Ordered, That Mr. Hebblethwayte, Mr. Rowse, Mr. Bond, Mr. Whittacre, be added to the Committee for the Five new Bishops.
Billet-money.
Ordered, That the Petition of the several Towns of Eaststretford, Workesopp, Blythe, &c. in the County of Not. and the State of the Accounts of the Billet-money owing unto them, be referred to the Consideration of the Committee for the Poll-money.
Rebellion in Ireland.
Memorandum. This Day the Lord Keeper, Lord Privy Seal, Lord High Chamberlain, Earl Marshall, Lord Admiral, Lord Chamberlain, Earl of Bath, Earl of Dorsett, Earl of Leicester, Earl of Warrick, Earl of Holland, Earl of Berks, Earl of Bristoll, Lord Viscount Say & Seale, Lord Mandevile, Lord Goring, Lord Willmott, all Lords of his Majesty's Most Honourable Privy Council, came into this House; and informed it of certain Intelligences, that were lately come, of a great Treason, and general Rebellion, of the Irish Papists in Ireland; and a Design of cutting off all the Protestants in Ireland; and seizing all the King's Forts there.
The Letters and Examinations, that express the Nature of these Treasons, and the Manner of the Discovery, were all read publickly here, by the Clerk, in the Presence of the Lords of the Council; who had Chairs set them purposely; and, after they had been here a little while, Mr. Speaker desired them to sit, and be covered.

Ordered, That the House be forthwith resolved into a Committee, to take into Consideration the Matter this Day offered, concerning the Rebellion in Ireland; and likewise to provide for the Safety of both Kingdoms.

Sir John Clotworthy is appointed to go to the Lords, to desire a Conference, by a Committee of both Houses, so soon as may stand with their Lordships Occasions, concerning the Troubles now risen in Ireland.
Mr. Whitlock reports from the Grand Committee, the Heads resolved by the Committee to be the Heads of the Conference desired with the Lords:
The Heads were particularly put to the Questions; and assented unto, to be Heads of the Conference; as followeth:
Resolved, upon the Question, That Fifty thousand Pounds shall be forthwith provided.
Resolved, upon the Question, That a Conference be desired with the Lords, to move them, that a select Committee of the Members of both Houses, may be appointed to go to the City of London, and make a Declaration unto them of the State of the Business in Ireland; and to acquaint them, that the Lending of Monies at this time will be an acceptable Service to the Commonwealth: And that they propose unto them the Loan of Fifty thousand Pounds; and to assure them, that they shall be secured, both for the Principal and Interest, by Act of Parliament.
Resolved, upon the Question, That another Head of this Conference shall be, to desire the Lords, that a select Committee may be named, of both Houses, to consider of the Affairs of Ireland; and of the Raising and Sending of Men and Ammunition from hence into Ireland; and of the Repairing of the Lord Lieutenant of Ireland thither; and of a Declaration of both Houses of Parliament, to be sent into Ireland: And that this Committee may have Power to open such Pacquets as come out of Ireland, or go from hence thither.
Resolved, upon the Question, That Owen Connelles, who discovered this great Treason in Ireland, shall have Five hundred Pounds presently paid him, and Two hundred Pounds per Annum Pension, until Provision be made of Inheritance of a greater Value; and to be recommended to the Lord Lieutenant General of Ireland, for some Preferment there.
Resolved, upon the Question, To desire the Lords, that a Committee of their House may be nominated, to take the further Examination of Owen Connelles, upon Oath, upon such Interrogatories as shall be offered unto them by a Committee of this House, and in the Presence of that Committee.
Isle of Weight.
Resolved, upon the Question, That the Custody of the Isle of Weight, for the present, may be sequestred into another Hand.
English Papists.
Resolved, upon the Question, That the Persons of Papists of Quality, in the several Counties of this Kingdom, where they reside, may be secured: And that such English Papists as have, within One Year last past, removed themselves into Ireland, except the Lord of St. Albons, and such other Persons as have an ancient Estate and Habitation there, may, by Proclamation, be commanded to return hither, within One Month after the Proclamation there published; or else some Course be taken, by Act of Parliament, for Confiscation of their Estates.

Mr. Whittlock, Mr. Pimme, Sir John Clotworthy, Mr. Hollis, are appointed Managers of this Conference.
Sir John Clotworthy brings Answer, that their Lordships will give a present Meeting, as is desired.

Ordered, That * Anthill, Master of the Inn called the Bush, at Bagshotts, be summoned forthwith to attend this House; and that he bring with him the Party that this House is informed of travels between the West Parts and London, as a private Post, if he be now in the Town; or otherwise, that he leave Order, from this House, with the Constable of that Town, that he make Stay of him; and seize his Pacquets; and give the House speedy Notice thereof; and expect the farther Order of this House herein.
Capucins, &c.
Resolved, upon the Question, That a Conference shall be desired with the Lords, To-morrow Morning, concerning the Dissolving of the House of the Capucins; and the speedy Sending of them away, according to the former Desires of this House.
Resolved, That another Head shall be, to desire, that the Ambassadors may be sent to, from both Houses, to deliver up such Priests, of the King's Subjects, as are in their Houses.
Queen's Priests, &c.
Resolved, That another Head shall be, to desire, that a List may be brought in of the Queen's Priests, and other her Servants: and that a List may likewise be brought in of the Prince's Servants; and of all such as are about the rest of the King's Children.
Proclamation concerning Strangers.
Resolved, upon the Question; That another Head shall be, to desire, that a Proclamation may issue forth, commanding, that all Strangers, that are not of the Protestant Religion, do deliver in Tickets of their Names, and an Account of their Stay here, within Two Days after the Issuing forth of the Proclamation, or else depart the Kingdom forthwith; and likewise requiring, that all Innkeepers, and others, that entertain Lodgers, do give in Tickets of the Names of all such as lodge in their Houses, within Two Days, likewise, after the Issuing forth of the said Proclamation: and that these Tickets be given, by those in the City, to the Lord Mayor and Aldermen of the several Wards respectively; and by those of Midd. and Surrey, and the other Places within Ten Miles, to the Justices next adjoining to the Place of their Residence: And this Order to extend to the City of London, and Ten Miles about.

Resolved, upon the Question, That if Monsieur Monsigott shall not appear here To-morrow Morning by Ten of Clock, upon the former Summons, that then he shall be forthwith sent for, as a Delinquent.
Persons going to Ireland.
Ordered, That no Person whatsoever, except such as are known to go by way of Merchandize, shall be admitted to go over into Ireland, without Certificate from the Committee of both Houses appointed to consider of the Affairs of Ireland; or of the Lord Lieutenant General of Ireland: And the Customers, and other his Majesty's Officers, of the several Ports, are required to suffer none to pass without such Certificate.

The Lords desire a Conference, by a Committee of both Houses presently, in the Painted Chamber, if it may stand with the Conveniency of this House, concerning the Matter of the last Conference.
Answer returned, by the same Messengers; that this House has taken their Lordships Message into Consideration; and will give a present Meeting, as is desired.
Mr. Hollis, Mr. Pym, Sir Tho. Barrington, Sir John Clotworthy, Mr. Perpoint, Sir Hugh Chomley, Mr. Whitlock, are appointed Reporters of this Conference.
