Die Jovis, 31 Julii, 1645.

Prayers.

REsolved, &c. That Fifty Barrels of Powder, Two hundred Firelock-Musquets, Three hundred Pikes, Two Ton of Match, One hundred Ball for Falcon and Minion, and Two hundred Swords, be forthwith provided and furnished out of the publick Stores for the Service of the Forces of the County of Lincolne: And that the Money to pay for these Fifty Barrels of Powder be charged upon the Excise, to be paid in its Course.

Ordered, That Sir William Armyn and Mr. Hatcher do immediately withdraw, and prepare a Letter, to be signed by Mr. Speaker, and sent to the Committee at Yorke, to desire them to send what Forces they can possibly spare, to join with other Forces of the Parliament's, for the Blocking up of Newarke.

Ordered, That it be referred to the Committee of the Eastern Association, and the other Counties, formerly joined with this Committee upon the Business of Newarke, to confer with the Committee of both Kingdoms, concerning the speedy Sending of Forces, to join with other the Forces of the Parliament, for the Blocking up of Newarke.

And Sir Edward Askew, Sir Anthony Irby, and Sir William Strickland, are appointed to take care hereof.

Ordered, That it be recommended to the Commissioners that are to go to the Parliament of Scotland, to confer with the Committees of the Four most Northern Counties; and, upon Conference with them, to take the best Care they can, that a considerable Strength of Horse and Foot may be sent to join with other Forces of the Parliament, for the Blocking up of Newarke.

Ordered, That Mr. Strickland be desired to preach before the Commons House the next Fast-Day: And Mr. Knightley is to give him Notice hereof.

Ordered, That Mr. Long shall have Leave to be absent from the Service of the House, and to go beyond the Seas, to settle his Son in France, or some other Parts beyond the Seas: And that Mr. Long shall have Mr. Speaker's Warrant to pass beyond the Seas with his Son, Servants, and necessary Accommodations.

Whereas it was referred, by former Order, to the Committees for Sequestrations of Middlesex and Westminster, and at Campden-House, to provide a convenient House for Major-General Skippon, and his Family; the which is accordingly done: It is this Day Ordered, That Major-General Skippon shall enjoy the said House Rentfree: And that the said Committees for Sequestrations do take care, that the said House be furnished and accommodated with all necessary Household-stuff and Furniture; and that it be well and sufficiently repaired.

And the Grand Committee proceeded to the further Consideration of the Ordinance for sale of Delinquents Estates.

Mr. Speaker resumed the Chair.

Mr. Reynolds reports, from the Grand Committee, the Amendments to the Ordinance for Sale of Delinquents Estates: The which Ordinance was all Amendments; and were twice read; and, upon the Question, committed, upon the whole Matter of the Debate, unto Sir Samuel Rolle, Mr. Lisle, Mr. Serjeant Wilde, Mr. Ellys, Mr. Corbett, Sir Robert Pye, Mr. Manyard, Mr. Hill, Mr. Erle, Mr. Whitehead, Sir Dudley North, Sir John Northcote, Mr. Stephens, Sir Hen. Vane junior, Sir Tho. Widdrington, Sir John Evelyn, Sir Wm. Strickland; Sir Tho Dacres, Mr. Whitelock, Mr. Rigby: And all that will come to have Voices: And are to meet this Afternoon at Two of the Clock, in the Exchequer-Chamber: And have Power to send for Parties, Witnesses, Papers, Records, &c.: And the Care of it is especially recommended unto Mr. Ellys.

Mr. Whitehead carried to the Lords, for their Concurrence, the additional Ordinance for securing Five thousand Pounds out of the Excise for reducing the Garisons of Basing and Winchester: And

Brings Answer, That the Lords have agreed to the said Ordinance.

Resolved, &c. That this House doth approve of Colonel Edward Harley to be Governor of Cannon-Froome: And that the Members of both Houses, that are of the Committee of both Kingdoms, do give him a Commission accordingly.

Ordered, That it be referred to the Committee of Examinations, to examine the Carriage of Lieutenant-Colonel Throgmorton, concerning the Loss of Mounmouth.

Mr. Ellys, Mr. Maynard, Mr. Lisle, Mr. John Goodwyn;

This Committee, or any Two of them, are desired to prepare an Ordinance for the further Direction of the Commissioners named in the Ordinance for Sale of Delinquents Estates, touching the Allowance of Debts due by the Publick Faith, or otherwise; and likewise the Debts due from Delinquents.

Resolved, &c. That an Allowance of Four hundred Pounds per Annum shall be charged upon the Revenue, and be paid Quarterly, to Walter Strickland Esquire, now Resident for the Parliament's Service with the States of the United Provinces: And that this Allowance shall incurr from the Time of his first Employment, and be so continued to him, and paid to him, by the Committee for the Revenue, so long as he shall be employed in this Service.

Resolved, &c. That Five hundred Pounds shall be charged upon the Revenue, and be forthwith paid by the Committee of the Revenue, to Walter Strickland Esquire, now Resident for the Parliament's Service with the States of the United Provinces, as a Gift bestowed upon him by this House, for his many faithful and acceptable Services to the Parliament.

