PRAYERS.

Message from Lords.

A MESSAGE from the Lords, by Sir Edward Leech and Mr. Page;

The Lords desire a Conference, by Committees of both Houses, concerning the Propositions to be sent to the King, this Day at Eleven of Clock, in the Painted Chamber, if it may stand with the Conveniency of this House. They have sent the Petition and Ordinance for the Minister of the Church of Olaves in Soutkwark: In which they desire the Concurrence of this House.

They desire to put the House in mind of a Petition of Mrs. Martha Pygott; which they desire you to take into Consideration.

Resolved, &c. That this House doth agree to the Conference, as is desired.

Mr. Bois, Sir Wm. Armyn, Mr. Knightley, Mr. Swynfen, are appointed Reporters of this Conference.

Oxford University.

Resolved, &c. That the Report of the Visitors, concerning the Visitation of the University of Oxon, be referred to the Consideration of the Committee of Lords and Commons for regulating the University of Oxon, to hear and determine the Business; and to apply effectual Remedies, as the Cases may require.

The Lords Concurrence to be desired herein.

Mr. Rous is appointed to carry it to the Lords.

Bishops Lands.

Ordered, That the Committee appointed for removing all Obstructions in the Sale of Bishops Lands, or any Five of them, have Power to meet, from time to time.

Pygott's Petition.

The humble Petition of Mrs. Martha Pygott was read: And

It is Ordered, That it be referred to the Consideration of the Committee for the Affairs of Ireland, at Derby House, to consider of the Matter of Fact represented in the Petition; and to state it to the House, together with their Opinions thereupon.

Olaves Rectory.

An Ordinance, sent from the Lords, for appointing Wm. Ames Master in Arts, a godly, learned, and orthodox Divine, Rector of the Rectory of Olaves in Southwark, was this Day read; and, with the Addition of a Proviso for his paying of all such First Fruits, Tythes, and Duties, as are due and payable by reason of his Incumbency there, upon the Question, passed.

Irish Affairs.

Ordered, That on Monday next, the Committee for the Affairs of Ireland, do make Report concerning Ireland.

Answer to Lords.

Answer returned by the same Messengers; That this House has considered their Lordships Message; and do agree to the Conference desired: To the rest, they will send Answer by Messengers of their own.

Soldiers Arrears.

Ordered, That, on Monday next, the Letter from the General, of 27 Octobris, with a Paper inclosed, concerning the Arrears of the Soldiers, be read.

Prince Elector.

Mr. Trenchard reports the State and Condition of those Lands are now in which, by Ordinance of Parliament, of 7Octobris 1645, were appointed to be within the Government of the Committee of Parliament for raising of Six thousand Pounds per Annum for the Use of his Highness Lodovick the Prince Elector; and how they are sithence disposed of; and of the Arrears of the said Revenue.

He did likewise tender a Schedule of Two thirds of Recusants Estates, for a Supply of his Revenue, now read.

Ordered, That the Schedule, now presented, of the Two-Thirds of Recusants Estates, be referred to the Consideration of the Committee for the Prince Elector to consider, How, out of the said Estates, the yearly Sum of Eight thousand Pounds, and the Arrears thereof, may be brought in, and duly paid, for the Support of the said Prince Elector: And are to prepare and bring in an Ordinance to this Purpose.

It is further Ordered, That Sir Anthony Irby, Mr. Strickland, Sir Gregory Norton, Mr. Lawrence, Lord Carre, Mr. Lane, Mr. Whittacre, Mr. Boscawen, Mr. Wm. Pierepoint, Mr. Humfry Edwards, Colonel Thompson, Mr. Stapilton, Sir John Trevour, Mr. Marten, Mr. Weaver, Mr. Ashhurst, Sir Tho. Jervoise, be added to this Committee, to whom, by former Ordinance, the Management and bringing in the Revenue, assigned by Ordinance to the Prince Elector, is referred.

Isle of Providence.

Ordered, That the Reports and Petition of Colonel Randall Manwaring, and others, and concerning the Isle of Providence, be taken into Consideration on Tuesday Morning next, the first Business, after the Reports from Goldsmiths Hall.

