Prayers.
Oxford University.
WHEREAS by an Ordinance of Parliament, of the One-and-twentieth of April 1648, it is ordered, That the Bursers and Treasurers of the Colleges in Oxford shall keep such Monies as they have received, without making any Dividend, until they shall receive Order from the Committee of Lords and Commons for Reformation of the University of Oxford; and that from henceforth all Tenants, and such others as are to pay any Money or other Duties, to any College in the University of Oxford, shall pay the same to the Heads of Houses appointed by Authority of Parliament respectively, or to those whom they shall appoint to receive the same, and to no other: It is Ordered, That the Committee, sitting at Haberdashers Hall, for Advance of Monies, be assisting to the said Heads of Houses, placed by Authority of Parliament in the several Colleges and Halls in the said University of Oxford, for the putting that Ordinance, and every Clause thereof, in Execution; and for the procuring effectual Payment to be made of the said Rents and Duties accordingly.
Ordered, That the late Delegates of the University of Oxford, the Beadles, and such other Officer or Officers, or any other Person whatsoever, in whose Possession the Beadles Stands, the Seals, Evidences, Keys, Books, or other publick Goods, which belong to the University of Oxford, or any College therein, are, or shall be, do forthwith deliver up the same to the Visitors appointed by Ordinance of Parliament, or such as they shall appoint to receive the same: And the Committee at Haberdashers Hall, sitting for Advance of Monies, are hereby required to see this Order effectually put in Execution.
A Pass.
Ordered, That Sir William Paston shall have a Warrant and a Pass, under Mr. Speaker's Hand, to transport a Stonehorse beyond Seas, Custom and Impost free.
Colchester Petitions.
The humble Petition of the Mayor, Aldermen, Assistants, and Common Council, of the Town of Colchester, in the Behalf of themselves, and the well-affected Persons within the said Town.
The humble Petition of William Jeffery, of Colchester in the County of Essex, was read.
The humble Petition of Henry Barrington, of Colchester, was read.
Resolved, &c. That Mr. Henry Barrington shall have forthwith paid unto him the Sum of One thousand Pounds, towards the Reparation of his Losses, out of Major Smithe's Estate, real and personal.
Resolved, &c. That Mr. William Jeffery shall have the Sum of Five hundred Pounds paid unto him, towards the Reparation of his Losses, out of Mr. Roberts his Estate, real and personal.
White's Claims.
The humble Petition of Nathanael White, of Dorchester in the County of Dorsett, youngest Son and sole Executor of the Reverend John White, late Minister of God's Word in Dorchester aforesaid, was this Day read.
Resolved, &c. That this House doth approve of and allow the Sum of Three hundred and Fifty-six Pounds Sixteen Shillings and Two-pence, to be paid unto Mr. Nathanael White, in full discharge of so much due unto Mr. John White, Minister of God's Word in Dorchester, for his Attendance as a Member of the Assembly of Divines, and for other Contributions, and other Monies, disbursed by him in the Service of the Parliament.
Ordered, That the Sum of Three hundred and Fiftysix Pounds Sixteen Shillings and Two-pence be charged upon the Moiety of the Receipts of the Grand Excise, in Course, not yet engaged; and paid unto Nathanael White, or his Assignee: And that an Ordinance be brought in by Sir William Waller to this Purpose.
Ordered, That Interest, after the Rate of Eight Pounds per Centum, be allowed unto the said Nathanael White, for the said Sum of Three hundred and Fifty-six Pounds Sixteen Shillings and Two pence; and paid unto him, or his Assignee, every Six Months, by the Committee of the Revenue.
Passes to the King.
The Question being put, That the Lord Carnegy shall have a Safe Conduct to come out of Scotland to the King, and to return;
It passed with the Negative; he being a Person under Restraint in this Kingdom.
Resolved, &c. That Sir James Carmichell shall have a Safe Conduct to come out of Scottland to the King, and to return.
The Question being put, That Sir Alexander Gibson shall have a Safe Conduct to come out of Scottland, and to return;
It passed with the Negative; he being in actual Arms against the Parliament of this Kingdom.
The Lords Concurrence to be desired herein.
Ordered, That a Letter be prepared, and brought in, to be sent to his Majesty, to give him the Reasons, Why the Houses give not a Safe Conduct to the Lord Carnegy and Sir Alexander Gibson.
Mr. Swynfen and Colonel Birch are to withdraw, and prepare this Letter.
Army Arrears.
Mr. Scawen reports from the Committee of the Army, the Draught of a Letter to be signed and sent to the respective Members that serve for the respective Counties and Places, to the Commissioners of those several Counties and Places, to use their Diligence for quickening the bringing in the Arrears of Pay to the Army: The which was read; and, upon the Question, committed to the Committee of the Army: And is to be brought in again To-morrow Morning.
Letter to the King.
