Leave of Absence.

ORDERED, That Mr. Allen have Leave to go into the Country; and to be absent Fourteen Days.

Taking of Berwicke, and Carlisle.

A Letter from Lieutenant General Cromwell, from Berwicke, of the Second of October 1648, relating, That Berwicke was delivered into his Hands, for the Use of the Parliament of England; that he had put a Regiment of Foot into the said Town, for securing the said Place; and that it shall be attended also with a Regiment of Horse: That he had received Order likewise for the Delivery of Carlisle, and had sent Colonel Bright to receive it: That the English in Berwicke were rendered at Mercy, and sent to Sir Arthur Hesilrige to Newcastle.

There was also inclosed a Letter from the Lord Loudoun, and the Committee of Estates, from Edinburgh, of 20th Septembris 1648, directed to Lieutenant General Cromwell.

Resolved, &c. That this House doth approve of the Proceedings of Lieutenant General Cromwell, mentioned in his Letter of 2 Octobris 1648, from Edinburgh.

Reward to Messenger.

Resolved, &c. That the Sum of One hundred Pounds be bestowed upon Mr. William Allen, Servant to Lieutenant General Cromwell, that brought the Letters from him out of Scotland, purporting the good News of the Delivery of Berwicke, and concerning Carlisle: And that the said Sum of One hundred Pounds do issue, and be forthwith paid, unto the said Mr. William Allen, or his Assignee, out of the first Monies that shall arise and be made of the Sequestrations of the Estates, real and personal, of the new Delinquents in the County of Northumberland, engaged in the late Insurrections and Invasion: And that the Committee of Sequestrations in the County of Northumberland do take care, and give Order, for the speedy Payment of the said Sum of One hundred Pounds to the said Mr. William Allen, or his Assignee, accordingly: And that the Acquittance of the said Mr. William Allen, or his Assignee, shall be a sufficient Warrant and Discharge to the said Committee of Sequestrations, their Treasurers and Solicitors, for Payment of the said Sum of One hundred Pounds, accordingly.

The Lords Concurrence to be desired herein.

Berwicke Garison.

Ordered, That the Committee of the Army do take care, That the Regiment of Foot, or other Forces of the Army, put into Berwicke by Lieutenant General Cromwell, may be constantly paid, so long as it shall lie there.

Ordered, That Sir Arthur Hesilrige, Governor of Newcastle, do take care to furnish the Garison of Berwicke with Powder, Ammunition, Guns, and other necessary Provisions: And that the Committee of the Army do return, and refurnish the Garison of Newcastle with the like Provisions.

Message to Lords.

Mr. Annesley carried to the Lords, for their Concurrence, the Order for One thousand Pounds for Colonel Michael Jones, Governor of Dublyn, out of Goldsmiths Hall: The Order for Two thousand Pounds to Colonel Jo. Jones, and One thousand Pounds to Colonel Lowthian, out of the Sequestrations of the new Delinquents in North Wales, engaged in the late Insurrections: And was to put the Lords in mind of an Order formerly sent to their Lordships, for Monies to Mr. Usbands the Printer.

Assessments.

Mr. Scawen reports a brief Accompt of the Nine Months and Six Months Assessments, of Sixty thousand Pounds per mensem for the Army; what is paid in to the Treasury; what is assigned by Warrants from the Committee of Lords and Commons, for Payment of the Garisons and Forces; and what remains unpaid, and in Arrear, upon the several Counties and Places; dated the Seventh of October 1648: By the Foot of which Accompt it appears, That the total Charge of the Nine and Six Months, upon the several Counties and Places in England and Wales, amounts to the Sum of 899,964£. 9s. 1d.

The Total of the Warrants assigned by the Committee amounts to the Sum of 809,535£. 13s. 6d.

The Monies paid into the Treasury amounts to the Sum of 116,671£. 10s. 10d.

The Total of the Arrears amouuns to the Sum of 273,247£. 18s. 3d.

Besides, there is due from the City of London, for former Arrears, the Sum of 41,103£. 2s. 2d.

So that the Total of the whole Arrears amounts to the Sum of 314,351£. 0s. 5d.

Memorandum, There is now due, by Estimate, to the Army, since the 15th of January last, the Sum of 120,000£.: The Committee has contracted a Debt of 50,000£.; And there will be Deductions of Free Quarter, by Estimate, to the Value of 60,000£.: In all, 230,000£.: Besides divers Sums of Money taken up by Commanders and Governors of Garisons from the Customers and Excisemen, and otherwise, in divers Places and Ports of this Kingdom, which are charged, by Bills of Exchange, upon the Committee: And there are some Forces in South Wales not disbanded, for want of Money.

Army.

