Registry of Deeds, &c.
MR. Clarke, according to Order, presented to the House a Bill for registring Memorials of Deeds, Conveyances, and Wills: And the same was received, and read the First time.
Resolved, That the Bill be read a Second time upon Tuesday Morning next, at Eleven a Clock.
Supply.
The House, according to the Order of the Day, resolved itself into a Committee of the whole House, to consider of the Motion made on Monday last, That a Supply be granted to their Majesties, for the carrying on the War against France with Vigour.
Mr. Speaker left the Chair.
Sir Thomas Littleton took the Chair of the Committee.
Mr. Speaker resumed the Chair.
Sir Thomas Littleton reported from the said Committee, That they had considered the Matter to them referred; and had come to a Resolution; which they had directed him to report to the House, and which, upon the Question, he read in his Place; and afterwards delivered in at the Clerk's Table: Where the same was read; and is as followeth; viz.
Resolved, That it is the Opinion of this Committee, That a Supply be granted to their Majesties, for the carrying on the War against France with Vigour.
The said Resolution being read a Second time;
Resolved, Nemine Contradicente, That the House doth agree with the Committee in the said Resolution, That a Supply be granted to their Majesties, for the carrying on the War against France with Vigour.
Monies paid to the Fleet, &c.
Mr. Foley, in Obedience to the Order Yesterday, presented to the House, from the Commissioners for taking and stating the Publick Accounts, an Account of Monies paid to the Fleet, to the Army, to the Allies, and for Forge: and delivered the same in at the Clerk's Table: Where the same was read; and is as followeth; viz.
A STATE of the Grants; Winter-Sessions 169¾; and of the Issues thereof, to the 16th of November 1694.
Note, Mr. Russel, besides the above, has received since Michaelmas, on Loans, on Excise and Customs, 40,630£. and 12,900£. out of the ⅓ of the 9 Pences.
Note, The Earl of Ranelagh, besides the above, received before Michaelmas 30,000£. out of the 9 d. Excise, for 99 Years.
The State of the Navy-Account, comparing what was voted with what hath been issued thereof to Michaelmas 1694; and what then remained due thereon.
Besides 12,900l. out of the ⅓ Excise.
And 12,780l. paid the Victuallers out of this Year's Funds, before Michaelmas 1694.
And 40,000l. paid Mr. Russel, after Michaelmas 94, out of Loans on Hereditary and Temporary Excise.
The Exact Distribution of which Sums is not yet come in to the Commissioners.
Memorandum: The Money issued for Wear and Tear hath paid 82,000l. for the Service of the Ordinary; which has much streightened the Navy in buying Stores.
Though the General Officers have had 14,751l. 8s. 11d. That cleared them only to the 31st of December 1693, inclusive: So all due to them for the Year 1694, is in Arrear, unless satisfied out of what have been issued since Michaelmas.
Memorandum: The 91,517l. 14s. 5d. was issued to Mr. Fox and Lond Coningsby, who pay for Transports, and have issued the same on that Account, and towards satisfying the Irish Arrears; except 3,300l. they issued for Levy-Money, for Regiments raised here for the Service of Ireland, and must be repaid out of the Revenue of that Kingdom: And 9,988l. 0s. 9¾d. for Subsistence of the Regiments that came this Year from Ireland, and are placed on the English Establishment; 280l. for Pensions; and 300l. for Recruits for Colonel Winn's Dragoons.
In the Directions from the Treasury for the Distribution of the Money issued to Michaelmas 1694, are these Particulars:
What of this Kind hath been directed, as to the Money issued since Michaelmas, it cannot be stated, those Directions not being all come in: Nor what of the general Money issued hath been paid to other Allies; viz.
To the Dukes of Hanover, Saxony, Hesse, Brandenburgh, the Landgrave, Elector of Treves: Or of Forage-Contracts.
Memorandum. The Army is less than was provided for by the Commons; and the Pay of some of the Officers are lessened; which, allowing for all additional Forces, sinks the total Charge about 160,000l.
