Message from Lords.

Prayers.

A MESSAGE from the Lords, by Sir Edward Leech, and Mr. Page;

The Lords have commanded us to return unto you an Order prohibiting the Felling of Wood and Timber in the Forest of Deane: Which the Lords agree to, with one Proviso:-A Letter from the Duke of Lorraine: It is directed to both Houses: And they think fit it should be referred to the Consideration of the Committee of Foreign Affairs: Wherein their Lordships desire the Concurrence of this House:-A Minute of a Letter to be sent to Captain Crowther, Vice Admiral of the Irish Fleet: And that it may be signed by the Speakers of both Houses:- A Petition of Colonel Herbert's: Another of Mr. Hill's: Another of Mr. Dingley's: And another of Mr. Laurence's: All which they refer to the Consideration of this House.

Deane Forest.

The Proviso to the Ordinance, now returned from the Lords, touching the Preservation of the Timber in the Forest of Deane, was read: And was, to reserve the Right and Interest of the Earl of Salisbury, without Prejudice.

Ordered, That it be referred to the Committee of the Revenue, to prepare and bring in an Ordinance for Preservation of Timber in the Forest of Deane, and for satisfying the Earl of Salisbury a Debt payable out of the Cordwood in the said Forest.

Duke of Lorraine.

The Translate of the Duke of Lorraine's Letter, being of 15 Februarii 1648, from Bruxells, was read: And

It is Resolved, &c. That this House doth concur with the Lords, That this Letter and Business be referred to the Committee for Foreign Affairs: Who are to state the whole Matter of Fact, together with their Opinions thereupon, to the House.

Ordered, That the Committee of the Admiralty do report, and state to the House, the whole Matter of Fact concerning the Duke of Lorraine's Pretences touching Ships of his seized, and touching the Carriage towards his pretended Agent.

Letter to Ad. Crowther.

The Draught of a Letter to be sent to Captain William Crowther, Vice Admiral of the Irish Fleet, was read; and, upon the Question, assented unto; and immediately signed, by Mr. Speaker.

Answer to Lords.

Answer returned by the same Messengers; That this House has considered their Lordships Message; and do concur in referring the Duke of Lorraine's Letter to the Committee for foreign Affairs; and to the Letter to be sent from both Houses to Captain Crowther: To the rest, they will send Answer by Messengers of their own.

Leave of Absence.

Ordered, That Mr. Millington, a Member of this House, have Leave to go into the Country for Six Weeks, in regard of his urgent Occasions there, from the Time of his going out of Town.

Forces for Ireland.

Ordered, That it be referred to the Committee at Derby House, to consider of and send over such Forces, from time to time, into the Kingdom of Ireland, as they shall judge most convenient and necessary for regaining, carrying on, and preserving the Parliament's Interest in that Kingdom: And it is referred to that Committee, to order and manage the whole Design for Ireland.

Business deferred.

Ordered, That the Business concerning Mr. Jonathan Laurence, and other Businesses concerning the Church, now sent down from the Lords, be heard, the first Business, no other Business intervening, on the next Day appointed for Church Businesses.

Raising Money.

An additional Ordinance for explaining a former Ordinance, made * * 1647, for Raising of Fifty thousand Pounds for the Service of Ireland, was this Day read the First time.

Ordered, That, on Wednesday next, the additional Ordinance for raising Five thousand Pounds for the speedy Relief of Ireland, and reducing the Rebels there, shall be read the Second time.

King's Barges.

Ordered, That the Commanders in Chief of the Forces at Whitehall shall have the Use of the King's great Tow Barge, the Archbishop's Barge, and the Four Oars Barge, for the present Service of the State, and Safety of these Parts.

King's Servants.

Ordered, That the Committee formerly appointed to examine the Cases of such Members as were suspected to adhere to the Enemy, where Mr. John Corbett is in the Chair, be revived; and to examine, By whom, and by whose Authority, Francklyn the Waterman was sworn the King's Servant; and what other Persons have been lately sworn the King's Servants; and when, and by whom, and by what Authority, either by the Earl of Dorsett, or any other: And Mr. John Corbett is appointed to take particular Care of this Business.

Army Pay.

Ordered, That the Sum of One thousand Five hundred Pounds be forthwith advanced for Payment of the Thousand Foot Soldiers, and the Troop of Horse, appointed to be in the Tower of London, for Safeguard of the City.

