THE Grand Committee, according to former Order, sat, to take into further Consideration the Propositions for a safe and well-grounded Peace.

Mr. Speaker resumed the Chair.

Upon Sir Thomas Widdrington's Report;

It is Resolved, &c. That the Making and Concluding of Peace or War, the Making of a Truce or Cessation, or any Treaties for the same, with Foreign Princes and States, be with the Advice and Consent of the Parliaments of both Kingdoms of England and Scotland, and not otherwise.

Ordered, That the Committee formerly appointed to consider of the Abuses in the Usurping of Coats of Arms, or any Four of them, do meet To-morrow at Two post meridiem, in the Exchequer-Chamber; and so de die in diem, as they shall think fit.

A Message from the Lords, by Doctor Heath and Doctor Aylett;

The Lords added some Persons to the Committee of Devon; and formerly sent a Message to this House for their Concurrence: Their Lordships desire, that this House would now take the said Message into Consideration.

The Lady Chaworthe's Business, referred to the Lords to the Committee of Lords and Commons for Sequestrations, was sent to this House for their Concurrence: They desire they would expedite it.

Answer returned by the same Messengers; That this House has considered their Lordships Message; and will send Answer by Messengers of their own.

Ordered, That the Letters, Papers, and Certificates, concerning Mr. Stringer, and other Lead-Merchants, be referred to the Consideration of the Committee for the Northern Association where Sir Thomas Widdrington has the Chair.

Prima & secunda vice lecta est Billa, An Act for the Taxing and Levying of Monies for the Payment and Satisfaction of the Debts and Damages of the Kingdom, and for other publick Uses; and, upon the Question, committed unto the Grand Committee of the whole House: Who are to meet upon it To-morrow at Eight of Clock.

Prima vice lecta est Billa, An Act against the Enjoying of Pluralities of Benefices by Spiritual Persons, and Nonresidency.

An Ordinance for Securing and Reimbursing of Richard Waring and Michael Herring, Treasurers at GoldsmithsHall, of Six thousand Pounds, advanced by them for the Scotts Army, out of the Monies that shall come in upon the Ordinance for the monthly Assessments for the Scotts Army, was this Day read; and, upon the Question, passed; and ordered to be sent to the Lords for their Concurrence.

An Ordinance for securing and repaying the Commissioners of Excise a Thousand Pounds, advanced by them for the Lincolnshire Foot, out of the Receipts of the Excise, in the Intervals or Course, was this Day read; and, upon the Question, passed; and ordered to be sent unto the Lords for their Concurrence.

An Ordinance for securing and reimbursing the Commissioners of Excise a Thousand Pounds, advanced by them for the Forces of Leicestershire, was this Day read; and, upon the Question, passed; and ordered to be sent to the Lords for their Concurrence.

Ordered, That, on this Day Sevennight, peremptorily, the Grand Committee of the House do meet, to take into Consideration the Matters referred unto them by the Order of the First of December, concerning the Privileges of Members, and the Authorities exercised by Committees: And that no other Business do then put out this.

Mr. Elles carried to the Lords, for their Concurrence, an Ordinance for securing and paying to Mr. Pierepoint Two thousand Pounds, advanced by him for the Forces that are drawn out of the Eastern Garisons to go before Newark: An Ordinance for securing and reimbursing Richard Waring and Michael Herring Six thousand Pounds, advanced by them for the Scotts Army: An Ordinance for securing and repaying the Commissioners of Excise One thousand Pounds, advanced by them for the Lincolnshire Foot: And an Ordinance for securing and reimbursing the Commissioners of Excise One thousand Pounds, advanced by them for the Forces of Leicestershire.
