ORDERED, That the Lord Forbus his Business be heard on Thursday Morning.

Dover Castle.

Mr. Crew reports from the Committee at Derby House, touching an Establishment for Dover Castle.

Resolved, &c. That this House doth agree with the Committee at Derby House, That a Company of Foot, and a Troop of Horse be allowed as an Addition to the Two Companies now in Dover Castle: And that an Establishment of Pay be appointed for them, and the Garison there, out of the Fines and Sequestrations of the Delinquents in Kent: And that there be Fifty Barrels of Powder, Two Ton of Match, Five hundred Demiculverin Shot, and an equal Number of Saker and Minion Shot, for the Provision of the said Garison: And that there be an Establishment for Gunners, a Minister and Surgeon, for the Garison of Dover Castle: And that they be paid out of the said Fines and Sequestrations of the Delinquents in Kent.

The Lords Concurrence to be desired herein.

Ordered, That it be referred to the Committee at Darby House, to grant Commissions for raising a Troop of Horse, and a Company of Foot, to be added to the Companies now in Dover Castle: And that the said Forces be paid out of the Fines and Compositions of Delinquents, in the late Insurrection in the County of Kent.

The Lords Concurrence to be desired herein.

Ordered, That the Forces in Dover Castle be likewise commanded by the Militia of the County of Kent, for the Safety of the County.

Ordered, That it be referred to the Committee at Derby House, to confer with some of the Members of the County of Kent; and to consider with them how far these Forces in the Garison of Dover may be made use of, for the Service of the County of Kent.

Grant to Carter, &c.

A Letter from Colonel Carter, from Conway, of the Fourteenth of July 1648, was this Day read.

Ordered, That One thousand Pounds apiece be advanced, upon Account, unto Colonel Carter, and Lieutenant Colonel Twisleton, or to their Assigns, to be paid out of such Delinquents Estates, within the Six Counties of North Wales, as joined with Sir John Owen in the late Insurrection there, or endeavoured the Surprize of Denby Castle; and which they, or either of them, shall nominate and present to the respective Commissioners for Sequestration there; or the Committee at Goldsmiths Hall.

Conway Garison, &c.

Ordered, That the Garison of Conway, in North Wales, be made up One hundred Twenty Men: And that the said Garison be supplied with Ammunition, and competent Provision, for so many Men: And that the said Forces be paid out of the Sequestrations in North Wales: And that it be referred to the Committee of Sequestrations for the County of Carnarvon, to see the said Garison supplied accordingly.

Ordered, That the Order for Sequestrations for Carnarvonshire be brought in on Friday Morning.

Ordered, That it be referred to the Committee at Derby House, to take care, that the Castles in Carnarvonshire, Denbighshire, and Flintshire, be not surprised.

Sir F. Fortescue.

Ordered, That Sir Faithful Fortescue be removed from Carnarvon Castle, to Denbigh Castle; and be kept Prisoner there: And that Mr. Speaker do grant his Warrant to Colonel Mason, the Governor of Carnarvon, to deliver over Sir Faithful Fortescue to the Governor of Denbigh Castle: And that Mr. Speaker do also grant his Warrant to the Governor of Denbigh Castle, to receive Sir Faithful Fortescue; and to keep him Prisoner there.

Message from Lords.

A Message from the Lords, by Dr. Bennett and Mr. Eltonhead;

The Lords have passed Three Votes concerning a Treaty with his Majesty: Whereunto they desire the Concurrence of this House. The Lords command us to put you in mind of the Pass for Monsieur Mountrell, to transport Four Coach Horses, which he brought out of Scotland, into France, Custom and Impost free. The Lords have sent you a Petition of Colonel Nicholas Devereux: Wherein they desire your speedy Consideration, The Lords have commanded me to let you know, That they have named one Lord to go to his Majesty, and desire a proportionable Number of this House may be added: And that they may go to his Majesty on Friday next.

Mountereul's Pass.

Ordered, by the Lords and Commons, in Parliament assembled, That Monsieur de Mountereul shall have a Pass, to transport Four Coach Horses, and Eight Saddle Horses, which he brought out of Scotland into France, Custom and Impost free.

Release of Lilburne.

The Lord Carre carried to the Lords, for their Concurrence, an Order for relieving Lieutenant Colonel Lilburne from his Restraint and Imprisonment.

He brings Answer, That the Lords do agree to release Lieutenant Colonel Lilburne.

Church Government.

Ordered, That the Report of the Ordinance for Settling of Church Government be proceeded in on Friday Morning, the first Business.

Devoreux's Petition.

The humble Petition of Colonel Nicholas Devoreux, recommended from the Lords, was this Day read.

Hall's Delinquency.

Ordered, That the Wise of Benedict Hall and his Daughter, or Solicitor, or any or all of them, have Leave to come to London; and to stay there to attend the Committee of Sequestrations; and to follow the Business touching the Delinquency of the said Benedict Hall, there depending; to bring the same to an Hearing, notwithstanding the Ordinance prohibiting Papists and Delinquents staying in Town.

Devereux's Claims.

