Prayers.

Mr. Fogge.

ORDERED, That, next after the Report concerning the Officers of the late Court of Wards and Liveries, the Business and Petition concerning Mr. Fogge, be taken into Consideration.

Rolle's, &c. Petition.

The humble Petition of Sir Samuel Rolle Knight, on the Behalf of himself, and others, was this Day read: And

It is Ordered, upon the Question, That it be referred to the Committee of the West, to examine the Matter of the several Abuses committed as is suggested in the Petition; and to state the whole Matter of Fact; and report it to the House.

North's Petition.

Ordered, That Mr. Roger North's Petition be read and considered of, on Saturday Morning next.

Court of Wards.

According to former Order, Mr. Thorpe proceeded in the Report concerning the Officers of the late Court of Wards and Liveries.

Ordered, &c. That Ten thousand Pounds be allowed and paid unto the Lord Say, in Recompence of his Office, and for Satisfaction of his Losses.

Resolved, &c. That Two thousand Pounds thereof be paid out of the Arrears of the Court of Wards.

Resolved, &c. That other Two thousands thereof be paid out of such Delinquents Fines and Compositions as the Lord Say shall nominate to the Committee at Goldsmiths Hall, and are not yet particularly assigned.

Resolved, &c. That . . . the remaining Six thousand Pounds the Lord Say shall have Hanworth House, and Four hundred Pounds per Annum, Part of the Estate of the Lord Cottington, a Delinquent excepted from Pardon, at Fifteen Years Purchase, upon the true Value: And that Mr. Thorpe do prepare and bring in an Ordinance to this Purpose accordingly.

Resolved, &c. That Six thousand Pounds be allowed and paid unto Sir Benjamin Rudyer, in Recompence for his Office, and for Satisfaction of his Losses.

Resolved, &c. That Fifteen hundred Pounds thereof be paid out of the Arrears of the Court of Wards.

Resolved, &c. That other Fifteen hundred Pounds thereof be paid out of such Delinquents Fines and Compositions as Sir Benjamin Rudyer shall nominate unto the Committee at Goldsmiths Hall, and are not yet particularly assigned.

Resolved, &c. That, for the remaining Three thousand Pounds, Sir Benjamin Rudyer shall have Two hundred Pounds per Annum, at Fifteen Years Purchase, upon the full Value, out of the Estate of Delinquents excepted from Pardon: And that Mr. Thorpe do prepare and bring in an Ordinance to this Purpose accordingly.

Resolved, &c. That Five thousand Pounds be allowed and paid unto Sir Rowland Wandesford, in Recompence for his Office, and for Satisfaction of his Losses.

Resolved, &c. That Twelve hundred and Fifty Pounds thereof be paid out of the Arrears of the Court of Wards.

Resolved, &c. That other Twelve hundred and Fifty Pounds thereof be paid out of such Delinquents Fines and Compositions as Sir Rowland Wandisford shall nominate unto the Committee at Goldsmiths Hall, and are not yet particularly assigned.

Resolved, &c. That for the remaining Two thousand Five hundred Pounds, Sir Rowland Wandisford shall have Lands of Inheritance settled upon him, out of the Estate of Delinquents excepted from Pardon, at the Rate of Fifteen Years Purchase upon full Value: And that Mr. Thorpe do prepare and bring in an Ordinance to this Purpose accordingly.

Resolved, &c. That the Sum of Three thousand Two hundred and Fifty Pounds be allowed and paid unto Mr. Charles Fleetwood, in Recompence for his Office.

Resolved, &c. That One thousand Pounds thereof be paid out of the Arrears of the Court of Wards.

Resolved, &c. That, for the remaining Two thousand Two hundred and Fifty Pounds, Mr. Charles Fleetwood shall have Lands of Inheritance settled upon him, out of the Estates of Delinquents excepted from Pardon, at the Rate of Fifteen Years Purchase, upon full Value: And that Mr. Thorpe do prepare and bring in an Ordinance for this Purpose accordingly.

Resolved, &c. That the Sum of Three thousand Pounds be allowed and paid unto Mr. Nathaniell Bacon, in Recompence for his Office.

Resolved, &c. That this Three thousand Pounds be paid out of such Delinquents Fines and Compositions as Mr. Nathaniell Bacon shall nominate unto the Committee at Goldsmiths Hall which are not particularly assigned.

King's Attendants.

Ordered, &c. That it be referred to the Committee appointed to go to Newcastle to receive the Person of the King, to present to the House the Names of such necessary Attendants as shall be about the Person of the King, after he shall be delivered into their Hands, until the King do come to Holdenby, and the House takes further Order.

