Prayers.

Chaplin's Estate.

A PETITION of Susan Chaplin, Widow, on behalf of herself, and Dorothy her Daughter, was presented to the House, and read; setting forth, That, on the Marriage of the Petitioner with Wm. Chaplin, he, in Consideration of a considerable Fortune with her, settled on the Petitioner Part of his Estate, in the Isle of Ely and Cambridgeshire, as a Jointure, the Remainder on the Petitioner's Daughter: But the said William had, before the said Settlement, mortgaged all his Estate for great Sums of Money; and his Creditors have entered on the Premises; and there is now depending, in the Chancery, a Suit, brought by Edw. Pickering Esquire, who is a Mortgagee, to foreclose the Equity of Redemption of the Petitioners; and that, unless the Lands so settled, as aforesaid, be sold at the best Value, and the Debts discharged, the whole Estate will be swallowed up by the Creditors, and no Provision made for the Petitioners: And praying Leave to bring in a Bill for Sale of their Estate, for Payment of Debts.

Ordered, That the Examination and Consideration of the said Petition be referred to a Committee: And that they do report their Opinion therein to the House:

And it is referred to Sir Jos. Tredenham, Mr. Slater, Sir Chr. Greenfeild, Mr. Dyot, Mr. Shackerley, Sir Robert Cotton, Sir John Key, Mr. Tredenham, Sir Cha. Raleigh, Mr. Christy, Sir John Parsons, Mr. Preston; Sir John Knight, Mr. Vincent, Mr. Waller, Mr. Lloyd, Mr. Dryden, Mr. Newport, Mr. Carter, Mr. Freke, Mr. Hedger, Mr.Done, Mr. Fenwick, Mr. Gwyn, Mr. Parsons, Mr. Hawtry; and all the Members that serve for the County of Combridge: And they are to meet this Afternoon at Four of the Clock, in the Speaker's Chamber.

Fees in Law Courts.

Ordered, That the Examination and Consideration of the Tables of Fees of the Auditor of North-Wales and South-Wales (which have been brought into this House) be referred to the Committee, to whom the Examination and Consideration of the Tables of the Fees of the several Courts in Westminster-Hall, Clerks of the Peace for the Counties of Middlesex and Surrey, and Clerk of the Assize of the Home-Circuit, are referred.

Ordered, That the Prothonotaries of North and SouthWales do forthwith present to this House a Table of their respective Fees.

Axe Bridge.

Mr. Sandford, according to Order, presented to the House a Bill for making a Bridge over the River Axe, in the County of Somerset: And the same was received, and read the First time.

Resolved, That the Bill be read a Second time.

Hackney Coaches.

Mr. Brewer presented to the House a Bill for regulating the Number of Hackney Coaches in the Cities of London and Westminster, and Borough of Southwark, and Weekly Bills of Mortality: And the same was received, and read.

But there being an Appropriation of the Money, arising by the Bill, for which there was no Order;

Ordered, That Leave be given to withdraw the said Bill.

And it was withdrawn accordingly.

Ordered, That Leave be given to bring in another Bill, with Blanks: And that Mr. Brewer do prepare, and bring in, the same.

Merchants Insurers Creditors.

Mr. Waller, according to Order, presented to the House a Bill to enable divers Merchants Insurers, that have sustained many Losses by the present War with France, the better to satisfy their several Creditors: And the same was received.

Wigan Writ.

Ordered, That Mr. Speaker do issue his Warrant to the Clerk of the Crown, to make out a new Writ, for electing a Burgess to serve in this present Parliament for the Borough of Wigan in the County of Lancaster, in the room of Sir Richard Standish Baronet, deceased.

Westminster, &c. Paving.

Sir Christopher Greenfeild presented to the House a Bill for the better Paving and Cleansing of the Streets, Lanes, and Alleys, in the Suburbs of the Cities of London and Westminster, and Liberties thereof, and Weekly Bills of Mortality, except the City of London: And the same was received.

