Royal Mines.
MR. Shackerley, according to Order, presented to the House a Bill to prevent Disputes and Controversies concerning Royal Mines: And the same was received.
The Bill was read the First time.
Resolved, That the Bill be read a Second time.
Axe Bridge.
Mr. Sandford reported from the Committee, to whom the Consideration of the Petition of the several subscribing Owners and Inhabitants of the low and level Lands, near the River Secerne, for Leave to bring in a Bill for the making a Bridge over the River Axe, in the County of Somerset, was referred, That the Committee had considered the Matter of the said Petition, and conceived the same to be a publick Good; and had directed him to move the House, for Leave to bring in a Bill, according to the Prayer of the said Petition.
Ordered, That Leave be given to bring in a Bill, according to the said Petition: And that Colonel Berkley and Mr. Sandford do prepare, and bring in, the same.
Holborn, &c. court of Conscience.
Ordered, That Leave be given to bring in a Bill for erecting a Court of Conscience in Holborne and Finsbury Divisions, in the County of Middlesex: And that Mr. Hawtry and Colonel Perry do prepare, and bring in, the same.
Contumacy of a Withness towards Commissioners of Accounts.
Sir Thomas Clarges, from the Commissioners for taking the publick Accounts, acquainted the House, That one Mr. Francis Rainsford, Receiver of the Droits and Perquisites of the Admiralty, had been summoned before them, to give an Account, whether he had paid any of the said Monies to Members of Parliament; and had refused to give an Account thereof upon Oath.
Ordered, That the said Mr. Rainsford be summoned to attend this House immediately.
Money given for Naval Services.
Mr. Foley, from the Commissioners for taking the public Accounts, presented to the House a Reply of the said Commissioners, to the Objections, made by the Lords Commissioners of the Treasury, to the State of Supplies to the Navy, delivered in to this House.
And the same was read.
Ordered, That the said State, and Objections, and Reply, be taken into Consideration upon Friday Morning next.
Ordered, That the Lords Commissioners of the Treasury have a Copy of the said Reply.
Free Proceedings in Parliament.
An ingrossed Bill, touching free and impartial Proceedings in Parliament, was read the Third time.
Resolved, That the Bill do pass: And that the Title be, An Act touching free and impartial Proceedings in Parliament.
Ordered, That Colonel Granville do carry the Bill to the Lords, and desire their Concurrence thereunto.

Resolved, That Sir Wilf. Lawson, John Mitchell Esquire, Sir Mark Milbanck, Roger Kerby Esquire, Sir Francis Warr, and Hen. Chivers Esquire, be sent for in Custody of the Serjeant at Arms attending this House, for absenting themselves from their Service in Parliament.
Resolved, That Walter Kendall Esquire, Nicholas Glyn Esquire, Amb. Mannaton Esquire, Hen. Mannaton Esquire, Jonathan Trelawny Esquire, Sir Ralph Carr, Richard Newport Esquire, and Tho. Dore Esquire, be excused their Attendance for a Week only: And that they be again called over upon this Day Sevennight: And that such of them as shall not then attend, be sent for in Custody of the Serjeant at Arms attending this House.
Resolved, That Hugh Fortescue Esquire, and Tho. Windham Esquire, be excused their Attendance for a Fortnight only: And that they be again called over upon this Day Fortnight; and that such of them as shall not then attend, be sent for in Custody of the Serjeant at Arms attending this House.
Ordered, That no Member do presume to leave the Service of this House, without Leave first obtained; and to be moved for between the Hours of Eleven and One a Clock.
