Prayers.
Purefoy's Arrears.
WHEREAS Power was granted to Colonel Purefoy to have the Sum of Fifteen hundred Pounds Nine Shillings and Ten-pence paid to him, for his Arrears, out of Two Malignants Estates, then nominated by him; the which, as yet, proves ineffectual:
It is Ordered, &c. That Colonel Purefoy shall have Power to nominate Two other Delinquents to the Committee at Goldsmiths Hall. And that the said Committee do pay him the said Sum out of such Delinquents . . . as he hath or shall so nominate, as aforesaid.
Payment to Sir W. Erle.
Ordered, &c. That the Committee at Goldsmiths Hall do pay unto Sir Walter Erle the full Moiety of the Sum of One thousand Five hundred Pounds formerly assigned unto him (to be paid, upon Accompt, by the Committee at Goldsmiths Hall, out of the Fines and Compositions of Mr. George Vaughan and Major John Hellier) out of such Monies as they shall receive, of the Fines of other Delinquents that shall there compound: And that, for the other Moiety of the said One thousand Five hundred Pounds, the former Order shall stand.
Whalley's Claims.
The humble Petition of Colonel Edward Whalley was this Day read; shewing, That Two thousand Pounds per Annum, of the Petitioner's Father's Estate, wrested from him by the Greatness of the Countess of Shrewsbury, is now possessed by the Earl of Newcastle, a Delinquent excepted from Pardon, whose Estate is appointed to be sold: Mentions divers Particulars of those Lands that were his Father's, to the Value of about Three hundred Pounds per Annum: Shews, That he has served the State faithfully ever since the Beginning: Desires he may have those Lands, by way of Bargain and Sale, in Discharge of so much of his Arrears.
It is Ordered, upon the Question, That Colonel Edward Whalley shall have Three hundred Pounds per Annum, Lands of Inheritance, to the Value they were at in the Year 1641, out of the Lands of the Earl of Newcastle, a Delinquent excepted from Pardon: And that the Sum that the said Three hundred Pounds per Annum shall amount unto, at such Rates as the Houses shall appoint them to be sold, shall be deducted and allowed out of the Arrears due unto the said Colonel Edward Whalley: And that, if the Arrears due unto him, upon his Entertainment, shall not amount to so much, that he shall pay, in ready Money, what shall remain over and above the said Arrears: And it is referred to the Committee of Nottinghamshire, to certify the full Value of the said Lands, as they were in the Year 1641: And that it be referred to the Committee of Accompts, to state, audite, and certify his Accompts.
Blunt's Petition.
Ordered, &c. That the humble Petition of Sir Walther Blunt Baronet, be referred to the Committee of Prisoners, to consider of his Condition: And, if it shall appear fitting unto them, by reason of his Indisposition of Health, or other just Cause, That they allow unto him the Liberty of some convenient Distance of the City of London, upon good Security for his true Imprisonment.
Letters to French Ambassador.
The House being informed by Mr. Speaker, That some French Letters directed to the French Ambassador, at Newcastle, were stayed at Dover; and sent to him sealed up;
Mr. Oxenden and Mr. Whittacre were appointed to go to the Secretary of the French Ambassador, then at the Door, and the Express that brought them; and to deliver the said Pacquet, as they were then sealed up.
It is further Ordered, That Mr. Speaker do grant his Pass to the Express, to carry the said Letters to the Ambassador to Newcastle.
Message to Lords.
Ordered, &c. That Sir John Holland do carry to the Lords the Votes passed on Tuesday last, concerning the Payment of the Two hundred thousand Pounds to our Brethren of Scotland: And is to put the Lords in mind to expedite the Ordinance for settling the Militia of the Kingdom; and the other Ordinances formerly sent to their Lordships, concerning the Propositions.
Dover Castle, &c.
An Ordinance for continuing a former Ordinance of Parliament, of 23 Maii, 1646, for Payment of Two hundred and Sixteen Pounds Eighteen Shillings Eight-pence per mensem, for the Maintenance of the Garison of Dover Castle, and Two Forts adjacent, out of the Excise and new Impost in the Town of Dover, the Cinque Ports, and Members in the County of Kent, for Nine Months longer from the Expiration of the said Ordinance of 23 Maii, 1646, was this Day read; and, upon the Question, passed; and ordered to be sent unto the Lords for their Concurrence.
Mr. Oxenden is appointed to carry it to the Lords.

