PRAYERS.

Hull Magazine, &c.

A LETTER from Hull, of the Sixteenth of May, desiring the Stay of a Committee at Hull; and likewise a Letter from the Committee, of the same Date.

Mr. Hampden, Mr. Pym, Mr. Marten, Sir Gilbert Gerard, Sir Sam. Rolle, Sir Peter Wentworth, Sir Wm. Waller, Serjeant Wilde;

This Committee is presently to withdraw; and to conceive an Order to warrant and encourage the Captains and Masters of the Ships to bring away the Magazine from Hull; and to provide for their Indemnity; and to consider what Answer is fit to be given to these Letters; and to present to this House any thing else that they shall think fit for this Service.

Scandalous Words against Parliament.

The House was informed .. scandalous Words spoken against the honourable Houses of Parliament by Christopher Smyth, pretended Vicar of St. James, Deeping, in the County of Lincolne, viz. That the said Smyth, upon the Twenty-seventh of March last past, did openly, in the Pulpit, before the whole Congregation, affirm, That it was Treason for any to obey any Order from the Parliament, without the King's Hand and Seal thereunto.

Witnesses, Tho. Measure, Wm. Curtis

The said Tho. Measure and Wm. Curtis did, at the Bar, affirm the said Words.

Resolved, upon the Question, That Christ. Smyth, Vicar of St. James, Deeping, in the County of Lincolne, be forthwith sent for, as a Delinquent, by the Serjeant at Arms attending on this House, for very scandalous Words spoken by him against the Parliament.

Recusants Arrears.

Ordered, That the Copy of his Majesty's Warrant to the High Sheriff of Lancashire, concerning the Gathering and Collecting of the Recusants Arrears in the North, upon the Patents granted unto Sir Geo. Wentworth, be referred to the Committee for Recusants Arrears: And that Mr. Morley be added to that Committee.

Impeachment of Mr. Recorder.

The ingrossed Articles against Mr. Recorder were this Day read; and, upon the Question, assented unto; and ordered, that a Conference be desired with the Lords; and the Articles of Impeachment delivered at that Conference: And Mr. Peard and Mr. Pury are appointed Managers of this Conference.

Providing Money.

Ordered, That the House be resolved into a Committee, to consider of some Way of Providing of present Monies.

Vaughan's Cause.

Ordered, That, on Monday Morning next, peremptorily, Mr. Peard shall report Mr. Vaughan's Cause.

Soapmakers.

Ordered, That, on Tuesday Morning next, the Bill concerning the Soapmakers of Westminster be reported.

Michinhampton Lecturer.

Upon the humble Petition of the Parishioners of Michinhampton, in the County of Glocester, it is this Day Ordered, That Mr. Antho. Lapthorne, an orthodox Divine, shall be recommended by this House to be Lecturer; and to preach twice every Lord's Day in the Parish Church of Michinhampton; the Petitioners being willing to allow him a convenient Maintenance for the same: And the Parson of the said Parish is required to permit him to preach there without Interruption.

Hull Committee, &c.

Upon Mr. Pym's Report from the Committee appointed to prepare an Answer to the Letters from Hull, Resolved, That Seven Gentlemen, Members of this House, shall be added to the Committee already appointed for Hull and Lincolneshire.

A Letter was presented from the Committee to this House, to be sent to Sir Jo. Hotham, and read; and, upon the Question, assented unto; and ordered to be fair written.

Resolved, &c. That Sir Wm. Strictland, Mr. Allured, Mr. Broxholme, Mr. Peregrin Pelham; Mr, Wharton, Sir Wm. Armyn, Mr. Jo. Hotham, or any Two of them, shall be the Committees appointed to repair to Hull, to be assistant to the Governor and the Committees there upon such Orders and Directions as they shall receive from this House.

Proceedings concerning Hull.

A Message from the Lords, by Sir Edward Leeche and Dr. Ailiffe;

That the Lords had sent unto this House,

1. A Letter from some of the Sea Captains at Hull;

2. A Warrant from his Majesty, to require all Captains of Ships not to remove the Magazine from Hull, without a Warrant under his Hand;

3. An Order of the Lords to preserve these Persons from Indemnity: Wherein they desire the Concurrence of this House.

All which were read:

1. The Letter from Captain Driver, &c. to the Lord Admiral, of the Sixteenth of this Month.

2. The Warrant from his Majesty, 10° Maii.

3. The Order of the Lords.

Answer returned by the same Messengers: That this House will send an Answer by Messengers of their own.

Conference.

The Lord Cramborne to desire a Conference, concerning the Matter of the last Message: and concerning Letters received by this House from Hull; and some other Matters depending thereupon.

Ordnance Officers.

The Officers of the Ordnance attending at the Door, were called in: And, being demanded why the Arms that they were required by an Order from the Commissioners, to send to Chester, were not sent away accordingly; they laid the Fault * * * *.

