PRAYERS.

Herbert's Impeachment.

ORDERED, That the Impeachment against Sir Piercy Herbert be carried up to the Lords To-morrow Morning; and that he be transmitted with the Cause.

Leave of Absence.

Resolved, upon the Question, That Sir Geo. Wentworth shall have Leave to go into the Country; and shall have Liberty to stay Five Weeks from the Time of his going.

Bedfordshire Militia.

Ordered, That Sir Beauchamp St. Johns, and Sir Oliver Luke, shall be injoined to go into Bedfordshire, to see the Ordinance of the Militia put in Execution in that County.

Leave of Absence.

Resolved, upon the Question, That Sir Robert Hatton shall have Leave to go into the Country; and shall have Liberty to stay a Month.

Sir Tho. Cheeke has Leave to go into the Country; and to stay a Week.

Middlesex Contribution.

A Certificate what Sums of Money have been collected and given in the several Parishes of the County of Middlesex, upon the Act of Contribution for Ireland, and are paid into the Chamber of London, presented from divers Justices of Peace of Middlesex, to whom it was referred.

Persons summoned.

Ordered, That Jo. Pierce, High Constable for Istleworth and Twittenham, who confesseth, he hath received Fifty-one Pounds Fifteen Shillings and Three-pence, upon the Act of Contribution, but pays it not in, be summoned to give an Account hereof to this House.

Middlesex Contribution.

Ordered, That the Committee for Accounts, or any Four of them, do meet this Afternoon, at Two of Clock, in the Star-chamber; and do consider of the Certificate from Middlesex, concerning the Contribution, how it may be fitted for all the Counties of the Kingdom: And are to give an Account hereof To morrow Morning: And Sir Tho. Barrington, Sir Rob. Pye, Sir H. Mildmay, and Sir Gilbert Gerard, are added to this Committee.

Boteler's Bail.

The humble Petition of Sir William Boteler, Prisoner in the Fleete, desiring that he may be at Liberty upon Bail, was this Day read: And it is

Resolved, upon the Question, That Sir Wm. Boteler, be forthwith bailed, upon the Security of Sir Jo. Mounson, and Sir Peter Richaut, the Principal in the Sum of Ten thousand Pounds, the Security, in Five thousand Pounds apiece.

Boteler's Impeachment.

Ordered, That the Impeachment against Sir Wm. Boteler be brought on Monday Morning.

Colchester Contribution.

Ordered, That the Sum of One hundred Pounds, of the Money collected upon the Act of Contribution for Ireland, in the Town of Colchester, shall be employed for the Relief of the poor Irish Protestants, that are in that Town: And the Mayor, in whose Hands Part of the same Monies are remaining, are required to dispose of the same accordingly; And forthwith the Mayor and High Constables are to pay the Residue into the Chamber of the City of London, according to the Act; and to certify the Names of those Persons that did subscribe to this Contribution, and have withdrawn the same; and what Parishes or Officers appointed to do this Service, have refused to make Collections, according to the said Act.

Essex Militia, &c.

Sir Tho. Barrington gave an Account of the Willingness of the whole County of Essex, in their Obedience to the Ordinance of the Militia; and presented the original Petition, presented by the Officers of the Train Bands and Volunteers.

Essex Petition.

The House being informed, That divers Gentlemen of the County of Essex, were at the Door; who desired to present a Petition to this House;

They were called in: And the High Sheriff, in the Name of the rest, presented the Petition: And One of the Gentlemen that accompanied it, declared, That though there were not above Ten thousand Hands to this Petition, yet there were Fourscore and Ten thousand, that were ready to set their Hands unto it if they had had Time.

They withdrew:

And their Petition was read.

And then they were. . . . . . .: And Mr. Speaker, by the Command of the House, told them * * * *.

Ordered, That this Petition from the County of Essex be entered in the Journals of this House, and printed, and published.

Militia.

Sir Peter Wentworth has Leave to go into the Country; and is injoined to see the Militia put in Execution in that County.

Bailing Lovelace.

The humble Petition of Richard Lovelace Esquire, a Prisoner in the Gatehouse, by a former Order of this House, was this Day read: And

It is Ordered, upon the Question, That he be forthwith bailed, upon good Security.

Message to Lords.

Mr. Cromwell is appointed to go to the Lords with this Message; To desire their Lordships to expedite the Ordinance concerning the additional Forces by Sea. He is likewise to know, whether they have received any Answer concerning the Bills for inlarging the Time of Subscriptions; and concerning the Bill for the Assembly of Divines; and likewise Mr. Middleton to be Deputy Lieutenant of the County of Essex.

Raising Horse.