Leave of Absence.

Ordered, That Mr. Chaplin have Leave to go into the Country for a Month, upon extraordinary Occasions.

Justices of Peace in Wales.

An ingrossed Bill, for repealing a Clause in the Statute made in the 34 and 35 Years of King Henry the Eighth, by which the Justices of Peace in Wales are limited to Eight in each County, was read the Third time.

Resolved, That the Bill do pass: And that the Title, be, An Act to repeal a Clause made in the 34th and 35th Years of King Henry the Eighth, by which the Justices of Peace in Wales are limited to Eight in each Company.

Ordered, That Mr. Lloyd do carry the Bill to the Lords; and desire their Concurrence thereunto.

Free Proceedings in Parliament.

Ordered, That a Message be sent to the Lords, to put them in mind of the Bill touching free and impartial Proceedings in Parliament.

Ordered, That Mr. Lloyd do carry the said Message.

Malden Election.

A Petition of Richard Hutchinson Esquire was presented to the House, and read; setting forth, That, on the 11th Day of November last, the High-Sheriff of Essex's Precept was delivered to the Bailiffs of the Corporation of Malden, for electing a Member of Parliament to serve in the room of Sir Tho. Darcy, deceased: That the Bailiffs, in favour of Sir Eliab Harvy, the Petitioner's Competitor, delayed the Election till the 7th Instant, making several Persons free, not only since the Death of Sir Tho. Darcy, but since Receipt of the said Precept, on purpose that Sir Eliab might carry the Election; who was unduly returned, in Prejudice to the Petitioner's Right: And praying Relief in the Premises.

Ordered, That the Examination and Consideration of the said Petition be referred to the Committee of Privileges and Elections: And that they do report the Matter thereof, with their Opinion therein, to the House.

London Orphans Fund.

A Petition of William Goodwyn and Henry Goodwyn, and others, was presented to the House, and read; setting forth, That the Petitioners Guardians put their Money into the Chamber of the City of London, as thinking it the securest Place; and were not answerable for the same, if the Fund failed: That the City-Orphans might have kept their Money out, if their Guardians or Trustees would have given Security against Embezzlement: That the House having considered the Condition of the oppressed Orphans, and also thought fit the last Session to include the Petitioners, they pray to be equally relieved with the City-Orphans.

Ordered, That the Examination and Consideration of the said Petition be referred to the Committee of the whole House, to whom the Consideration of the Petition of the Lord Mayor, Aldermen, and Common-Council of the City of London, relating to the Orphans, is referred.

Tryals for Treason.

A Bill for regulating of Tryals in Cases of High Treason, and Misprision of Treason, was read the Second time.

Resolved, That the Bill be committed to a Committee of the whole House.

Resolved, That this House will, upon Saturday Morning next, at Ten a Clock, resolve itself into a Committee of the whole House, to consider of the said Bill.

Frequent Parliaments.

An ingrossed Bill, from the Lords, intituled, An Act for the frequent Calling and Meeting of Parliaments, was read the Second time.

Resolved, That the Bill be committed to a Committee of the whole House.

Resolved, That this House will, upon Monday Morning next, at Ten a Clock, resolve itself into a Committee of the whole House, to consider of the said Bill.

Ways and Means.

The House, according to the Order of the Day, resolved itself into a Committee of the whole House, to consider further of Ways and Means for raising the Supply to be granted to their Majesties, for the Maintenance of the Fleet.

Mr. Speaker resumed the Chair.

Sir Thomas Littleton reported from the said Committee, That they had made some Progress in the Matter to them referred; and had directed him to move the House, that they may have Leave to sit again.

Resolved, That this House will, upon Friday Morning next, at Ten a Clock, resolve itself into a Committee of the whole House, to consider further of Ways and Means for raising the Supply to be granted to their Majesties, for the Maintenance of the Fleet.
