Hopton's Petition.

ORDERED, That Colonel Hopton's Petition be read on Thursday Morning next.

Delinquents.

Mr. John Ashe reports divers Fines and Compositions from the Committee at Goldsmiths Hall: Whereupon it is resolved, as followeth; viz.

Resolved, &c. That this House doth accept of the Sum of One hundred and Seventy Pounds, for a Fine, for the Delinquency of Christofer Fairefax, of Lowth in the County of Lincoln, Gentleman: His Offence, That he was in Arms against the Parliament: He rendered upon the Articles of Newark: His Estate, in Fee, in Possession, per Annum, Thirty Pounds; in Reversion, after his Mother, per Annum, Fifty-four Pounds: For which his Fine, at a Sixth, is One hundred and Seventy Pounds.

An Ordinance for granting a Pardon unto Christofer Fairefax, of Lowth in the County of Lincoln, Gentleman, for his Delinquency, and for taking off the Sequestration of his Estate, was this Day read; and, upon the Question, passed; and ordered to be sent unto the Lords for their Concurrence.

Resolved, &c. That this House doth accept of the Sum of One hundred Forty-eight Pounds, for a Fine, for the Delinquency of Thomas Orchard, of South Tawton in the County of Devon, Gentleman: His Offence, That he was in Arms against the Parliament: He rendered before December 1645: His Estate, in Fee, per Annum, Twentyfive Pounds Twelve Shillings; for Three Lives, per Annum, Fifty-six Pounds; for Two Lives, per Annum, Ten Pounds Ten Shillings: For which his Fine, at a Tenth, is One hundred Forty-eight Pounds.

An Ordinance for granting a Pardon unto Thomas Orchard, of South Tawton in the County of Devon, Gentleman, for his Delinquency, and for taking off the Sequestration of his Estate, was this Day read; and, upon the Question, passed; and ordered to be sent unto the Lords for their Concurrence.

Resolved, &c. That this House doth accept of the Sum of One hundred and Eighteen Pounds, for a Fine, for the Delinquency of Wm. Layton, of Dayle Mayne in the County of Cumberland, Esquire: His Offence, That he adhered unto and assisted the Forces raised against the Parliament: He rendered before December 1645: His Estate, in Fee, per Annum, Eighty Pounds: Out of which issues Sixteen Pounds per Annum, for ever; and Ten Pounds per Annum, for One Life: Which leaves the Fine, at a Tenth, One hundred and Eighteen Pounds.

An Ordinance for granting a Pardon unto Wm. Layton, for his Delinquency, and for taking off the Sequestration of his Estate, was this Day read; and, upon the Question, passed; and ordered to be sent to the Lords for their Concurrence.

Resolved, &c. That this House doth accept of the Sum of One hundred Sixty-four Pounds, for a Fine, for the Delinquency of Edward Waller, of Sike House in the County of York, Gentleman: His Offence, That he deserted his Dwelling, and resided in the Enemies Quarters: He rendered before December 1645: His Estate, in Fee, in Possession, per Annum, One hundred Ten Pounds: Out of which issues Five Pounds Eight Shillings and Three-pence for ever; and Forty-seven Pounds per Annum, for One Life: Which leaves the Fine, at a Tenth, One hundred Sixty-four Pounds.

An Ordinance for granting a Pardon unto Edward Waller, of Sike House in the County of York, Gentleman, for his Delinquency, and for taking off the Sequestration of his Estate, was this Day read; and, upon the Question, passed; and ordered to be sent unto the Lords for their Concurrence.

Resolved, &c. That this House doth accept of the Sum of One hundred and Twenty Pounds, for a Fine, for the Delinquency of Wm. Barker, of Ussingdon in the County of Lincoln, Gentleman: His Offence, That he was in Arms against the Parliament: He rendered in April 1646: His Estate, in Fee, in Possession, per Annum, Twenty-five Pounds; in Reversion, per Annum, Twenty Pounds: For which his Fine, at a Tenth, is One hundred and Twenty Pounds.

An Ordinance for granting a Pardon unto Wm. Barker, of Uffingdon in the County of Lincoln, Gentleman, for a Fine, for his Delinquency, and for taking off the Sequestration of his Estate, was this Day read; and, upon the Question, passed; and ordered to be sent unto the Lords for their Concurrence.

Harrison's Fine.

An Ordinance for accepting of the Fine of One thousand Pounds, of Sir John Harrison Knight, for his Delinquency, and for discharging of his Sequestration, and for Payment of the said Thousand Pounds, upon Accompt, to Colonel Ralfe Weldon, was this Day read the First and Second time; and, upon the Question, passed; and ordered to be sent unto the Lords for their Concurrence.

Message to Lords.

Mr. John Ashe is appointed to carry it to the Lords; and likewise to put the Lords in mind of the Ordinance for the Assessing of Seven thousand Pounds, in the County of Yorke.

Delinquents Estates.

An Ordinance for raising the Sum of Fourteen thousand Pounds, out of the Sequestrations of the Estates of the Delinquents in the late Insurrections in the Counties of Kent and Essex, was this Day read the First time.

And the Question being put, For Rejecting of it;

It passed with the Negative: And

It is Ordered, That this Ordinance be read the Second time To-morrow Morning.

Message to Lords.

Sir Dudley North carried to the Lords, for their Concurrence, the Order for giving Power to raise Forces in the Isle of Ely; for adding Three Gentlemen Deputy Lieutenants of the Isle of Ely: Order for granting a Commission to Captain Baxter, to command a Troop of Horse in the Counties of Norfolke and Suffolke: Order for granting Commissions to Captain Hatfeild, and others, in the County of Derby: Order for granting the Sequestrations of the County of Derby, for maintaining the said Forces.