Mr. Swynfen reports the Draught of a Letter to be sent to the King: The which was read; and, upon the Question, assented unto; and ordered to be sent unto the Lords for their Concurrence.
The Lord Carre is appointed to carry it to the Lords; and likewise the Votes concerning the Personages of the Scottish Nation, for whom Safe Conducts were desired by the King.
Maj. Rolfe.
He is likewise to put the Lords in mind of the Order, formerly sent to them, for Monies to Major Edmund Rolfe.
Letter to the King.
Lord Carre brings Answer, That the Lords do agree to the Letter to the King; and to the Votes upon the Safe Conducts.
Maj. Rolfe.
They have taken the Order concerning Major Rolfe into Consideration; and will send Answer by Messengers of their own.
Passes to the King.
This Letter and Votes are to be sent by Mr. Parsons.
Mr. Wheler, Mr. Greene, Mr. Lisle, Colonel Birch, are appointed to prepare the Draught and Form of a Safe Conduct, to be granted to such Persons as shall be ordered by both Houses to have Safe Conducts to come out of Scottland to the King, and to return.
Loan by the City.
Mr. Vassall carried to the Lords, for their Concurrence, the Ordinance for appointing the Persons to whom the Ten thousand Pounds for the Treaty shall be paid.
Mr. Vassall brings Answer, That the Lords do agree to the Ordinance carried by him.
Excise.
An Ordinance for continuing the Managing of the Receipts of the Excise in the Hands of the present Commissioners, until both Houses shall take other Order, was this Day read; and, upon the Question, passed; and ordered to be sent to the Lords for their Concurrence.
Ordered, That it be referred to the Committee of the Excise, to send for the Commissioners of the Excise; and acquaint them, What the House has done for the present; and their Resolutions of taking the whole Business concerning the Excise into further Consideration very speedily.
An Ordinance for continuing the Managing the Receipts of the Excise in the Hands of the present Commissioners, until further Order by both Houses; with a Proviso, that they shall not be answerable for their subordinate Commissioners or Officers, nor accountable for any other Monies, save such only as already have, or shall hereafter, come into their Hands, or into the Hands of their Cashier, in the Office of the Grand Excise, London; was this Day read; and nothing done upon it.
Ordered, That, on This day-sevennight, peremptorily, the First Business, the House do take into Consideration the whole Business touching the managing and advancing the Revenue of the Excise.
Bithops Lands.
Colonel Harvey carried to the Lords, for their Concurrence, an Ordinance for Clearing of former Ordinances, for enabling Contractors to sell Bishops Lands to purchase Bishops Lands, towards their Salary.
Message to Lords.
Sir Robert Harley carried to the Lords, for their Concurrence, an Ordinance for maintaining the Militia of the County of Hereford: An Ordinance for Payment of Interest for Monies lent to buy Arms: An Ordinance for the Loan, Securing, and Repayment of Ten thousand Pounds, borrowed for defraying the Charges of the Treaty: An Order for taking off the Sequestration of the Estate of Walter Grosvenor Esquire: An Order for Payment of Two hundred Pounds unto Lieutenant Colonel Edward Allen, upon Account: An Order for Payment of Seven hundred Pounds to Captain Wilkinson, out of the Sequestrations of Yorksheire: And, an Order for Mr. Blackwell to be discharged of the Penalty, for not proceeding in the Purchase of the Manor of Lambeth Wye.
Answer.
Sir Robert Harley brings Answer from the Lords, That, to the Order for Mr. Blackwell, the Lords will send Answer by Messengers of their own: To all the rest of the Particulars of the Message by him carried to the Lords, the Lords do agree.
Northern Officers.
Ordered, That Mr. Nelthorpe make his Report for the Northern Officers on Monday Morning next, the first Business.
Reformado Officers.
Ordered, That the Ordinance for the Reformado Officers be read on Saturday Morning next, the first Business.
Cooke's Petition.
Ordered, That the Petition of Mr. Cooke, the Apothecary, be taken into Consideration on Saturday Morning next.
Bishops Lands.
Colonel Harvey brings Answer from the Lords, That the Lords do agree to the Ordinance by him carried to the Lords, for Clearing of former Ordinances, for enabling Contractors for Bishops Lands to purchase Bishops Lands, towards their Salary.
Wilson's Petition.
Ordered, That Mr. Wilson's Petition be read on Saturday Morning next, next after Mr. Cooke's Petition.
Army.
Ordered, That Mr. Scawen do proceed with his Report for the Army on Monday Morning next.
Northern Counties.
Ordered, That the Letters out of the Northern Counties, and the Reports thereupon, be read, and reported, the first Business, To-morrow Morning; and nothing to ntervene.
Bishops Lands.
Ordered, That, on Saturday Morning next, the Petition of the Trustees for Bishops Lands be heard.
