Prayers.

ORdered, That Mr. Samuel Browne do move the Lords to appoint a Day, when the Committee shall meet, for considering how the Great Seal shall be disposed, at the Expiration of the Time appointed for the Seal to continue in the Custody of the Speakers of both Houses.

The humble Petition of Sir John Wollaston Knight, John Warner, and Thomas Andrewes, Aldermen of the City of London, Treasurers for the Money and Plate brought in and issued upon the Propositions for Money, Horse, and Plate, was this Day read; desiring, That they may have some Recompence for their Care, Pains, Attendance, Loss, and Damage, to be allowed upon their Accompt; and that what shall be due to them, upon their Accompt, it may be taken as lent upon the Propositions: For which they may have the Publick Faith.

Ordered, upon the Question, That the Sum of Five thousand Pounds be granted to the Petitioners, and to the Executors of Alderman Towse, deceased, in Recompence of their Care, Pains, Attendance, Loss, and Damage, in their Service of being Treasurers for the Money and Plate brought in upon the Propositions; the said Five thousand Pounds to be allowed to them, upon their Accompt, and taken as Money lent by them upon the Propositions: For which they shall and hereby have the Publick Faith.

A Letter from the Committee of Cumberland, from Cockermouth, of 26 Octobris 1646, directed to Mr. Speaker; and likewise a Letter from the same Committee to their Knights and Burgesses, complaining of their great Sufferings, both by the Scotts Forces, and by the MosseTroopers; were this Day read; and ordered to be referred to the Consideration of the Committee for the North: Who have likewise Power to receive the Informations concerning Northumberland; and bring in their Report what is sit to be done upon All, for the Redress of the Countries.

Ordered, That the Committee to whom it was referred to make Answer to the Papers delivered in by the Scotts Commissioners, concerning the Conference touching the Disposal of the Person of the King, be injoined to bring in that Answer on Monday next, if possible it may be.

It is likewise referred to this Committee, to examine who was either the Printer or Publisher of the Papers delivered in by the Scotts Commissioners, concerning the late Conference touching the Disposal of the Person of the King.

Ordered, That it be referred to Mr. Speaker, who is hereby authorized, to receive such Informations as shall be given unto him by divers Persons, that are come out of Cumberland, and other Northern Parts.

Ordered, That the Committee where Mr. Stockdale hath the Chair, do bring in, on Monday Morning next, the Declaration referred to that Committee to prepare.

The Order, Yesterday made, for taking into Consideration, at what Rates the Bishops Lands shall be sold for, in Possession, and in Reversion, for Lives, or for Years, was this Day read: And

The House took the same into Debate and Consideration.

Resolved, &c. That a Value shall be set, under which the Contractors shall not go, in the Sale of the Lands of the late Archbishops and Bishops.

Resolved, &c. That the Values, under which the Demesne Lands of the late Archbishops and Bishops, in Possession, shall not be sold, shall be as they were worth in the Year 1641.

Resolved, &c. That the Demesne-Lands of the late Archbishops and Bishops, in Possession, shall not be sold under Ten Years Purchase, of the full Value they were at in the Year 1641: The same Rule to be observed proportionably, in the Sale of Reversions expectant upon Estates for Lives or Years.

The Question was propounded, Whether a Rate shall be set, for the Contractors to proceed by, in the Sale of Reversions of the Lands of the late Archbishops and Bishops, upon Leases for Lives:

And the Question being put, Whether this Question shall be now put;

It passed with the Affirmative.

And upon putting the Question accordingly;

The House was divided.

The Yeas went forth.

So that the Question passed with the Negative.

Resolved, &c. That these Words, "the same Rule to be observed proportionably in the Sale of Reversions expectant upon Estates for Lives or Years," be added to the former Vote, for appointing the Sale of the Lands of the late Archbishops and Bishops, in Possession, not to be under Ten Years Purchase.

Resolved, &c. That the due Respect to be had, by the Contractors, to the immediate Tenants of any of the late Archbishops or Bishops, shall be, in admitting them to the Pre-emption of those Manors, Lands, Tenements, and Hereditaments, wherein they have any Interest; so as the said Tenants do come within Thirty Days after the Return of the Certificates by the Surveyors, and agree to purchase the same: And, in case they do not agree within the said Thirty Days, that then the Contractors do sell the same to any other Person or Persons, that shall desire to purchase them; so as such Sale be made at a higher Rate, than was offered by the said Tenants.