Resolved, upon the Question, That the Horsemen that shall come to the Commissaries to Guildhall, to be inrolled, shall deliver Tickets where they lie, that they may be ready to be trained upon Warning; and that, so soon as Sixty Horses shall be inrolled, Notice shall be given, by the Commissaries to the Lord Admiral, the Earl of Essex, the Earl of Pembroke, the Earl of Holland, and the Lord Viscount Say and Seale, Master of the Court of Wards and Liveries, or some One of them, that, by the Direction of the greater Part of them, Officers may be appointed for the several Troops, to command, train, and exercise them: And that the Commissaries shall begin to sit at the Place appointed in the Propositions, on Monday next.

Ordered, That this Order be sent up to the Lords, to desire their Concurrence herein.

Devon Militia.

Ordered, That the Lords be moved to appoint the. . . of July, for the Putting in Execution the Ordinance concerning the Militia in the County of Devon: And Mr. Cromwell carried up this Message.

Conference.

A Message from the Lords, by Sir Edw. Leech and Dr. Aylett;

The Lords desire a Conference, by Committees of both Houses, presently, in the Painted Chamber, if it may stand with the Conveniency of this House, touching an Answer newly come forth to a Declaration set out by both Houses of Parliament.

Answer returned by the same Messengers; The House has considered their Lordships Message; and will give a present Meeting, as is desired.

Mr. Pym, Mr. Holles, Mr. Grimston, are appointed Reporters of this Conference.

Delinquent.

Mr. Cressy, who was sent for, as a Delinquent, for a Sermon he preached on Sunday last, at the Temple * * *

Conference reported.

Mr. Holles reports from the Conference, That the Occasion of this Conference was a printed Book:

That they found this Book full of Imputations upon both Houses, which they deserved not: They would instance only in One: Which was read.

By this they do find a Disaffection in those Persons about his Majesty, to the Parliament; and therefore, that it concerned us to take care to provide for the Safety of the King and Kingdom: and to that end have nominated Two Lords; and desires this House to appoint a proportionable Number, to go into the City, and to further, by all good Ways and Means, the Subscriptions there, for the Raising of Horse; and to give an Account to both Houses, how the Business goes forward: And, for the Answering of this Declaration of his Majesty's Desire, that there might be a Committee appointed, of both Houses, to take this Declaration into their Consideration: And, when the Answer shall be framed, and agreed unto, by both Houses, that Care be taken they shall be dispersed in the several Parts of the Kingdom.

Answer from Lords.

Mr. Cromwell reports, That the Lords will expedite the Ordinance concerning the additional Forces by Sea: Do agree to Mr. Middleton to be Deputy Lieutenant for the County of Middlesex: They will send for an Answer touching the Bills of Subscriptions and the Assembly: And do agree to appoint the First of July for the Militia to be put in Execution, in the County of Devon.

City Subscriptions, &c.

Sir Jo. Evelyn, Sir Edw. Hungerford, Sir Tho. Barrington, Mr. Perepointe;

This Committee is appointed to join with a proportionable Number of the Lords, to go into the City, to advance the Subscriptions; and to take an Account what is done upon them; and to appoint the Melting of the Plate; likewise what Quantity of it shall be presently coined for this Service.

Answer to Declaration.

Mr. Fynes, Mr. Glyn, Mr. Pym, Mr. Hollis, Sir Hen. Vane, Mr. Perepointe, Mr. Strode, Sir Tho. Widdrington;

This Committee is appointed to meet with a proportionable Number of the Lords, to make an Answer to this Declaration: And the Lords are to be acquainted, That this House has appointed a Committee to consider of the Dispersing of the Declarations and Orders of both Houses.

Commissions of Array.

A Message from the Lords, by Sir Edw. Leeche, and Dr. Ailcffe;

That the Lords have appointed a Committee of Five of their Lordships, to meet with a proportionable Number of this House, to consider of some Way of preventing the Commissions of Array to go forth into all Parts of the Kingdom, especially into Leicestershire, where the Lords have had * * * *.

Mr. Glyn, Mr. Solicitor, Serjeant Welde, Mr. White, Mr. Reinolds, Mr. Selden, Sir Sym. D'Ewes, Mr. Perepointe, Mr. Browne, Sir Jo. Northcott;

This Committee is to meet with a proportionable Number of the Lords, this Afternoon, at Three a Clock, to consider of the Preventing the Going forth the Commissions of Array into the several Parts of the Kingdom, especially into Leicestershire.

Answer returned by the same Committee; That this House hath appointed a Committee as is desired.

Irish Commissioners.

Sir Rob. Harley is appointed to go to the Lords, to desire, that no Business may put off the Sitting of the Commissioners for Irish Affairs this Afternoon.