Ordered, That the Commissioners for Irish Affairs shall inquire and see, whether there hath been any Default or Negligence in the Officers of the Ordnance, concerning the Conveying of the Arms to Chester, according to the Order from the Commissioners, of the Fourth of May: And, if they shall find any, that they shall report it to the House; that they may be punished for their great Neglect in a Service so much important for the Good of the Commonwealth.

The Five Members Suit against Mr. Attorney.

Ordered, That Mr. Geo. Townsend shall be assigned to for the Five Members to be their Attorney, or otherwise employed by them, in prosecuting their Suit against Mr. Attorney, for Reparation for the Injuries done unto them.

Ditto.

Ordered, That a Conference be desired with the Lords To-morrow Morning; and .. That Conference the Lords desired to join with this House in Assigning of Counsel, Attornies, and Solicitors, to the Members accused falsly by Mr. Attorney, to prosecute their Suit against him.

Mr. Serjeant Wilde, Mr. Whittlock, Mr. Pym, Mr. Pierrepointe, and Sir Jo. Evelyn, are appointed Managers of that Conference.

Declaration to Scotland.

Mr. Pym reports the Declaration to be sent to the Council of Scotland: Which being read, the House approved thereof; and ordered, That the Lords be moved to join with this House in that Declaration.

Expences of Scotch Commissioners.

Ordered, That the Committee for Money do take into Consideration the Account concerning the Monies due for the House-rent, and other Provision undertaken for by this House, for the Use of the Scotts Commissioners; and to report the same to this House; and what way Monies may be provided for Payment of the same.

Letter to Ld. Renula.

Mr. Pym reports the Letter to be sent to the Lord Renula, President of Connaght: Which was read; and assented unto.

Conference.

Ordered, Mr. Pym, Mr. Hampden, Serjeant Wilde, and Sir Wm. Lewis, are appointed Managers of the Conference concerning Hull.

Militia.

Ordered, That the Lords be moved to join with this House, That a Committee of both Houses may be appointed to take care how the Ordinance concerning the Militia, in all the Parts of this Kingdom, may be speedily put in Execution; and to give an Account thereof to both Houses of Parliament from time to time: And Sir Wm. Lewis is appointed to go up with this Message To-morrow Morning.

Payment for Shoes, &c.

Ordered, That Sir John Draydon and Mr. Crue do take care, that Two hundred Pounds be paid out of the One thousand Pounds already provided by the County of Northampton, in pursuance of the Act of Four hundred thousand Pounds, to those Persons of the Town of Northampton, who have contracted with this House for the Providing of Shoes and Boots for the Soldiers in Ireland.

A Letter from the Lord Conway, dated 23° April, to the Lord Lieutenant, read.

Loan from Merchant Adventurers.

Ordered, That Mr. Venn and Mr. Vassall do presently go to the Merchant Adventurers, to hasten them in their Answers concerning the Lending of Monies: And, if they have done any thing already, to report the same to this House: And if not, that they meet To-morrow, in regard the Army is ready to disband for want of Money.

Magazine at Hull.

Serjeant Wilde reports the Order to encourage the Captain and Masters of Ships to bring away the Magazine from Hull: Which was read; and assented unto; and ordered to be fair written.

Irish Commissioners.

Ordered, That a Transcript be made every Day of the Orders made in this House concerning the Irish Commissioners.

Navy.

Ordered, That the Committee for the Navy do sit this Afternoon.

Bailing a Prisoner.

WHEREAS by an Order of the Eighth of April last, it was ordered, That the Mayors of Pembrooke and Haverford West, or either of them, shall forthwith discharge Peter Wall, of Waymouth, from his Imprisonment, upon his giving good Security to answer the Offence for which he stands committed, before this House, at such times as he shall be thereunto required: And it is further Ordered, That the Lord Admiral, if he shall so think fit, do take Bail here for the Forth-coming of the said Peter Wall, according to the said Order, in regard his Sureties are here in Town.

Removal of Priests.

Ordered, That the Lord Chief Justice of the King's Bench be desired to issue out a Habeas Corpus, for the Removal of Catterall Sherborne and Mr. Williamson, Priests, remaining at Lancaster Gaol, together with the Causes of their Commitment and Indictment, and the Proceedings against them there.

Irish, &c. at Minhead.

Ordered, That those mere Irish and Papists that are at Minhead, shall be sent over again into Ireland: And in due time this House will consider of the Relief of the distressed Protestants there.

Message from Lords.

A Message from the Lords by J. Foster and Serj. *;

The Lords do agree to the Order and Letter delivered unto them at the last Conference: And that they will send the Lord Willoughby of Parham, so soon as he shall come to the House, to Hull, if Occasion shall *.

Answer to the King's Declaration about Hull.

A Declaration in Answer to his Majesty's Declaration concerning Hull, was this Day presented from the Committee, and read.