The Question being propounded, That so many of the unnecessary Hangings, in the several Wardrobes, be sold, as would raise the Sum of One thousand Five hundred Pounds;

The House was divided.

The Yeas went forth.

So that the Question passed with the Negative.

Ordered, That it be referred to the Committee of the Army, to raise the Sum of One thousand Five hundred Pounds, to provide Bedding, and other necessary Accommodations, for the Thousand Foot Soldiers, and the Troop of Horse, appointed to be in the Tower of London, for Safeguard of the City; and to bring in some Way, How the said Sum of One thousand Five hundred Pounds may be reimbursed to the Committee of the Army.

State Prisoners.

Ordered, That it be referred to the Committee for Safety of the Tower, to consider, Where such Prisoners as are to be removed out of the Tower, may be safely secured, and committed elsewhere.

Lieutenant of Ordnance.

Ordered, That the Order, of the Fifth of August 1645, whereby Mr. Doyly was, for the present, accommodated in the House in the Minories, belonging to the Lieutenant of the Ordnance, be, and is hereby revoked: And that Sir Walter Erle, the Lieutenant of the Ordnance, be restored to the Possession of the said House.

The Tower.

Ordered, That it be referred to the Committee for the Safety of the Tower, to take care for the accommodating, for the present, such Persons and Families as they shall judge fit to be removed out of the Tower, in the House belonging to the Lieutenant of the Ordnance; in the sequestered House of the Earl Rivers, a Delinquent.

Wardens of the Tower.

Ordered, That it be referred to the Committee of the Revenue, to consider of affording some Proportion of their Wages to the Wardens of the Tower, that are now to be removed out of the Tower.

Sir N. Kemish.

Several Letters from Colonel Wm. Herbert, out of Monmouth . . . . . . .

Ordered, That Sir Nicholas Kemish be forthwith apprehended, and brought up as a Delinquent, by the Serjeant at Arms attending on this House.

Gunners in the Tower.

Ordered, That it be referred to the Committee of the Tower, to chuse and appoint Twelve Gunners, such as are well-affected Persons, to manage the Guns in the Tower of London; and to consider of a Way, How to pay the said Gunners.

Navy, &c.

Ordered, That, on Monday Morning next, the first Business, and no other Business to intervene, the Business and Reports concerning the Navy, the Commissioners of the Customs, and the Tender of other Persons, for Loan and Advance of Monies for the Customs, be reported, and considered of: And the Committee of the Navy is required to prepare their Reports relating to these Matters, ready against that Time.

Army, &c.

Ordered, That on Tuesday Morning next, the first Business, no other Business to intervene, Mr. Scawen make his Reports from the Committee of the Army: And that then, likewise, the other Reports formerly appointed for Monday, be made.

Articles.

Ordered, That, this Day Sevennight, the Business touching the Articles, be taken up, and proceeded in.

Monmouth, &c. Delinquents.

Ordered, That the respective Committees of Monmouth and Glamorgan be, and are hereby, authorized and required to commit and secure all such Persons as have been in Arms, and are sequestered, and have not compounded: and likewise all such other Persons as they have, or shall have, Occasion to suspect to be adhering unto, or to declare with, those that make any riotous Assemblings, Tumults, or Insurrections, to the Disturbance of those Counties, and of the Peace of the Kingdom.

It is further Ordered, That the said respective Committees of Monmouth and Glamorgan do take effectual Care, that none of those Delinquents whose Estates are sequestered, do either by themselves, or any other Persons to their Use, rent, occupy, or receive the Profits of any of the said sequestered Estates.

Committees of Assessments.

Resolved, &c. That Samuell Dunch, Thomas Fettiplace, Richard Knollis, Tymothy Avery, William Trumbull, Wm. Hyde, William Barker, Charles Fettiplace, Roger Knight, Humphrey Dolman, Samuell Wightwicke, Richard Dew, and Edward Jennings, Esquires, be added to all the Committees in the County of Berks, for the Ordinances of Assessments for the General's Army; and for the several Ordinances for Assessments for Ireland.

Resolved, &c. That John Hales and Thomas Basnett Esquires be added to the several Committees in the several Ordinances for the Assessments for Ireland in the City and County of the City of Coventry.

Resolved, &c. That Major Robert Harley be added to all the Committees in the several Ordinances for Assessments in the County of Heresford.
