PRAYERS.

Jermyn's Assessment.

THE humble Petition of Sir Tho. Jermyn Knight, was this Day read, desiring to be eased in his Assess. It is Ordered, That this Petition be referred and recommended unto the Consideration of the Committee at Haberdashers Hall.

Sir H. Vane sen. Sir Rich. Onslow, Mr. Crewe, Sir Peter Wentworth, Sir Arth. Hesilrige, Mr. Hodges, Mr. Holland, Sir Robert Harley, Sir Tho. Pelham, Sir Peter Wroth, Mr. Ri. Browne;

This Committee, or any Four of them, is appointed to consider of the Business between Sir Wm. Waller and Colonel Stapeley; and to endeavour to compose it to the best Satisfaction of both Parties, that the publick Service may receive no Prejudice: And, if they cannot, they are to report the Obstructions to the House. And the Letter from Kent, to Mr. Speaker, concerning some Affairs in the County of Sussex, is likewise referred to this Committee. And they are to meet this Afternoon, at Three of Clock, in the Exchequer Chamber: And have Power to send for Parties, Witnesses, Papers, Records.

Message to Lords.

Sir Peter Wentworth is appointed to carry up to the Lords, the Ordinance for appointing a Committee to meet with the Commissioners from Scotland; and the Names of Mr. Britton, and Mr. Thorneton, to be added to the Committee at Northampton.

Answer.

Sir Peter Wentworth brings Answer, That he had delivered the Ordinance concerning the appointing Committees to meet with the Commissioners from Scotland, and uniting the Councils of both Kingdoms: And that the Lords will, in convenient Time, send Answer by Messengers of their own.

Excise.

Resolved, &c. That the Commissioners of Excise shall have the like Power to receive the Half Excise upon Tobacco, due at the Eleventh of September last, as they have for Ale, Wine, and Beer.

Mr. Cage, Mr. Ashe, Mr. Holland, Mr. Bond, Sir H. Vane jun. Mr. Bedingfeild, Mr. Jennour, Mr. Rolle, Mr. Spurstoe, and Mr. Wheeler, are added to the Committee for Excise, as to the Business concerning the Commissioners of Excise, to grant Tickets of Sufferance upon Goods, which cannot be ascertained: And they are to meet presently upon it; and to bring it in again this Afternoon, at Two of Clock.

Whereas, by the Ordinance of Excise, of the Eleventh of September, there was Liberty granted, that there should be but Half Excise paid for such Beer, Ale, and Wine, that was in Retailers Houses before the said Eleventh of September; so that they paid the said Half within one Month; otherwise they were to pay the Whole Excise: The which Time is since elapsed, and divers People have not yet paid the said Half: It is now Ordered, That the Commissioners of Excise shall have Power to accept of the said Half of the Excise of Ale, Beer, and Wine, notwithstanding the Time is elapsed; so that all such Retailers as live within London, or Ten Miles thereof, do pay the same before the First of March. And It is further Ordered, That this Order shall extend to the Counties, Cities, and Boroughs, within the Power of the Parliament; and that Liberty shall be given to such Persons as ought to pay the Excise upon Ale, Beer, and Wine, that live above Ten Miles from the City, to pay the same in before the First of April; and that the Commissioners and Collectors shall have Power to accept the same.

Resolved, &c. That the Half Excise upon Beer, Wine, and Ale, shall, upon the Accounts of the Commissioners, be set upon the Debtors, by the Auditors.

The Covenant.

Ordered, That the Committee appointed to tender the Covenant to Sir Edward Deering, or any Four of them, shall have Power to tender the Covenant to such Persons, as shall come in to take the Benefit of the Declaration.

Excise.

Mr. Green reports from the Committee this Day appointed to consider of the Excise Business; but nothing was done upon it.

Lady Brook's Petition.

Ordered, That Sir Philip Stapilton and Mr. Fountaine be added to the Committee for my Lady Brook's Petition.

Raising Forces.

Ordered, That the Ordinance concerning the raising of Forces in the Four associated Counties, be reported To-morrow.

Austin's Petition.

Ordered, That the Committee for Mr. Austin's Petition, or any Four of them, may meet, from time to time, to consider of that Petition: And the said Committee is revived; to sit To-morrow, at Two of Clock, in the Court of Wards.

Hurst, &c. Garison.

Ordered, That an Ordinance be brought in for the borrowing of Five hundred Pounds out of the Excise, for the Payment of the Garison in Hurst and Lymington.

Sir Robert Hatton.

Ordered, That Sir Robert Hatton be discharged of his Imprisonment, and have his Liberty to go to Oxford; he first giving sufficient Security, in Two thousand Pounds Bond, to return back to London within Twenty Days, and yield himself Prisoner to the Parliament, in case Mr. Hasilrig, Prisoner at Belvoir Castle, be not released, and permitted to go to Leicester: And this Security is to be given to Sir Arthur Hasilrig.

Isle of Wight.

Sir Thomas Barrington, Mr. Lisle, Sir Walter Erle, Mr. Trenchard, Sir Wm. Waller, Mr. Wallop, Sir Henry Vaine, Sir Arthur Hasilrig, Mr. Wheeler, Sir Richard Onsloe, Mr. Prideaux, Mr. Bond, Colonel Ven, Sir Tho. Jervoise, Mr. Holland, Sir Fran. Popham, Sir Wm. Lewis, or any Four of them, are to consider of the several Letters and Informations concerning the Isle of Wight; and to present, to this House, what is fit to be. done for the Safety of the Island, and Defence of Hurst Castle; and to advise with the Earl of Pembroke concerning the same; and how Five hundred Pounds may be provided for that Service.
