ORDERED, That the Order, Yesterday made, for sending for Wm. Edwards, as a Delinquent, be revoked.

Exeter Petition.

Ordered, That the Petition from the City and County of Exon be referred to the Committee for the Ministers Remonstrance, and the London Petition; under the same Restraint, and upon the same Terms, as the London Petition is referred.

Winton Petition.

Ordered, That the humble Petition of the Mayor, Bailiffs, and Commonalty of the City of Winton, which was this Day read, be referred to the Committee for the Star-chamber and Council-board: And That Committee has Power to receive all Petitions of the like Nature.

Impositions on Coals.

Ordered, That the Petition of the Masters and Owners of Ships of Hull, Yarmouth, &c. and the Petition of Larpoole, in the County of Lancashire, be referred to the Committee for Salt; and the like Order, as was made for Restraint of taking the Impositions upon Salt, be likewise made, to restrain the Taking of the Impositions upon Coals.

Leave of Abfence.

Mr. Serjeant Hide has Leave to go to Salisbury, upon the Occasion of the Gaol delivery.

Minister of St. Peter's, Norwich.

The Petition of the Inhabitants of the Parish of St. Peter's in Norwich, was read: And thereupon the House did declare, and holds it fit, that Mr. Carter may preach, as oft as he pleases, in his own Parish Church.

It was likewise Resolved, upon the Question, That the Inhibition, by the Bishop of Norwich, inhibiting Mr. Carter to preach in his own parish Church, is void.

Resolved, upon the Question, That every Minister that is lawfully admitted, instituted, and inducted, may preach in his own Parish Church so oft as he please.

This Committee is to take into Consideration the Particulars, that were, in former Parliaments, against Dr. Mountague, now Bishop of Norwich: And they have Power to view the Pardon, that was granted him; and to prepare a Bill for the Reversal of that Pardon; and to receive and consider of all Petitions, that now are, or shall be, preferred against him: And all Complaints that concern the Bishop of Landaff, and Bishop Manwaring, are referred to the Consideration of this Committee: And they are likewise to consider of the Judgment, that was given in Parliament, against Bishop Manwaring; and to inquire whether any Pardon has been granted him, since that Judgment; and, if any hath, to prepare a Bill for the Reversal of that Pardon: And likewise to consider, who have been the means of preferring Bishop Manwaring: And to inquire after his Chancellor, who, as this House is informed, lately gave One thousand Pounds for his Office: And likewise, to consider of some fit Way of representing unto the Lords, that some speedy Course may be taken, that Bishop Manwaring be forthcoming: And they have Power to send for Parties, Witnesses, Papers, Records, or any thing else, that may conduce to the Business; and are to meet on Friday next in the Afternoon, at Two of Clock, in the Court of Wards.

Breach of Privileges of Parliament.

Disbanding Irish Army, &c.

A Message from the Lords, by Baron Henden and Judge Foster;

The Lords desire a free Conference, concerning the Three Propositions, which this House desired their Lordships to join with them in; which were, concerning the Disbanding of the Irish Army, the Disarming of the Recusants, and the Removing of Papists from the Court; and That presently, if it may stand with the Conveniency of this House, in the Painted Chamber, by a Committee of the whole House.

Answer returned, by the same Messengers;

This House has taken their Lordships Message into Consideration; and will give a Meeting presently, as is desired.

Sir W. Erle, Sir Jo. Clotworthey, Mr. Reignolds, Mr. Waller, Mr. Hampden, are appointed to manage this Conference; and to report it, if Occasion be.

Sir W. Erle reports from the free Conference, that the Business is of great Length; and desires Liberty for the Reporters, to make their Report, not till To-morrow Morning.

Mr. Pimme is to make Report of the Articles against the Lord of Cant' To-morrow Morning.

Proceedings against Earl of Straford.

A Message from the Lords, by Judge Reeves and Mr. Attorney.

The Lords desire a present Conference, by a Committee of both Houses, presently, in the Painted Chamber, if it may stand with the Conveniency of this House, concerning the Conference that was Yesterday touching the Proceedings against the Earl of Straford.

Answer returned by the same Messengers;

This House has taken into Consideration their Lordships Message, and will give a Meeting for a free Conference, as is desired.

Mr. Treasurer, Lord Digby, Mr. Capell, Sir Arth. Ingram, Mr. Hyde, Sir Jo. Culpeper, Sir Jo. Strangewayes, Sir Ra. Hopton, Sir H. Herbert, Sir Ro. Pye, Sir Edward Hales, Sir Edw. Hungerford;

These Twelve, or any of them, are to treat with Merchants, and such other Persons as they shall think fit; and to use such Motives as they shall please, for the Procuring of so much Money as they can get, for the Supplying of the present great Necessities of the Kingdom.

Proceedings against Earl of Straford.

Mr. Glynne reports from the Conference, that the Lord Keeper delivered the Lords Answer, in these Words; viz.

1. "That we shall admit him no farther Use of Counsel, than the Necessity of the Cause for his just Defence requireth; and wherein Counsel may, with the Justice and Honour of this House, be afforded him."

2. "That there shall be no Delay in the Proceedings; but all convenient Expedition used, according to their own Desires.