Ordered, That the Sum of Three hundred Eighteen Pounds, Part of the Sum of Five thousand Three hundred Eighteen Pounds, demanded by the Accompt of Colonel Nicholas Devereux, be paid unto the said Colonel Nicholas Devereux, or his Assigns, by Five Pounds a Week, upon Account; and be charged at Haberdashers Hall: And the Acquittance or Acquittances of the said Colonel Nicholas Devereux, or his Assigns, for Payment thereof, shall be a sufficient Warrant and Discharge to the said Committee and Treasurer at Haberdashers Hall, and such other Person or Persons as shall pay the same.

Martial Law in Navy.

Ordered, That an Ordinance be brought in, impowering the Lord Admiral to execute Martial Law.

Mr. Green is to bring in this Ordinance.

Navy Ministers.

Ordered, That Eight Ministers, to be commended by the Assembly of Divines, do go to the Lord Admiral: And it is referred to the Committee of the Navy, to pay the said Ministers Ten Pounds apiece, to accommodate themselves for that Voyage.

Sir Gilbert Gerard brings Answer, That the Lords do agree to all the Particulars of the Message, by him carried to the Lords.

Ordered, That Mr. Bish, a Member of this House, shall have Leave to go into the Country for a Month.

Harvey's Delinquency.

Mr. Serjeant Wylde reports the State of the Business, touching the Delinquency of Mr. Robert Harvey.

Ordered, That Mr. Robert Harvey first paying One hundred Marks to Colonel Devoureux, or his Assigns, upon Account, in Part of the Sum of Five thousand Three hundred Eighteen Pounds, demanded by the said Colonel Devereux, upon his Account; then the said Robert Harvey is absolutely discharged of any Delinquency wherewith he is charged; and of and from all Sequestrations, Fines, Payment, and Compositions, for and concerning the same.

Treaty with the King.

Mr. Wheeler brings Answer, That the Lords do agree to the several Additions to the Votes touching the Treaty with his Majesty.

Delinquents Estates.

Colonel Moore reports Amendments to the Ordinance for the further and better regulating the Sequestrations of Papists and Delinquents Estates: Which Amendments were twice read; and, upon the Question, agreed unto.

Ordered, That the said Ordinance be forthwith ingrossed; and read To-morrow Morning, the first Business.

A Prisoner discharged.

Ordered, That Mr. Wildman be set at Liberty; and be, and is hereby discharged from his Restraint and Imprisonment.

Imposition on Coals, &c.

An Ordinance for an Imposition upon Coals and Grindstones, Four Shillings upon every Chaldron, and of Four Shillings upon every Weigh of Salt, exported out of Newcastle, Sunderland, and Blith, was this Day read; and, upon the Question, passed; and ordered to be sent to the Lords for their Concurrence.

Lincoln Assessments.

Ordered, That the Committee, appointed for the Monthly Assessments for Sir Thomas Fairefaxe's Army, in the County of Lincoln, have equal Power throughout the whole Country, as heretofore in former Ordinances they had, to put in Execution all former Ordinances, and to collect the Arrears thereof.

Lincoln Forces.

Ordered, That it be referred to the Committee at Derby House to grant Commissions to such Officers as the Gentlemen of the County of Lincoln shall desire, for Command of the Forces in that County.

Weavers Company.

The humble Petition of the Bailiffs, Wardens, Assistants, and Livery of the Company of Weavers, London, was this Day read.

Ordered, That the said Petition be referred to the Committee to whom the former Petitions of the Company of Weavers were referred; to take the same into Consideration: With Power to the said Committee to reconcile the Differences between the several Petitioners, if they can.

Treaty with the King.

1. Resolved, &c. That a Committee of both Houses be sent to his Majesty, to acquaint them with their Resolutions to treat personally with his Majesty by a Committee of both Houses, in such Place, as his Majesty shall make Choice of in the Isle of Wight, upon the Propositions presented at Hampton Court, and the Taking away of Wards and Liveries, for the Settling of a safe and well-grounded Peace: which Treaty is resolved, by the Two Houses, to be transacted with Honour, Freedom, and Safety to his Majesty, in the Isle of Wight.

2. Resolved, &c. That the said Committee, intended to be sent unto his Majesty, to acquaint him with the Resolutions of the Houses, be dispatched away with all convenient Speed.

3. Resolved, &c. That the Committee, intended to be sent unto his Majesty, to treat with him, shall have Power to treat with his Majesty, in the Isle of Wight, upon such Propositions as shall be offered by him.

The which Votes were read; and agreed to, as they were sent from the Lords, with these Additions; viz.

To the latter End of the First Vote, add these Words, "and with Freedom and Safety to such Commissioners as shall be appointed, by both Houses of Parliament, to treat with his Majesty."

To the latter End of the Second, add these Words, "And that the said Committee do return again to the Parliament within Ten Days, from Friday next."

To the latter End of the Third, add these Words, "And that the Commissioners, that shall be appointed to go to his Majesty, have Power to treat with his Majesty upon such other Propositions, as shall be propounded, either by his Majesty, or both Houses of Parliament."

Ordered, That the Committee of the Revenue do forthwith pay unto Sir John Hippisley, and Mr. Bunckley, the Sum of One Hundred Pounds, upon Account, towards the defraying the Charges and Expences in their Journey to the Isle of Wight, as Commissioners appointed to go to the King upon the Treaty for Peace.
