ORDERED, That the Thanks of this House be given unto Mr. Cooper, for his great Pains taken in his Sermon, preached before this House Yesterday, at Margaret's, Westminster, being a Day set apart for Publick Thanksgiving: And that he be desired to print his Sermon; and have the like Privilege in Printing, as others in like Case have usually had: And that Sir Henry Myldmay do give him the Thanks of this House accordingly.

Officers of the House.

Mr. Scott reports from the Committee of Five, their Opinions touching the Fees and Salaries of the Clerk of the Parliament, the Serjeant at Arms attending this House, and the Clerk Assistant.

The Question being propounded, That the Fees formerly taken by the Clerk of the House of Peers, be taken henceforth by the Clerk of the Parliament, or any other;

The Question was put, That that Question be now put;

It passed with the Affirmative.

And the main Question being put, That the Fees formerly taken by the Clerk of the House of Peers, be taken henceforth by the Clerk of the Parliament, or any other;

It passed with the Negative.

Resolved, &c. That, in respect of the greater Charge and Trouble devolved upon Henry Scobell Esquire, the Clerk of the Parliament for publick Business, Certioraries, Transcripts, and Ingrossments, and other Matters incident heretofore to the Clerk of the Lords House, the said Clerk have the standing Salary of Five hundred Pounds per Annum, during his Life.

Resolved, &c. That Ralph Darnall Esquire, the Clerk Assistant of this House, have Two hundred Pounds per Annum Salary.

Resolved, &c. That Edward Birkhead Esquire, the Serjeant at Arms attending the Parliament, have a standing Fee of Five hundred Pounds per Annum for Life, and Two hundred and Forty Pounds per Annum to him for the Entertainment of his Servants.

Resolved, &c. That the said several Salaries to the said Clerk of the Parliament, and Serjeant at Arms, respectively, be charged upon the publick Revenue, to be paid by quarterly Payments; and to commence from the Twenty-fifth Day of March last past: And the Committee of the Revenue are required to make Payment accordingly, of the said several Salaries, and the Arrears thereof, unto them respectively.

Ordered, That Mr. Attorney General be authorized and required to prepare several Grants; viz. of Five hundred Pounds per Annum unto Henry Scobell Esquire, together with the Office of Clerk of the Parliament, in usual Form, during his Life; unto Edward Birkhead Esquire, Serjeant at Arms attending the Parliament, Five hundred Pounds per Annum during his Life, and Two hundred and Forty Pounds per Annum to him for his Entertainment of his Servants, during the Pleasure of the Parliament, payable out of the Publick Revenue, according to the Votes of this House: And the Lords Commissioners for the Great Seal of England be and are authorized and required to pass the said several Grants under the Great Seal of England accordingly.

House Fees.

Mr. Scott likewise reports the Table of Fees, to be taken by the Clerk of the Parliament: Which were this Day read particularly.

The Question being put, That, of every Knight of the Shire, returned by Certificate of the Clerk of the Crown, after the First Day of every Session, Five Shillings Fee be paid to the Clerk of the Parliament;

The House was divided.

The Noes went forth.

So the Question passed with the Affirmative.

And some Alterations being made at the Table, the Fees, resolved to be taken by the Clerk of the Parliament, were as followeth; viz.

Resolved, That the Table of the Fees aforesaid be set up in the Clerk's Office, that the Persons concerned may know what Fees they are to pay.

Mr. Scott likewise reports the Fees to be taken by the Serjeant at Arms attending this House: Which were read: And, upon the Question, the Particulars hereafter mentioned were resolved; viz.

Resolved, That the said Table of Fees, as to the Residue of Fees not resolved, be re-committed.

Guernsey.

Ordered, That the Report concerning Guernsey be made To-morrow Morning.

Ordered, That the Reports from the Council of State, in several Members Hands, be made To-morrow Morning.

Wallop's Claims, &c.

Ordered, That the several Businesses touching Mr. Wallop and Sir Thomas Jervois, be taken into Consideration on Wednesday next.

Hopton's Arrears.

Ordered, That it be referred to the Committee at Goldsmiths Hall, to consider how the Sum of Five hundred and Fifty-eight Pounds Thirteen Shillings, due to Colonel James Hopton, for his Arrears, and formerly ordered to him out of the Sequestration of the Estate of Sir John Huett Baronet, may be satisfied unto him the said Colonel Hopton, or his Assigns; the said Sir John Huett being since admitted to Composition for his Delinquency; and report their Opinions therein to this House.

Dodding's Claims.

Ordered, That the Petition of Colonel George Dodding be referred to the Committee of Goldsmiths Hall; to consider how the Sum of One Thousand and Thirty-nine Pounds Ten Shillings, disbursed by the Petitioner for the Service of the Parliament, may be satisfied, deducting the Sum of Two hundred and Forty Pounds by him already received; and to report their Opinion therein to the House.

Poulton's Claims.

Ordered, That the Petition of Captain Thomas Poulton, the Governor of Nottingham Castle, be referred to the Committee at Goldsmiths Hall; to consider how the said Petitioner may be satisfied the Sum of Two hundred Pounds, bestowed upon him by the Parliament; and to report their Opinion therein to the House.

Relief of Debtors.

An Act for discharging poor Prisoners unable to satisfy their Creditors, was this Day read the First and Second time.

And the Question being put, That the Sum be Ten Pounds;

It passed with the Negative.

Resolved, upon the Question, That the Sum be Five Pounds.

And upon the Question, the said Act is ordered to be ingrossed.

Clerk Assistant.

Resolved, &c. That Ralph Darnall Esquire, Clerk Assistant of this House, have the standing Salary of Two hundred Pounds per Annum, during the Pleasure of the Parliament: And that the said Two hundred Pounds per Annum be charged upon the Publick Revenue, and paid unto the said Ralph Darnall, or his Assigns, by quarterly Payments, to commence from the Five-and-twentieth Day of March last past: And that the Committee of the Revenue be authorized and required to make present Payment of the Arrears already due, and of the said Salary, from time to time, as the same shall grow due and payable: And the Acquittance or Acquittances of the said Ralph Darnall, or his Assigns, testifying the Receipt thereof, shall be a sufficient Warrant and Discharge to the said Committee, and to the Receiver General of the Publick Revenue; and to such other Person or Persons as shall pay the same.
