto Colonel Thomas Birch, in Consideration of his Arrears due to him, and for his good Service and Losses, the Sum of Eighteen hundred and Five Pounds Thirteen Shillings and Four-pence.

Resolved, That the said Sum of Eighteen hundred and Five Pounds Thirteen Shillings and Four-pence be allowed unto the said Colonel Thomas Birch, in the Purchase of any Lands of Delinquents, which shall be exposed to Sale, as Double Monies: And that the Trustees, Contractors, Treasurers and Register Accomptant, and other Officers for Sale of the said Lands, be authorized and required to admit the said Colonel Birch to contract for, and purchase, any of the said Lands; and, upon such Purchase to allow the said Eighteen hundred and Five Pounds Thirteen Shillings and Four-pence, as Doubled Monies, accordingly.

Insurrection in Norfolk.

A Letter from Colonel Rich, from Hingham in Norfolk, of the Second of December 1650, was this Day read.

Resolved, That a Special Commission of Oyer and Terminer do issue, under the Great Seal of England, into the County of Norfolk: And that the Lords Commissioners for the Great Seal of England be authorized and required to issue a Commission, under the Great Seal, accordingly.

Resolved, That a Special Commission of Oyer and Terminer do issue, under the Great Seal of England, into the County of Suffolk: And that the Lords Commissioners for the Great Seal of England be authorized and required to issue a Commission, under the Great Seal, accordingly.

Resolved, That the Lords Commissioners for the Great Seal of England be authorized and required forthwith to issue, under the Great Seal of England, special Commissions, of Oyer and Terminer into the several and respective Counties, for Tryal of Offenders in usual Form.

Resolved, That the High Court of Justice be continued for Six Months longer, from the Time limited in the former Act: And that an Act be brought in to that purpose.

And Mr. Hill is to bring in an Act, accordingly, on Thursday Morning next.

Assessment.

Colonel Downes reports a Draught of a Letter to be sent to the Commissioners of the several Counties, for the Raising of the Assessment of the One hundred and Twenty thousand Pounds per mensem.

Which was read and assented unto.

Resolved, That Mr. Speaker do sign several of the said Letters, to be sent to the Commissioners unto the respective Counties, accordingly.

Irish Commissioners.

Resolved, That the Report from the Council of State, of Instructions to be given to the Commissioners who are to go into Ireland, be made To-morrow Morning, the first Business, after Mr. Speaker takes the Chair.

Mrs. Puckering.

Ordered, That the Act touching Mrs. Puckering be reported To-morrow Morning.

Army Pay, &c.

Sir Wm. Constable reports from the Council of State;

"That their Order of the Two-and-twentieth of May last for the Continuance of Billett Money, and additional Pay, for the Army for Six Months, expired the Fourth of November last; and also, that Order of the same Date, for the Allowance of Led Horses, for the Officers of Horse, expired at the same time: And that the Parliament be moved for the Continuance of both those Orders, from the Fourth of November, if the Parliament shall so think fit: And that the Dragoons, who are not mentioned in the last Order, may have the like Provision; and also be ordered to receive their Allowance for the Six Months past."

Resolved, That on Thursday Morning next, the Debate upon this Report be taken up.

Cheshire Militia.

Sir Wm. Constable reports from the Council of State, as the Opinion of that Council;

"That the Cheshire Militia Troop of Horse be kept up for Three Months: And that they may be added to the Establishment for Pay that time."

Resolved, by the Parliament, That the Cheshire Militia Troop of Horse, under Captain Duckenfield, be continued for Three Months: And that the Committee for the Army be authorized and required to take Order for the Payment of the said Troop, during that time, accordingly.
