ORDERED, That Mr. Peed of Norfolke be sent for up in safe Custody.

Suspected Letters.

Ordered, That the Officers and Soldiers of all the Courts of Guard do not open any Letters; but that they bring such as they shall have any Suspicion of, to the Committee for Examinations, or Militia of London.

Mr. Corbett is to prepare, and bring in, an Order to this Purpose.

Money for Scotts.

Mr. Hatcher, Mr. Holland, Sir Peter Wentworth, are appointed to go to the Court of Aldermen, to recommend unto them, the furnishing of Monies for the Scotts.

Member sequestred.

Resolved, &c. That the Estate of Sir Hamond L'Estrange of Norfolk shall be forthwith sequestred, for declining and neglecting the Service of the Parliament, and the Coun....

Deputy Lieutenants of Norfolk.

Resolved, That this House doth nominate and approve of Captain Walton, Rob. Wiltorn Esquire, John Piercivall, Tho. Toll, and Jo. Maye, Aldermen, to be Deputy Lieutenants of the County of Norfolk.

Deputy Mayor of Lynne.

Resolved, &c. That this House doth appoint Mr. Jo. Percivall to be Deputy Mayor of the Town of Lynne; to do all things in the Absence of the Mayor, to all Intents, Constructions and Purposes.

Deputy Lieutenants of Essex.

Resolved, &c. That this House doth nominate and approve of Mr. Middleton, Mr. Harlackenden, Mr. Eldred, and Mr. Humfrevile, to be Deputy Lieutenants of the County of Essex.

Military Affairs.

Sir Rich. Onslowe, Mr. Stevens, Mr. Baynton, are appointed to go to Sir Wm. Waller, to acquaint him with the Informations this House has received concerning some of the King's Forces being come as far as Horsham; and to know if there be any Obstructions that hinder his March, that they may apply their best Assistance.

Affairs at Gloucester.

A Letter from Gloucester, from Colonel Massie, of the Seventeenth of October, concerning an House of Sir H. Anderson's, in Gloucester, wherein lived Sir Rob. Cooke formerly; and concerning the House and Estate of Sir Rob. Cooke; and a Letter inclosed, intercepted, from Mr. Wm. Rolles, Servant to Mr. Wm. Coke, Son to Sir Rob. Cooke; were this Day read: And it is Ordered, That these Letters be referred to the Committee for Gloucester; who are to consider giving Satisfaction to Colonel Massie; and to consider of the Relief of the Children of Sir Rob. Cooke: And that Colonel Devoreux shall remain still in the House of Sir H. Anderson: And the House does well approve of the keeping still in Restratint Captain Berry.

Surrender of Lincolne.

A Letter from the Earl of Manchester, from Lincolne, concerning the Surrender of the Bayle, Castle and Close of Lincolne, with the Colours, Arms, Ammunition, and Ordnance in it; and the Articles of the Surrender of the said Place; were all read.

Associated Counties.

Ordered, That the Committee of the Seven associated Counties do meet this Afternoon; and consider of the Names of such as are appointed Committees of them Counties: And, if any be named that are not fitting, that they would take Order in it: And to consider of any thing else that is fit to be done for the Safety of those Counties: And to consider of some Men fit to be sent into Lincolneshire, for the Safety of that County.

Irish Adventurers.

The humble Petition of the Committee of the additional Forces, by Sea, for Ireland, was this Day read: And it is Ordered, That such Adventurers, for additional Forces, by Sea, for Ireland, who have not as yet paid the Monies subscribed by them, to that Adventure, do forthwith pay in the same: And that this House shall esteem it a great Neglect in such as shall refuse to pay in their Monies accordingly.

Letters of Marque.

This House doth order and declare, That such Persons, as shall receive the Approbation of this House, shall have Letters of Marque granted unto them, to take Prizes at Sea: And the Commissioners of the Admiralty are required to grant Commissions accordingly.