He likewise carried to the Lords the Ordinance for discharging the Sequestration, and taking off the Delinquency, of Sir John Harrison: And is to put them in mind of the Ordinances concerning Lincolnsheir, Yorksheir, Radnorsheire, Essex, and Sussex.

Answer.

Sir Dudley North brings Answer, the Lords do agree to the Two Orders touching the Isle of Ely; to the Orders concerning Derbysheire: to the Order for granting a Commission to Captain Baxter; to the Ordinance for discharging the Delinquency of Sir John Harrison: They have passed the Ordinance and Orders touching Lincolnsheire: To the rest, they will send Answer by Messengers of their own.

Harrison's Fine.

Whereas the Sum of One thousand Pounds is accepted by both Houses of Parliament, as a Fine of Sir John Harrison Knight, for his Delinquency, in adhering unto and assisting the Forces raised against the Parliament: It is Ordered and Ordained, by the Lords and Commons, in Parliament assembled, That Five hundred Pounds, Part of the said Thousand Pounds, be paid, upon Account, to Colonel Ralph Weldon, Governor of the Forts and Island of Plimouth, to enable him forthwith to repair to his Charge: And that Five hundred Pounds more, the remaining Part of the said Thousand Pounds, be paid, upon Account, to the said Colonel Ralph Weldon, for furnishing Victual, and other Provisions, necessary for the Forts and Island; and for making such Reparations as are requisite for the Safety of the said Places: And that the Acquittance or Acquittances of the said Ralph Weldon, or his Assignee, shall be a sufficient Warrant and discharge to the said Sir John Harrison, of and for the Payment of the said Thousand Pounds, accordingly: And that, upon the Payment of the said Thousand Pounds, by the said Sir John Harrison, the Sequestration thereupon shall be, and is hereby, discharged.

Propositions to the King.

The Question being propounded, That the House do insist upon the Three former Propositions, as they have already determined them;

The Lords Concurrence to be desired herein.

Ordered, That it be referred to the Committee touching the Treaty with the King, in order to Peace, to consider of Time, Place, and other Circumstances, for making Addresses to the King, in order to the Treaty: And that they make Report to the House, with all convenient Speed.

Message from Lords.

A Message from the Lords, by Mr. Hackwell and Mr. Page;

The Lords commanded us to put you in mind of the Vote, made by the Lords, concerning the not insisting upon the Three Propositions to the King, before the personal Treaty: They have likewise commanded us to declare unto you, That the Lords have reduced the Quorum of their Committee appointed to consider of the Propositions to the King, to the Number of Three: And to desire you to reduce the Quorum of your Committee to a proportionable Number, if you shall think fit: The Lords have sent unto you, Names for Deputy Lieutenants for Leicestershire; whereunto they desire the Concurrence of this House: As also an Ordinance concerning the Articles of Oxford; whereunto they desire the Concurrence of this House.

Answer.

Answer returned by the same Messengers; That the House has considered of their Lordships Message: And, as to the Reducing of the Quorum of their Committee to consider of the Propositions to the King, to a proportionable Number with the Lords, the House doth agree: And, to all the rest of the Particulars of the Message, the House will send Answer by Messengers of their own.

Col. Booth.

Ordered, That it be referred to the Committee of Lancasheire, to examine the Business touching Colonel Booth: And have Power to send for Parties Witnesses, Papers, Records: And the said Committee are to certify their Opinions therein to this House.

Examining Prisoners.

Ordered, That it be referred to the Committee of Complaints, to examine the Persons apprehended, who had listed themselves about the City of London, and Parts adjacent, for the Execution of some Design against the Parliament and City: And the said Committee are to proceed therein as they shall think fit, either to release, or keep them in Prison.

Raising Forces.

Upon a Report from the Committee at Derby House, of their Opinion touching the speedy Raising of a Regiment of Horse, for the Safety of the Parliament, City, and Parts adjacent; It is Resolved, &c. That this House doth concur with the Committee at Derby House, That Money be provided, for raising a Regiment of Horse, forthwith, for Safety of the Parliament, City, and Parts adjacent: And this House doth declare, That it will be an acceptable Service, if any shall voluntarily raise Horse for the Service, to be under Major General Skippon, to be employed by him into any Parts, as well without as within the late Lines of Communication, for the Safety of the Parliament, City, and Parts adjacent.

Ordered, That the Sum of Five thousand Pounds be forthwith advanced, for Raising and Pay of a Regiment of Horse, to serve under Major General Skippon, for Safety of the Parliament, City, and Parts adjacent: And that the said Sum of Five thousand Pounds be charged upon Haberdashers Hall, out of the first Money that shall be received, for the Fifth, and Twentieth Part: And if so much Money cannot there be speedily raised for Payment of the whole Sum, that then the Residue of the said Sum of Five thousand Pounds, that cannot be so raised, be charged upon Goldsmiths Hall, and be forthwith paid for that Service.

Ordered, That it be referred to the Committee at Derby House, to give Commission to Major General Skippon, to list and raise a Regiment of Horse, for Safety of the Parliament, City, and Parts adjacent. And

It is further Ordered, That Major General Skippon do grant Commissions to such other inferior Officers as he shall think fit to employ for that Service.

The Lords Concurrence to be desired herein.

Delinquents.

Ordered, That the Committee at Goldsmiths Hall do give Account to the Houses, what Ordinances, touching Pardoning of Delinquents, are passed; and what is the Reason, that the rest lie still unpassed; and how the latter Part of the Money for Delinquents Compositions is secured to be paid in.

Ordered, That Jeremy Northcott be sent for in Custody, as a Delinquent, by the Serjeant at Arms that attends this House.