WHereas an Order was made in this House, That Sir Henry Vane senior, owing Two thousand Pounds, upon Bond, to Sir John Harrison, a Delinquent, should reserve in his Hands the Interest due upon the said Two thousand Pounds: And whereas the House is since informed, That the said Two thousand Pounds, together with the Interest, is due to Orphans; and that the Name of Sir John Harrison his Name was made use only in Trust for the said Orphans: It is Ordered, That the Examination of the Truth of this Business be referred to Mr. Bedingfeild, Mr. Holland, Mr. Prideaux, Mr. Ashhurst, Mr. Hill, Mr. Erle, Mr. Wheeler; or any Three of them.

A Letter to be sent to the Committee at Yorke, to send Forces of Horse and Foot, to join with other Forces, for the Blocking up of Newarke, was this Day read; and, upon the Question, assented unto.

A Letter to be sent to the Earl of Leven, General of the Scotts Army, was this Day read; and, upon the Question, re-committed unto the former Committee; with the Addition of Mr. Holles.

Resolved, &c. That this House doth agree with the Lords, that Mongoe Moodie shall be tried by a Council of War, concerning the Death of any Persons slain by him in Defence of Ferne-Islands, or Holy-Island, in the North: And that, in the mean time, he be protected, and not prosecuted or tried at the Common Law, or otherwise than by a Council of War.

Resolved, &c. That the Garison of Holy-Island be reduced to the ancient Establishment: And that Captain Shaftoe, the present Governor there, shall have the Arrears of Pay due to himself, and his Soldiers, for that Garison, out of the Sale or Sequestration of the Lands and Estate of Colonel Thomas Haggerston Esquire, now a Prisoner to the Parliament: And

It is further Ordered, That One hundred Pounds be paid out of the said Estate to Captain Robert Rugge, late Captain of that Island, for his Relief, he having first rendered it into the Hands of the Parliament: And that Mr. Corbett do bring in an Ordinance to this Purpose.

Mr. Holles, Mr. Millington, Sir Hen. Vane, Mr. Corbett, Mr. Rigby, Mr. Prideaux, Mr. Lisle, Sir Arth. Haslerigg, Mr. Rolle, Sir Peter Wentworth, Mr. Nicoll, Colonel Walton, Sir Wm. Strickland, Mr. Harris, Sir Tho. Widdrington, Sir John Evelyn, Sir Walter Erle, Sir Jo. Bampfeild, Sir Jo. Curson, Mr. Bedingfeild, Mr. Blackeston;

This Committee are to examine the whole Matter, informed to this House by the Scotts Commissioners, concerning Mr. Richard Barwis, a Member of this House, in several Papers delivered in by them: And are to meet To-morrow in the Afternoon at Two of the Clock, in the Exchequer-Chamber.

Resolved, &c. That the Commissioners appointed to go into Scotland shall receive, from the Committee at Yorke, Informations of the Matter of Fact, mentioned in the Letter from that Committee, of Julii 25 1645; and acquaint the Parliament of Scotland therewith.

It is further Ordered, That the Gentlemen and Committees of the Northern Counties do prepare the Testimonies and Informations concerning the Matter of Fact of their Grievances, to be ready to meet the Commissioners upon their Way, if they can; or otherwise, to send them to them into Scotland; to the Intent they may be represented to the Parliament of Scotland by the Commissioners, and Redress by them desired, according to Justice, and in pursuance of their Instructions.

Resolved, &c. That it be referred to the Committee of the Revenue, to appoint Mr. Doyley the King's House in the Mineries for his Dwelling, Rent-free, late the House of Sir John Heydon, Lieutenant of the Ordnance.

Ordered, That Four Pounds per Week be paid to John Doyley Esquire, for his present Maintenance, by the Committee of Lords and Commons for Advance of Monies, sitting at Haberdashers-Hall.

Resolved, &c. That the Lady Drake, and Sir Francis Drake, shall have Four Pounds per Week paid to each of them respectively, for their present Maintenance, by the Committee of Lords and Commons for Advance of Monies, fitting at Haberdashers-Hall.

Ordered, &c. That it be especially referred to the Committee of the Navy, to take care to bring about those Prisoners that are on board the Ships now at Portsmouth.

Ordered, &c. That the Committee of the West, and the Committee of Plymouth, do not give any Monies to any private Persons, except to Messengers, for the Space of a Month, without special Order of this House.

Mr. Tate reports the Amendments to the Ordinance for Nine thousand Pounds, charged upon the Excise, for Payment of Part of the Arrears due to the English and Scotts Officers that are laid aside, and for the Train of Artillery, late under the Command of the Earl of Essexe: Which were assented to; and ordered to be sent to the Lords for their Concurrence.

Ordered, &c. That Sir Wm. Waller, Mr. Nicoll, and Sir Walter Erle, shall have Leave to go into the Country for One Month.

Whereas by an Order of this House of 1 Januarii 1644, it was ordered, That the Copies of the Reasons of the Dissenting Brethren, &c. be delivered to the Members of either House by the Scribes of the Assembly; and that the Charge be cast in, with other Charges of the Assembly, for which the Sum of One hundred Pounds was ordered to be advanced unto the Scribes, upon Account: It is this Day Ordered, That this One hundred Pounds be forthwith paid to the Scribes of the Assembly, in pursuance of the former Order, out of the Revenue of the Bishoprick of Canterbury.