An Ordinance, formerly sent from the Lords, appointing a Committee of Lords to join with a Committee of this House, and a Committee of Citizens, in the Transaction of Compositions and Fines, at Goldsmiths Hall, was this Day read, the First and Second time; and, upon the Question, committed unto Sir Henry Vane junior, Mr. Robinson, Mr. Prideaux, Sir Walter Erle, Mr. Ellis, Mr. Sam. Browne, Mr. John Stephens, Mr. Hill, Mr. Grimston, Sir Tho. Sir John Holland brings Answer, That the Lords do agree to the Proposition and Votes carried to them by him, concerning the Manner of the Payment of the Two hundred thousand Pounds to our Brethren of Scotland; and to the Ordinance for Continuing of the Payment of the Garison of Dover, for Nine Months longer: And, as to the Ordinance for Settling the Militia of the Kingdom; and the other Ordinances concerning the Propositions; they will send Answer by Messengers of their own.
Message to Lords.
Sir Thomas Dacres carried to the Lords, for their Concurrence, the Books, Lists, and Proportions, to be made to the distressed necessitous People; and the Order for referring it to the Committee of the several Counties, to take the Accounts of the Soldiery employed in those respective Counties.
Dr. Levett, &c.
The House doth Declare, That the present Burgesses of Yorkshire shall be of the Committee, and shall meet, upon the Business concerning Dr. Levett, and Mr. Neville,
Grant for Scotch Army.
Ordered, &c. That the Committee of Lords and Commons, formerly appointed, do, this Afternoon, meet with the Commissioners of Scotland; and treat, and agree with them, according to the Proposition, and the Votes thereupon this Day passed both Houses: And they are to report To-morrow Morning.
An Ordinance for appointing the Payment of the Two hundred thousand Pounds, by the Treasurers thereof, to such as shall be appointed to receive the same by both Houses of Parliament; and for the Conveying, Telling, Paying, and Issuing out of the same; was this Day read the First and Second time; and, upon the Question, passed; and ordered to be sent unto the Lords for their Concurrence.
Sir John D'Anvers is appointed to carry it to the Lords.
Ordered, &c. That the Committee do treat with the Commissioners of Scotland upon the Manner of receiving the Monies, Who shall receive it, and How, and in What Manner.
Safety of the Kingdom.
Ordered, &c. That the Committee of Lords and Commons for the Army, to whom it was formerly referred to advise with the Committee of the Militia of London, and to provide for the Safety of the Parliament, City, and Kingdom, be revived to That Purpose; and do meet de die in diem, at such Time as they shall think sit, to advise with the Committee of the Militia of London: And, according to former Instructions and Power given unto them, that they do take care and provide for the Safety of the Parliament, City, and Kingdom.
Sir John D' Anvers is likewise appointed to desire, that the Committee of Lords and Commons for the Army, to whom it was formerly referred to advise with the Committee of the Militia of London, and to provide for the Safety of the Parliament, City, and Kingdom, be revived to this Purpose; and do meet upon it de die in diem, as they shall think sit.
He is further to acquaint them, That the Committee of this House appointed to meet with a Committee of a proportionable Number of the Lords, upon preventing any Dangers that may arise to the Parliament or City, by the great Numbers of Malignants and Delinquents, in and about the Cities of London and Westminster, is ready to meet at such Time as the Lords shall appoint.
Answer from Lords.
Sir Thomas Dacres brings Answer, That the Lords do agree to the Books, Lists, and Proportions of Monies to be distributed to the distressed poor necessitous Widows; and to the Order for referring it to the Committee of the Counties, for taking the Accompts of the Soldiery employed in the several Counties.
Sir John D' Anvers brings Answer, That the Lords do agree to the Ordinance for the Sending the Two hundred thousand Pounds to Yorke; to the Reviving of the Committee of Lords and Commons, formerly appointed to advise with the Committee of the Militia of London, and to provide for the Safety of the Parliament, City, and Kingdom: And, as to the Vote concerning no Member of either House to have any Sequestrations; and concerning the Committee of this House to meet with the Committee of Lords, touching the preventing the Danger that may ensue by the Numbers of Malignants, and ill-affected Persons about the Cities of London and Westminster; they will send Answer by Messengers of their own.
Arbitrary Power.
Resolved, &c. That the House be resolved into a Grand Committee To-morrow, the first Business, notwithstanding any former Order, to consider of taking away the Exercise of all arbitrary Power, in all Places; and of preventing the Exercise thereof for the future: And that all Committees that have any thing in their Hands concerning this Business, do make Report to the Grand Committee: And, that after the Committee shall have dispatched, and reported this Business concerning arbitrary Power, that then they do take into Consideration the Preventing of Inconveniencies that arise in Matter of private Suits and Debts, by reason of the Privilege and Protections of Members.
The Covenan.
Ordered, upon the Question, That the Grand Committee do meet on Monday next, the first Business, notwithstanding any former Order, to take into Consideration the Ordinance and Instructions concerning the Covenant.
Army Arrears.
Ordered, &c. That, on Saturday next, after that the Committee at Goldsmiths Hall have made their Reports, the House do take into Consideration some Course for Satisfaction to be given to the Soldiery employed by the Parliament.

Blasphemies. &c.
Ordered, upon the Question, That, on Wednesday next, the first Business, the Members of the House that have not yet taken the Covenant, do take the same: And that no other Business do intervene; but that immediately the House be resolved into a Grand Committee, notwithstanding any former Order, to take into Consideration the Ordinance for punishing and preventing the Spreading and Growth of Blasphemies and Heresies.

Message from Lords.
A Message from the Lords, by Dr. Heath and Mr. Page;
The Lords desire Expedition in the Ordinance concerning Goldsmiths Hall, formerly sent from the Lords; because their Lordships can do nothing in those Businesses, till they receive an Answer.
The Lords have appointed their Committee for the taking Consideration of Malignants residing in the Cities of London and Westminster to meet this Afternoon, at Three of Clock, in the Prince's Lodgings; and desire his House would do the like.
Their Lordships received a Petition from the University of Cambridge, concerning the Library in Lambeth House: The Petition is grounded upon the last Will and Testament of Archbishop Bancroft thereto annexed: The Lords have thereupon made an Ordinance; and desire the Concurrence of this House.
They have received some Letters from the King of Denmarke, and others from the State of Genoua; which their Lordships think fit to communicate to this House.
Delinquents in London.
Ordered, &c. That the Committee formerly appointed to meet with a Committee of a proportionable Number of the Lords, to take Consideration of the Malignants and Delinquents residing in the Cities of London and Westminster, do meet with the said Committee this Afternoon, at Three of the Clock, in the Prince's Lodgings.