Ordered, That the Committee at Derby House do make Report of the Business referred unto them, concerning Supernumeraries, on Wednesday Morning next, the first Business: And the Care hereof is more particularly referred to Mr. Swynfen and Mr. Knightley.

Ordered, That the particular Members mentioned in the last Order, do take care, that particular Letters be written, and signed by the Members of the several Counties in Town, to the Committees in the several Counties, to quicken them for bringing in the Arrears to the Army: And that they give an Account of the Return of their Proceedings to the Committee of the Army, on Wednesday next come fortnight.

Arrears of Assessments.

Ordered, That the Committee of Sequestrations, London, be, and are hereby, injoined forthwith to proceed according to the Ordinance of 30 Maii 1648: and to levy the Monies in Arrears by Thomas Read, of Lad-lane, London, Salter; John Winterburne of Alphage Parish; Gilbert Harrison, Chamberlain of London; Sir Hugh Wyndham, of Aldermanbury; John Archer, of Aldermary, London; John Maio, in Budge-rowe, London; Henry Bainebrigge, of Christopher's Parish; Richard Woodward senior, of Broad-streete; Mr. Robert Newman, Draper, in Paul's Church Yard; Jo. Collison, of Cornehill, Ironmonger; Sir Edmund Sawyer, of Ledenhall-streete; Joseph Pike, in Lyme-streete; Mr. Polsted in Bishopsgatestreete; George Frier, of Bishopsgate-streete; Daniel Rawlinson, in Fanchurch-streete; Thomas Holford, in Fanchurchstreete; John Steele, of Lumbard-streete; James Pickering, of Bridge Ward; George Masterman, of the same; for their Assessments to the Army upon their several and respective Estates, according to the Power and Directions in the said Ordinance given.

Army.

Ordered, That the Ordinance for Pay of the Guards, and the other Ordinances, Reports, and Considerations, concerning the Soldiery, be taken into Debate on Monday Morning next, peremptorily, the first Business; nothing to intervene: And that Mr. Speaker do put the House in mind hereof.

Collectors of Assessments.

Resolved, &c. That Robert Taylor, Collector of the Assessments in Walbrooke Ward; Benjamin Phineas, Collector of the Assessments in Candlewicke Ward; and Mr. Musdale, Collector of the Assessments in Dowgate Ward; be forthwith sent for in Custody by the Serjeant at Arms attending on this House, for detaining the Monies of the Kingdom in their Hands, collected by them.

Army.

Mr. Scawen reports a Paper containing a View of the monthly Charge of the Army, according to the old Establishment, and according to the Additionals: The which was read: And

It is Ordered, That this Business be taken into Consideration on Tuesday Morning next.

Army Accompts.

Mr. Scawen further reported some Reasons delivered by the Auditors, of the Grounds of some great Obstructions in the stating and auditing the Accompts of the Soldiery: And

It is Ordered, That this Business be taken into Consideration on Tuesday next, after the View of the Establishment of the Army, now reported.

Isle of Sylly.

A Letter from Colonel Anthony Buller and Captain Augustine Nicoll, from Silly, of 30 Sept. 1648, to Mr. Buller and Mr. Anthony Nicoll, Members of this House.

A Letter from Captain Hatsell, Lieutenant Parker, and Ensign Wyett, from Bryares, one of the Isles of Sylly, directed to Mr. Buller, and Mr. Nicoll, were this Day read.

A Letter, subscribed, John Noye, from Sylly, of 30 Septembris 1648, to the said Mr. Buller and Mr. Nicoll, were all this Day read.

Ordered, That it be referred to the Committee at Derby House, to exchange Captain Henry Hatsell, and the rest of the Gentlemen detained Prisoners in the Isle of Sylly.

Ordered, That the Sum of One hundred Pounds be paid unto Captain Henry Hatsell, or his Assignee, for his present Supply and Relief, and towards his Expences in his Service he was now employed by the Governor of Plimouth to the Isle of Sylly: And that it be referred to the Committee of the West, and the Committee of Plimouth, Poole, and Lyme, to consider of, and give Order for, the Payment of the said Sum of One hundred Pounds, accordingly, either out of the Remainder of the Duty of One per Centum for Plimouth, or any other Monies within their Power and Dispose.

Officers Arrears.

Ordered, That the Ordinance for the Northern reduced Officers be read on Monday Morning next, after the Ordinance for the Guards that attend the Parliament.

Dr. Odlinge.

Ordered, That the Committee of the Army do give Order for the Payment of the Sum of Fifty Pounds to Edward Odlinge Doctor in Physick, for the Service by him performed to the Regiment under Colonel Backsteede, whilst they were quartered at Whitehall.