Mr. Green and Sir Walt. Erle are appointed to draw up an Order to this Purpose: And that it be printed and set up on the Exchange.

Maimed Soldiers, &c.

An Ordinance for the Relief and Maintenance of sick and maimed Soldiers, and of poor Widows and Children of Soldiers slain, in the Service of the Parliament, was this Day read; and committed, as to the Rates, to Mr. Browne, the Knights and Burgesses of Bedfordshire, Herts, &c.: And all, that will come, to have Voices at this Committee: And are to meet this Afternoon at Three of Clock, in the Court of Wards: And they are to add a Proviso, that this Charity of the Counties may not exclude the Soldiers from receiving their just and due Pay.

The Care of this Ordinance is especially recommended unto Mr. Sam. Browne.

Berkeley's Fines.

Resolved, That the Moiety of the Fine set upon Mr. Justice Berkeley shall be assigned and employed for the Service of the West and the Forces under Sir Wm. Waller.

Message to Lords.

Mr. Strode is appointed to go up with this Message; and to have a Care of the bringing in of these Monies.

He likewise carried up the Name of * * to be one of the Assembly: And acquainted them, that the Earl of Middlesex, being sessed for his Twentieth Part, pleaded his Privilege.

Money for Army Services.

Ordered, That Two hundred Pounds, of Twelve hundred Pounds concealed Purchase Money, shall be employed for Poole; and the other Thousand Pounds for the Service of the Forces under Sir Wm. Waller.

Magazines of Arms.

Ordered, That Sir Wm. Waller, shall have Liberty to take out of the publick Magazines, as of the Tower and others, such Weapons and Instruments of War, as he shall think fit, for the Expedition he is upon.

Lord Petre's Sequestration.

A Message from the Lords, by Sir Rob. Riche and Mr. Page;

The Lords have this Day received a Petition on the Behalf of the Lord Petre of Essex, who is the King's Ward, and under the Direction and Government of the King's Committee: That he is very young, and his Education is in the Protestant Religion: That his Estate has paid all Duties to the Parliament: That, notwithstanding all this, on Thursday next, the Committee in the Country do intend to sequester his Estate; to seize his Goods; and to cut down his Timber and other Trees. The Lords have taken this Complaint into their Consideration; and do desire, that this Complaint may be referred to the Committee of Lords and Commons for Sequestrations; and that in the mean time, it may be ordered, that the Goods in the said House may not be removed, nor the Woods felled, until the Houses take further Order.

Answer returned by the same Messengers; that this House has considered their Lordships Message; and will send Answer by Messengers of their own.

Ordered, That the Committee in Essex do forthwith proceed with the Sequestration of the Lord Petre's Estate, in Essex; and the cutting and felling down his fellable Woods; according to former Orders and Directions; notwithstanding any Directions they have, or shall receive to the contrary.

Resolved, &c. That Mr. Uphill shall be forthwith sent for, as a Delinquent, for his Contempt in refusing to obey the Orders of this House.

Letters of Marque.

The Lords and Commons in Parliament, having received certain Notice of a Cessation of Arms, concluded with the Rebels in Ireland, and of a Purpose to send an Army from thence into this Kingdom, against the Forces of the King and Parliament, for the Maintenance of the Popish Hierarchy, and the utter Ruin of Religion in all his Majesty's Dominions, if God prevent not; it is Ordered, That all such Merchants and others, who shall be willing to set out Ships at their own Charge, shall have Letters of Marque, to take all the Ships, Goods, and Merchandize of any Person or Persons whatsoever, in Arms against the King and Parliament, and not within the Protection of Parliament; or that shall be aiding or assisting to the Rebels of that Kingdom, or any other, in Arms against the Parliament, in either of the Kingdoms of England, Scotland and Ireland: And the Commissioners of the Admiralty are required to grant Commissions to such Persons accordingly.

Ordered, That this be printed and published, and set up upon the Exchange in London.
