Encouragement of Sheriffs.
A Bill for the better Encouragement of Sheriffs in the Execution of their Office was read the Second time.
Resolved, That the Bill be committed to Mr. Waller, Mr. Hungerford, Sir Rich. Hart, Mr. Jervois, Sir John Guise, Mr. Goldwell, Sir Rich. Onslow, Mr. Pelham, Mr. Arnold, Sir Tho. Roberts, Mr. How, Mr. Stokes, Mr. Bickerstaffe, Mr. Price, Mr. Bromley, Mr. Thornhaugh, Mr. Hawtry, Mr. England, Mr. Cooke, Mr. Freke, Mr. Lutterell, Mr. Willmot, Mr. Slater, Mr. Pollen, Mr. Hutchinson, Sir Edward Hussey, Mr. Blofield, Mr. Nicholas, Mr. Christy, Colonel Perry, Mr. Dyott, Sir John Knight, Lord Conningsby, Sir Edward Windham, Sir Jacob Ashley, Sir Fran. Registering Fishermen for the Navy.
A Petition of the Master, Wardens, and Assistants, of the Company of Fishermen, on the River of Thames, was presented to the House, and read; setting forth, That the Petitioners have been incorporated by Letters Patents ever since the Tenth Year of Car. I.: That there are supposed to be about Ten thousand Men within the Company's Jurisdiction; and Apprentices, yearly taken, proportionably: So that One thousand Men may easily be raisied in one Year, for their Majesties Service at Sea, in case the said Company were enabled by Act of Parliament to compel their Members, in like manner, as the Rulers of the Watermen have over their Members: And praying Leave to bring in a Bill for laying such Punishments on Persons of the said Company, as shall refuse, on Summons, to come into their Majesties Service, as may compel them thereunto.
Ordered, That Leave be given to bring in a Bill, according to the Prayer of the said Petition: And that Mr. Vice-Chamberlain do prepare, and bring in, the same.

Ordered, That Sir Thomas Miller have Leave to go into the Country, for Recovery of his Health.
Building Ships.
Mr. Boscawen presented to the House a Bill for the encouraging the building of good and defensible Ships: And the same was received.
The Bill was read the First time.
Resolved, That the Bill be read a Second time.
Mildmay's Estate.
A Petition of Mary, Elizabeth, Jane, Arabella, Lucy, and Ann Mildmay, Daughters and Coheirs of Robert Mildmay Esquire, deceased, was presented to the House, and read; setting forth, That their said Father did, in his Life-time, contract several Debts upon Mortgage, and otherwise, whereunto his Estate is liable; which Estate is now, by the Death of Parties, vested in the Petitioners, who are all Infants, except Mary, who has been arrested for her Father's said Debts since she came at Age: That, what with Taxes, Interest, and other Incident Charges, there is very little remaining to maintain the Petitioners, who can never sell the Estate to any Advantage, till they shall all come at Age, without the Aid of an Act of Parliament: And praying Leave to bring in a Bill to vest their said Estate in Trustees, to be sold for Satisfaction of Mortgages and Debts thereupon, and preserving the Overplus for their Benefit.
Ordered, That Leave be given to bring in a Bill, according to the Prayer of the said Petition: And that Mr. Harley do prepare, and bring in, the same.
London Orphans Fund.
Resolved, That this House will, upon Monday Morning next, at Ten a Clock, resolve itself into a Committee of whole House, to consider of the Petition of the Lord Mayor, Aldermen, and Common-Council, of the City of London, relating to the Orphans of the said City.
Importing Saltpetre.
Resolved, That this House will, upon Wednesday Morning next, at Ten a Clock, resolve itself into a Committee of the whole House, to consider of the Bill for the Importation of Saltpetre.
Conference with Lords.
Resolved, That Sir Chr. Musgrave, Sir Cha. Sidley, Colonel Goldwell, Mr. Roberts, Colonel Granville, Mr. Dolben, Mr. Foley, Mr. Solicitor-General, Sir Tho. Clarges, Mr. Mountague, Mr. Clarke, Mr. Bowyer, Mr. Hutchinson, Mr. Palmes, Sir Eliab Harvey, Sir Edward Hussey, Mr. Hopkins, Lord Cornbury, Mr. Hill, Sir Cha. Porter, Mr. Smith, Colonel Titus, Mr. Harley, Sir Wm. Whitlock, Sir Roger Puleston, Sir John Moreton, do manage the Conference Yesterday desired by the Lords.
And they went to the Conference.
And, being returned;
Mr. Mountague reported, That the Managers had attended the Conference: And that it was managed by the Duke of Bolton, who acquainted them, That the Lords having made an humble Address to his Majesty, That he would please to order, that such Proceedings as were lately in Council, or in the Committee of Council, relating to the Admirals, or Sir George Rooke, in the last Summer's Expedition at Sea, might be laid before their Lordships; and his Majesty being pleased to return Answer, That the same were before this House; their Lordships desire, that the said Proceedings may be transmitted to their Lordships.
Resolved, That the Papers laid before this House, by the Command of his Majesty, be re-delivered to Mr. Bridgman, Clerk of the Council.
Resolved, That this House will, upon Wednesday Morning next, at Ten a Clock, enquire further into the Miscarriages of the Fleet the last Summer.
Resolved, That a Conference be desired with the Lords, upon the Subject-Matter of the last Conference.
Ordered, That Mr. Mountague do go to the Lords To-morrow Morning, and desire the said Conference.
Protestants Nat.
Ordered, That the Bill for the Naturalization of all such Protestants as shall take the Oaths to their Majesties, and the Test against Popery, be read the Second time, To-morrow Morning, after Eleven a Clock.
Ways and Means.
The House resolved itself into a Committee of the whole House, to consider further of Ways and Means for raising the Supplies to be granted to their Majesties, for the Maintenance of the Fleet, and the Land-Forces, for the Service of the Year One thousand Six hundred Ninety-four.
Mr. Speaker left the Chair.
Sir Tho. Littleton took the Chair of the Committee.
Mr. Speaker resumed the Chair.
Sir Thomas Littleton reported from the said Committee, That the Committee had proceeded in the Matter to them referred; and directed him to move, That they may have Leave to sit again.
Resolved, That this House will, To-morrow Morning at Eleven a Clock, resolve itself into a Committee of the whole House, to consider further of Ways and Means for raising the Supplies to be granted to their Majesties, for the Maintenance of the Fleet, and the Land-Forces, for the Service of the Year 1694.
Committee to prepare Reasons for Conference.
Ordered, That the Committee appointed to prepare Reasons for a Conference with the Lords, upon the Amendments made to the Bill touching free and impartial Proceedings in Parliament, do sit To-morrow Morning at Nine a Clock, in the Speaker's Chamber.
