PRAYERS

The Protestation.

N R . Michael Noble, Serjeant Creswell, Sir Jo. Holland, Sir Wm. Ogle, Sir Charles Grosse, Sir George Stonchouse, Mr. Robert Hunt, made the Protestation.

Floor of Westminster hall.

Mr. Serjeant is, from this House, to give Order to the Warden of the Fleet, that the Holes in the Floor of Westminster-hall be all stopt.

Searching Rooms, &c. of the House.

Mr. Wheeler, Sir Arthur Ingram, Mr. Bell, Mr. Glynn, Mr. Tomkins;

These Gentlemen are to take care, and search the Houses, Rooms, and Places, about the Parliamenthouse, to prevent the Designs and Danger that may happen by Persons ill-affected.

Lambeth House.

Sir John Evelyn and Mr. Broxam are presently to go over to Lambeth House, to view what Arms are there; and to inform this House.

The Protestation.

Sir John Stowell, Mr. Wm. Basset, Sir James Thynne, Sir John Strangewayes, Mr. Ralph Goodwin, Mr. Thomas Bennet, made the Protestation.

Mass at Ambassadors Houses.

Ordered, That the Lord Mayor of London, Justices of Peace of Midd', Westminster, the Duchy, and those of Surrey, for the Borough of Southwarke, and the Places adjoining, do employ their best Endeavours to prevent, that none of the King's Subjects do frequent the Houses of any of the Ambassadors, Somerset-house, or St. James's, to hear Mass; and that they give an Account of the Execution of this Order to this House, at all such times as they shall be required.

Business to be done.

Ordered, That the House be resolved into a Committee, to take into Consideration the Particulars of the Order, made on Saturday, concerning the Proceeding to such Businesses as the House thinks fit first to proceed in.

Levying Mariners, &c.

1^a & 2da vice lecta est Billa, An Act for the better Raising and Levying of Mariners, Sailors, and others, for the Defence of the Kingdom; upon Question, committed unto the Committee for the Bill for the better Levying of Mariners; with the Addition of Sir Edward Deering, Sir John Strangewayes, Sir Edw. Rodney, Mr. Hayman, Sir Guy Palmes, Mr. Mathewes, Sir Symond D'Ewes, Sir Rich. Buller, Mr. Whitehead, Mr. Martin: And are to meet this Afternoon, at Two post Meridiem, in the Court of Wards: And likewise, the Committee of Twenty-six are to consider of this Bill.

Army.

Mr. Crew reports from the Committee, that was appointed to prepare Heads for a Conference:

That One have Power to command in chief on this Side Trent; and such Power to choose Officers, as the now General hath; and to bring a List of their Names to the King, and both Houses of Parliament.

Gunpowder.

One Head of the Conference shall be, that it may be lawful for any Merchant to bring in Gun-powder, as a Commodity; and likewise for any Man, that is expert in the Art, to make Gun-powder; notwithstanding any Patent or other Matter of Restraint.

Irregularity of Message.

Memorandum, That Mr. Maxwell, coming to the House, with a Message, without his black Rod; and coming in, before he was called in; Exception was taken at both.

Royal Assent to Bill of Attainder.

The Gentleman Usher of the House of Peers came to signify to the House, that his Majesty's Assent to the Bill of Attainder was now to be given, by Commission; and that the Lords did expect Mr. Speaker and the House of Commons to come up.

Commissioners of Subsidies.

Ordered, That the Committee, for preparing Instructions for the Commissioners for the Subsidies, meet this Afternoon at Two, in the usual Place.

Sir Robert Pye is added to this Committee.

Bills sent to Lords.

Mr. Treasurer carried up the Subsidy Bill, and Four other Bills, viz.

An Act concerning the Limitation and Abbreviation of Michaelmas Term.

An Act for the Enabling of the Sale and Leasing of Lands, for the Payment of the Debts of Tho. late Earl of Winchelsey.