Prince Elector.

Ordered, &c. That Mr. Trenchard do make the Report concerning the Prince Elector, on this Day Sevennight.

Court of Wards.

Ordered, &c. That Mr. Lislebone Longe do report the Ordinance in his Hands, concerning the Levying of the Arrears payable into the late Court of Wards and Liveries, the first Business on Saturday next.

Col. Kinge.

Ordered, &c. That Colonel Edward Kinge be summoned forthwith to attend the Committee to whom the Examination of the Business concerning him was referred.

Mynn's Composition.

Ordered, &c. That Mr. George Mynn be referred to the Committee at Haberdashers Hall, to make his Composition for his Delinquency, according to the Rules given to the Committee at Goldsmiths Hall for Compositions.

Court of Wards.

Ordered, &c. That Mr. Thorpe do proceed in the Report, concerning the Officers of the late Court of Wards and Liveries, the first Business on Saturday Morning next.

Message from Lords.

A Message from the Lords, by Sir Edward Leech and Mr. Page;

The Lords have commanded us to deliver you this Vote: That Goring House should be presently provided for the French Ambassador; to which they desire your Concurrence: This Report, from the Committee of the Admiralty and Cinque Ports, for the Building of Four new Frigates: which the Lords have agreed unto, with a Reservation of some Woods; and therein desire your Concurrence.

They have commanded us to put you in mind of an Ordinance, which they formerly sent unto you, for the Settling of the Militia of London; and of another, concerning the Committee at Goldsmiths Hall; both which they desire you to take into speedy Consideration, and to send them Answer concerning the same: Likewise to put you in mind of an Ordinance concerning the Library at Lambeth to be sent to Cambridge; and of an Order for Dr. Gibbons; which they desire you to take into Consideration.

French Ambassador.

Resolved, &c. That, to the Lords Desires of providing Goreinge House for the French Ambassador, this House will send Answer by Messengers of their own.

Awdley's &c. Petition.

Ordered, &c. That the Petition of Hugh Awdley and Robert Harvy be referred to the Consideration of the Committee of the Revenue, to give the Petitioners Satisfaction for Goreing House, during that Time which the French Ambassador enjoyed it.

Navy.

The Report from the Committee of the Admiralty and Cinque Ports, concerning the Building of Four Frigates, with the Order of the Lords thereupon, for Reserving of some Woods, was read: And

It is Resolved, &c. That this House doth agree with the Lords, that the Frigates may speedily be built; but that the Woods, mentioned in the said Report, be reserved for the Use of the Navy, in case of Necessity; it being near to Chatham.

Ordered, &c. That it be referred to the Committee of the Navy, upon Consideration of the Debts of the Navy, to present their Opinions to this House, How, and in what Manner, Monies may be raised for the Building of the said Four Frigates accordingly.

This Committee are to examine Mr. Burrell's Book, in Print; and the whole Matter thereof; and to hear Mr. Burrell: And are to receive any Propositions for the Good of the Navy, that shall be tendered unto them: And are to meet on Monday next, at Two of the Clock in the Afternoon, in the Star Chamber: And have Power to send for Parties, Witnesses, Papers, and Records.

Message from Lords.

A Message from the Lords, by Dr. Aylett and Dr. Heath;

The Lords have commanded us to let you know, that one Floyd is now taken; and that they have appointed their Committee to meet this Afternoon at Three of the Clock, in the Prince's Lodgings; and that the Committee of this House may be present, if they please: To bring you this Ordinance, for making Mr. Hill to be Parson of Braybrooke; which is especially recommended to you.

Examining Lloyd.

The Names of the Members of this House, of the Committee for Examination of Lloyd, were read; and ordered That they do meet with the Lords Committee accordingly.

Braybrooke Minister.

The Ordinance, sent from the Lords, for appointing Mr. Thomas Hill Minister of Braybrooke, in the County of Northampton, was read; and, upon the Question passed.

Potter's Ordinance.

Ordered, &c. That the Ordinance concerning Mr. Potter be read on Saturday next, the next Business after the Report of the Officers of the late Court of Wards and Liveries.

Overton's Petition.

Ordered, &c. That Colonel Overton's Petition be read on Saturday next, after Mr. Potter's Ordinance.

Reduced Officers.

Ordered, &c. That the Ordinance concerning the reduced Officers, brought in by Mr. Grimston, be read on Monday Morning next.