Not to publish Proclamations.

Sir Tho. Barrington, Mr. Grimston, Mr. Smith, Mr. Nicholas, Mr. Perd, are appointed to prepare the Draught of an Order to pass both Houses, requiring the Sheriff of Essex not to publish the Proclamations, or other Declaration, against the Ordinance for the Militia.

Universities.

Ordered, That the Burgesses that serve for the Two Universities, do take care to send to the several Universities, such Declarations of both Houses, as are ordered to be published in the several Parts of the Kingdom; to the end that they may be read in a publick Manner, in the several Colleges and Halls of each University; and that a Certificate be made to this House, by the Governors of the several Colleges and Halls, of the Reading of the same.

Inrolling Horse.

Sir Jo. Evelyn reports, The Lords do agree in the Order he carried up to the Lords, Concerning the In-rolling of the Horse, at Guildhall, &c.

Tonage and Poundage.

Ordered, That the Sub-committee for the Bill of Tonage aad Poundage do meet this Afternoon, at Two of the Clock, in the Court of Wards.

Person to be called in.

Ordered, That Mr. Cressey, now in the Serjeant's Custody, shall be called in To-morrow Morning.

List of Officers.

The List of the Officers not before listed, and of the Reformado Officers, now brought from the Committee of Adventurers of London, was this Day read, and approved of.

Resolved, upon the Question, That the Reformado Officers shall have no Horse allowed them.

Ordered, That it be referred to the Committee for Adventurers of London, to consider of the Reformado Officers that are listed; whether any of them have served as Horsemen; and to present the Names of such as they think fit to be entertained for home Employment.

Resolved, upon the Question, That the Officers Pay shall begin upon Tuesday next; and then receive a Month's Advance.

Stopping Forces, &c. going to Yorke.

Mr. Pym, Mr. Holles, Mr. Cromwell, Mr. Pierrepointe, Mr. Fienis, Sir Ro. Coke, Sir Sam. Rolle, Mr. Peard, Sir Gilbert Gerrard, Sir Tho. Barrington, Sir Jo. Francklyn, Mr. Whittacre, Sir H. Heyman, Sir Robert Harley, Mr. Solicitor, Sir Wm. Waller;

This Committee, or any Three of them, has Power to receive Informations of all such Forces, Ammunition, Monies, or other warlike Provisions, that are going to Yorke; and to take Care and Order for the present Stay and Stopping of them; and shall give an Account to the House of their Proceedings herein, every Day: And are to meet when and where they please, and have Power to send for Parties, Witnesses, &c.

Information concerning Austria.

Ordered, That the Information given by the French Ambassador, concerning Propositions made to the House of Austria, shall be taken into Consideration To-morrow Morning.

Magazine from Hull.

A Message from the Lords, by Sir Ro. Riche, and Dr. Aylett;

The Lords desire, that the Committee appointed to go into London, to advance the Propositions, may likewise consider of some safe Place to put the Magazine in, that came from Hull.

Ordered, That the Committee shall have that Power to consider of some Place for the Magazine to be kept in, that came from Hull.

Coining of Plate.

Mr. Cromwell brings Answer, That the Lords do agree to the Melting and Coining of Plate.

Answer returned by the same Messengers; That the Committee shall have Power to consider of some Place for the Magazine to be kept in, as is desired.

Deputy Lieutenant.

Resolved, &c. That Mr. Tho. Boughton shall be recommended by this House, to be a Deputy Lieutenant for the County of Warwicke.

Mr. Bosevile is to carry it up.

Loan from the City.

Ordered, That Alderman Soames do require those of the Chamber of London, to certify this House, what Monies are come in of the Hundred thousand Pounds promised to be lent by the City.

Arrundell Election.

Resolved, upon the Question, That the First Part of the Order, Yesterday made, concerning the Election of Arrundell, as to the Sitting of the Committee to which That was referred, shall be reversed : And that That Election shall take its Turn at the Committee where it is depending.

Merchant Strangers.

Ordered, That Mr. Pym do return the Subscriptions of those Merchants Strangers that do lend Monies, into the Chamber of London.

Thanks to Essex.

Ordered, That Mr. Speaker do put in Writing the Thanks this Day expressed by him to the County of Essex.

Dispersing Declarations, &c.

Ordered, That the Knights and Burgesses respectively do repair to the Chamber by the Committee-chamber, and there demand the Declarations, Orders, and Votes, ordered to be dispersed through the Counties, Cities, and Boroughs; where there is a Servant, appointed by the Committee, that waits, to deliver them in such Numbers as are designed by the Committee, for every County.
