Prayers.

Wilson's, &c. Petition.

THE humble Petition of Rowland Wilson Esquire, and Ralph Hall Gentleman, was this Day read.

Ordered, That the Petition of Rowland Wilson, and Ralph Hall, be referred to the Committee of the Navy; to consider whether the Office of the Surveyor of the Customs, in the Port of London be fit to be kept on foot; and likewise, of the Petitioners, that this Office, in case the same be fit to be continued, or some other Office or Offices be conferred upon them, in respect of their several Losses and Services for the Parliament; and towards Satisfaction thereof.

Payments to Carter, &c.

Ordered, That the Lords Concurrence be desired to the Order for One thousand Pounds apiece, to be paid to Colonel Carter, and Lieutenant Colonel Twisleton: And that the Words "Fines or Compositions" be added to the said Order.

Mr. Foxwist is to carry it to the Lords.

Dr. Twisse's Children.

The humble Petition of the Children of Dr. Twisse, deceased, was this Day read.

Whereas the Sum of One thousand Pounds . . . formerly bestowed on the Children of Dr. Twisse, and ordered to them out of the Fines of such Delinquents at Goldsmiths Hall as this House should nominate; but none have yet been nominated: It is Ordered, That the Sum of One thousand Pounds be charged upon the Moiety of the Grand Excise, in Course, not yet disposed of, with Interest for the same, after the Rate of Eight Pounds per Cent. per Annum, to be paid every Six Months.

Mr. Scott is to bring in an Ordinance to that Purpose.

Barker's Accompts.

Mr.Swynfen reports from the Committee of Accompts, the Accompt of Colonel John Barker.

Resolved, &c. That this House doth approve of the Accompt of Colonel John Barker.

Ordered, That the Sum of Four thousand Nine hundred Twenty-six Pounds be paid unto Colonel John Barker or his Assigns; and be charged upon the Moiety of the Grand Excise, in Course.

Mr. Swinfyn is to bring in an Ordinance to that Purpose.

Church Government.

Ordered, That the Report of the Amendments to the Ordinance for Church Government be made the first Business, To-morrow Morning; nothing to intervene.

Militia.

Ordered, That the Ordinance of the Militia be reported on Wednesday Morning, the first Business; nothing to intervene.

Copley's Accompts.

The humble Petition of Commissary Lyonell Copley was this Day read.

Ordered, That the said Petition be referred to the Committee where Mr. Browne has the Chair: And that the said Committee be now revived; and do hear and state the Differences between Commissary Copley and the Committee of Accompts, touching the Accompts of the said Commissary Coply: And that the said Committee of Accompts do certify the State of the said Accompts, as they now stand, with the Proofs and Certificates touching the same, to the said Committee: And that the said Committee make Report thereof, with their Sense thereupon, to the House.

Colonel Moore, Colonel Boswell, Captain Wingate, Alderman Hoyle, Mr. Bois, Sir John Potts, Mr. Waller, Sir Thomas Dacres, Colonel Harvey, Mr. Lechmere, and Sir Sam. Luke, are added to that Committee: And that the said Committee do sit this Afternoon, at Two of Clock, in the usual Place; and so de die in diem: With Power to send for Persons, Witnesses, Papers, Records.

Delinquents Estates.

An Ordinance for the further and better regulating the Sequestrations of Papists and Delinquents Estates, was this Day read the Third time.

Sir Thomas Widdrington is to carry the Ordinance for Newcastle to the Lords.

Clerk of the House.

Ordered, That Henry Elsynge Esquire, Clerk to the House of Commons, in Parliament assembled, have Leave to stay in the Country for One Week longer, for Recovery of his Health.

Lords Concurrence.

Ordered, That the Lords Concurrence to Two Orders for * * * *.

Martial Law in Navy.

An Ordinance for enabling the Lord Admiral to execute Martial Law was this Day read: and, upon the Question passed; and ordered to be sent to the Lords for their Concurrence.

Instructions for the Lord Admiral, touching the Execution of Martial Law by Sea, were this Day read; and, upon the Question, agreed unto.

The Lords Concurrence to be desired herein.

Mr. Green is to carry them to the Lords.

Ordered, That Dr. Walker be enjoined to go to the Lord Admiral to Sea.

Letter, &c. from Prince of Wales.

According to former Order, the House this Day proceeded in the Debate upon the Letter and Declaration of the Prince, sent to the Lord Mayor and Common Council of the City of London.

The Question being propounded, That all Persons whatsoever, Subjects of this Kingdom, or others, that do or shall adhere unto, join with, or voluntarily aid or assist the Prince in this War, by Sea, or by Land, are Traitors and Rebels; and ought to be so proceeded against as Traitors and Rebels;

And the Question being put, Whether this Question shall be now put;

It passed with the Affirmative.

Resolved, &c. That all Persons whatsoever, Subjects of this Kingdom, or others, that do or shall adhere unto, join with, or voluntarily aid or assist the Prince in this War, by Sea, or by Land, are Traitors and Rebels; and ought to be so proceeded against as Traitors and Rebels.

Ordered, That this Vote be forthwith printed and published.

Ordered, That it be referred to the Committee, where Mr. Lechmere has the Chair, and to the Committee of the Navy (who are to be joined to that Committee, as to this Business), to confer with the Merchants; and to know of them what Aid or Assistance they will contribute, by furnishing out Ships to go with the Lord Admiral for Securing of Trade: And it is also referred to the said Committee, to examine the Business touching the Going forth of the Ships taken by the Prince: With Power to send for Parties, Witnesses, and Papers: And are to meet in the Treasury Chamber this Afternoon.

Glanvile's Fine.

Ordered, That the Monies ordered to be paid by Sir John Glanvile Knight, for his Fine and Composition for his Delinquency, and for his Fifth, and Twentieth Part, be paid to the Committee of Lords and Commons for Advance of Monies, usually sitting at Haberdashers Hall: And that the said Committee pay the same forth to such Commanders and Officers, as the Committee at Derby House, have or shall appoint for the Guard of the Parliament: Whose Acquittance shall be a good Discharge to the said Committee, and their Treasurers, for the Payment thereof, as aforesaid.

Auditors Salaries.

Ordered, That Mr. Scott, Mr. Green, Mr. Prideaux, and Mr. Edward Ashe, do confer with the Commissioners of Excise, That the Ordinance for the Salary allowed to the Auditors, for stating the Accompts of the Soldiery, be accepted.

Soldiers, &c. Arrears.

Ordered, That the Sum of Forty-two thousand Pounds, appointed for the Soldiers and Soldiers Widows, be paid out of the first Monies that shall be raised upon the Ordinance for all Persons that have received any Part of the Publick Treasure to accompt: and that the Report of the said Ordinance be made To-morrow Morning, the first Business; and nothing to intervene.