Sir Samuell Luke reported a List of Delinquents Names, for the Raising of Ten thousand Pounds for the reduced Officers: The which were read; and, one by one, upon the Question, agreed to be the Persons out of whose Fines or Compositions the said Ten thousand Pounds shall be raised for the reduced Officers: And the Names of the said Persons were as followeth; viz.

Sir John Weld Knight, Sir Henry Compton, Knight, Sir John Maney Knight, Rich. Chamberlayne Esquire, Sir John Heydon Knight, Sir Robert Howard Knight, the Two Fortescues of Salden, Sir Benham Throckmorton, John Bodevile Esquire, Sir Philip Tirwhitt Knight, John Dutton Esquire, Humphry Hide Esquire, Henry Bromley Esquire, Sir Rowland Barkeley Knight.

Sir Samuell Luke further reported some Propositions from the said reduced Officers: The which were read: And

It is thereupon Resolved, &c. That if the Compositions of any the Persons before named, out of whose Fines or Compositions the Ten thousand Pounds is to be raised for the reduced Officers, or any Part thereof, be disposed of by former Order, that then the Officers may present the Names of other Delinquents in their rooms: And the Committee at Goldsmiths Hall are ordered to accept thereof, if these Persons, already named, shall not raise the said Sum of Ten thousand Pounds.

Resolved, &c. That the Estates of such of the Persons before named, as shall wilfully refuse to make their Compositions, be sold, for the Satisfaction of the reduced Officers.

The Lords Concurrence to be desired herein.

Resolved, &c. That if any Person shall advance the said Sum of Ten thousand Pounds, or any Part thereof, for the Use of the reduced Officers, upon the Credit of the Fines or Compositions of the Persons before named, that Interest, after the Rate of Eight Pounds per Cent. shall be allowed for the Sum or Sums advanced, until the same shall be repaid.

Petitions.

Ordered, &c. That the Petitions this Day delivered into the House by the Members, be numbered as they are delivered in; and presented according to their Number to the House, and read, and taken into Consideration, in Order, on Saturday next.

Leave of Absence.

Ordered, &c. That Mr. Chetle, a Member of this House, shall have Leave to go into the Country.

Deputy Lieutenant of Chester.

Resolved, &c. That this House doth nominate and appoint Thomas Marbury, of Marbury in the County of Chester, Esquire, to be one of the Deputy Lieutenants of the said County.

The Lords Concurrence to be desired herein.

Answers to Lords.

The First Messengers were called in: And the House returned this Answer; That, as to the Report, and the Lords Order concerning the Four Frigates, they do agree: And, as to the rest of the Particulars of their Message, they will send Answer by Messengers of their own.

The Second Messengers were called in: And the House returned this Answer; That they had appointed the Members of this House, of the Committee for Examination of Mr. Lloyd, to meet, as is desired: And did agree to the Ordinance concerning Mr. Thomas Hill.

Grant to Windall.

Upon Mr. Lawrence Whittacre's Report from the Committee of the Navy.

It is Ordered, &c. That the Sum of One hundred Pounds be paid unto Thomas Windall, in Consideration of his good Service, for his present Relief, out of the Prize Goods.

Wayte's Claims.

The humble Petition of Colonel Thomas Wayte, a Member of this House; also a Certificate of the State of the Accompts of the said Colonel Wayte, from the Committee of Accompts, dated the Tenth of December 1646; was this Day read.

Ordered, &c. That the Sum of Two thousand One hundred Sixty-six Pounds be paid unto Colonel Thomas Wayte, out of the Fines of Compositions of such Delinquents of the County of Rutland, undisposed, as he shall nominate to the Committee at Goldsmiths Hall, in Satisfaction of so much Monies disbursed by him for the Service of the Parliament: And that the Acquittance of the said Colonel Wayte shall be a good Discharge to the said Committee, and the Treasurers there, for the Payment thereof accordingly.

Grant to Fogg.

Ordered, &c. That the former Order, for granting unto Mr. Robert Fogg, Minister, the Inheritance of the Estate, which he now holdeth in Right of his Wife, during her Life, be revoked and made void: And that, in Consideration thereof, and in Satisfaction of his Service and Sufferings, the Sum of Five hundred Pounds be paid unto the said Mr. Fogg, by the Committee at Goldsmiths Hall, out of the Fine or Composition of Roger Moston Esquire: And that the Acquittance of the said Mr. Fogg, or of his Assigns, shall be a good Discharge to the said Committee, and Treasurers there, for the Payment of the said Five hundred Pounds accordingly.