Princess Elizabeth.

Ordered, That the Report concerning the Princess Elizabeth, eldest Daughter of the Queen of Bohemia, be made on Friday Morning next, the first Business.

Receiver of Yorkshire.

Ordered, That the Report concerning the Receiver of Yorkshire be made from the Committee of the Revenue on Monday Morning next.

Message to Lords.

Mr. Rous carried to the Lords, for their Concurrence, the Ordinance concerning the Hundred and Fifty thousand Pounds, charged for the Army upon the Receipts of the Excise: The Vote for Approbation of the Articles of Exon: The Order concerning the Lady Moore: The Vote for Francis Penrose to be Captain of the Ship Hector: The Order upon the Report from the Visitors of Oxon: An Ordinance, by way of Declaration, concerning some Doubts made by some of the Committee of the County of Bucks, named in the Ordinance for the Sixty thousand Pounds per mensem: The Return of the Ordinance for making Mr. Wm. Ames Rector of Olives, Southwarke, with a Proviso for his paying his First Fruits and Tenths.

Answer.

Mr. Rous brings Answer, That the Lords do agree to all the Particulars carried to them by him.

Propositions to the King.

Mr. Swynfen reports from the Conference, That the Lords do agree to all the Propositions, delivered by this House at the last Conference, except Three.

The First of which was that concerning Delinquents: To which they cannot agree; first, Because the Seven excepted from Pardon of Life are not named: Next, Because those others that are not intended to be proceeded against as to Life, have no Proportion of their Estates assigned to them, nor no Fines set upon them; and therefore they do adhere to their own Proposition.

The Second was that concerning Religion: To which they do agree; with an Addition herewith sent.

The Third was that concerning the Arrears of the Army: To which they do agree; with one Alteration.

They have appointed a Committee of Twelve, whereof Five to be of the Quorum, to reduce the Propositions into Form; and desire this House to nominate a Committee of a proportionable Number.

The First Branch of the Proposition, sent from the Lords, concerning Delinquents, which Names the Persons excepted from Pardon, being put to the Question, for the Concurrence of this House;

It passed with the Negative.

Resolved, &c. That this House doth adhere to the Proposition, concerning Delinquents, as it was sent from this House.

The Lords first Addition to the Proposition, now delivered at the Conference concerning Religion, was now put to the Question, for the Concurrence of this House:

And the Question passed with the Negative.

Resolved, &c. That this House doth agree with the Lords in their Second Addition, delivered at this Conference, to the Proposition concerning Religion.

Resolved, &c. That this House doth adhere to the Matter of the Proposition, as it was sent from this House, concerning the Arrears of the Soldiery.

Resolved, &c. That this House doth concur with the Lords, in appointing a Committee of a proportionable Number to reduce the Propositions to be now sent to the King into Form; viz. Mr. Prideaux, Mr. Bois, Mr. Swynfen, Mr. Marten, Mr. Serjeant Wilde, Sir Walter Erle, Mr. Knightley, Mr. Nicholas, Mr. Whittacre, Colonel Purefoy, Mr. Nath. Fienis, Mr. Miles Corbett, Mr. Erle, Mr. Scawen, Mr. John Corbett, Mr. Scott, Mr. John Francklyn, Sir John Danvers, Sir Martyn Lomley; Mr. John Ashe, Mr. Solicitor, Mr. Grove, Mr. Selden. Mr. Samuell Browne, or any Ten of them, are appointed to meet with a Committee of a proportionable Number of the Lords, to reduce the Propositions into Form that shall be now agreed to be sent to the King.

Resolved, &c. That a free Conference be desired with the Lords, on Monday Morning next, upon the Matter of the last Conference, touching the Propositions to be now sent to the King.

Ordered, That Mr. Boys, Sir Wm. Armyn, Mr. Knightley, Mr. Swynfen, Mr. Prideaux, Colonel Purefoy, and Mr. Serjeant Wilde, be appointed Managers of the free Conference: And that it be referred to any Three of them, to prepare Reasons, to be offered to the Lords at the free Conference, for the Houses either adhering to their former Propositions, or denying any of the Additions made by the Lords.