An Act to Enable the Marquis of Winchester to grant Estates for Three Lives or Twenty-one Years, &c. of Lands, in the Country of Southampton, &c. reserving the old Rents. And

An Act for Naturalizing of Dorothy Spencer, Daughter of H. Lord Spencer, Baron of Wormleighton.

Loan from the City.

Ordered, That the Citizens and Burgesses that serve for the City of London, shall represent to the Lord Mayor, and the Court of Aldermen, and Commons, what has passed this Day, concerning the Bill of Attainder, and the Bill for Parliament; and to move, that a present Answer may be given, concerning the Sixscore thousand Pounds, promised to be lent, for the great Occasions of the Kingdom.

Lords to sit.

A Message from the Lords, by J. Reeve and J. Foster;

The Lords intend to sit this Afternoon, at Four of Clock; and desire this House would do the like; in regard it may happen, that they may desire a Conference, concerning the great Affairs of the Kingdom.

Newport Parish.

They likewise brought a Bill, intituled, An Act for making the Town and Borough of Newport, in the Isle of Wight and County of Southampton, a distinct Parish from Carisbrooke; and the Chapel thereof a parochial Church.

Mariners.

Ordered, That the Committee for the Mariners meet at One of Clock, in the Court of Wards, notwithstanding that the House sits this Afternoon.

House to /?/.

Ordered, That the House meet at Two of Clock; and be resolved into a Committee, to consider of the great Businesses of the Kingdom, according to an Order made on Saturday last.

The Judges.

Ordered, That the Committee for the Judges meet on Wednesday next at Two, post meridiem, in the Duchychamber.

Archbp. of Canterbury.

Ordered, That the Committee to prepare the Charge against the Lord of Canterbury meet To-morrow, post meridiem, in the Inner Treasury-chamber.

Message from the King.

Mr. Treasurer's Message from the King:

That his Majesty had already given Directions to prepare a Bill, to make my Lord of Salisbury Lord Lieutenant for Dorsettshire (my Lord Cottington having offered to surrender up his Patent): And said, "By this you might see how ready his Majesty was to satisfy all our just Requests; and was resolved to repose himself upon the Affection of his People."

Mr. Treasurer is appointed to return Thanks to his Majesty.

Leave to visit Earl of Strafford.

SIR George Wentworth has Leave to go and visit the Earl of Strafford, Prisoner in the Tower, notwithstanding any former Order of Restraint.

Treaty with Scotland.

A Message from the Lords, by J. Reeve and J. Heath.

The Lords desire a Conference, by a Committee of both Houses, touching the Treaty between the Two Kingdoms, presently, in the Painted Chamber, if it may stand with the Occasions of this House.

Answer returned by the same Messengers;

This House has considered of their Lordships Message; and will give a present Meeting, by a Committee of the whole House, as is desired.

Mr. Treasurer, Mr. Hollis, Mr. Glyn, Mr. Hide, Mr. Vaughan, Mr. Fines, are appointed Reporters of this Conference.

Mariners.

Mr. Serjeant Wilde reports from the Committee the Bill for Mariners, with the Amendments: The which Amendments were twice read; and, upon Question, ordered to be ingrossed.

Loan from the City.

Ordered, That the Lord Mayor shall, this Night, send Six or more of his Young-men, with Copies of this Order, to the particular Men that have underwritten to advance or lend Sixscore thousand Pounds, for Supply of the great Necessities of the Kingdom; desiring them, that they do with all Speed, pay their Monies accordingly, as they have underwritten, into the Chamber of London: And the Lord Mayor, by the Citizens and Burgesses that serve for the City, is to give Account, to this House, To-morrow Morning, of this Business.

Ordered, That the House meet To-morrow at Seven of Clock; and that, first, the Report of the Conference this Day with the Lords be made; and that then, the House to be resolved into a Committee, to consider of the great Businesses of the Kingdom.
