MR. Waller reported from the Committee to whom the Bill for making navigable the River Salwerp, in the County of Worcester, and the Brooks adjoining, was re-committed, That they had considered the Petition of Charles Baldwyn, Esquire, referred to the said Committee; and had made several Amendments to the Bill; which they had directed him to report to the House: And which he read in his Place, with the Coherence: and afterwards delivered in at the Clerk's Table: Where the same were once read throughout; and then a Second time, one by one; and, upon the Question severally put thereupon, agreed unto by the House.
Ordered, That the Bill, with the Amendments, be ingrossed.
A Message from the Lords, by Sir Miles Cook and Sir John Franklyn;

Smith's Estate.
The Lords have agreed to the Amendments made by this House to the Bill, intituled, An Act for the Sale of Lands by Sir Robert Smith, and settling other Lands, of a greater Value, to the same Uses, in lieu thereof:
Hameldon Manors.
And also to the Amendments made by this House to the Bill, intituled, An Act for settling and confirming the Manors and Lands in Hameldon in the County of Rutland, as they are now enjoyed, and have been for divers Years last past, pursuant to an Agreement for Inclosing and Exchanging of Lands there.
Supply Bill; Leasing Duchy of Cornwall.
Also the Lords have agreed to the Bill, intituled, An Act to enable their Majesties to make Grants, Leases, and Copies, of Offices, Lands, and Hereditaments, Parcel of their Duchy of Cornwall, or annexed to the same, and for Confirmation of Leases and Grants already made, with some Amendments: To which Amendments they desire the Concurrence of this House.
And then the Messengers withdrew.
Supply Bill; Poll Tax.
An ingrossed Bill for the Review of the quarterly Poll, was read the Third time.
Resolved, That the Bill do pass: And that the Title be An Act for the Review of the quarterly Poll granted to their Majesties in the last Session of this present Parliament.
Ordered, That Mr. Attorney General do carry the Bill to the Lords; and desire their Concurrence thereunto.

Then the House proceeded to take into Consideration the Amendments made by the Lords to the ingrossed Bill, intituled, An Act to enable their Majesties to make Grants, Leases, and Copies, of Offices, Lands, and Hereditaments, Parcel of their Duchy of Cornwall, or annexed to the same, and for Confirmation of Leases and Grants already made.
And the same were read, and are as followeth;
Press 2. Line 13. after "Courteney," insert "which said Lease is neither confirmed nor avoided by any thing in this Act."
Pr. 5. L. 13. after "grant," insert "where the Fine to their Majesties does exceed Forty Pounds, shall not exceed the Sum of Twenty Pounds; and where the Fine to their Majesties does not exceed the Sum of Forty Pounds."
Line 15. after "for," add "such."
Line 20. after "paid," insert "as aforesaid; and."
The First of the said Amendments being read a Second time; the same was, upon the Question put thereupon, agreed unto by the House.
The Second Amendment being read a Second time;
And the Question being put, That the House do agree with the Lords in the said Amendment;
It passed in the Negative.
Resolved, That a Committee be appointed to prepare Reasons to be offered, at a Conference with the Lords, for disagreeing to the said Amendment.
And it is referred unto Mr. Boscawen, Sir Edward Seymour, Sir Chr. Musgrave, Mr. H. Boyle, Sir Tho. Clarges, Mr. Mountague, Mr. Attorney General, Mr. Waller, Mr. Travers, Mr. Goldwell, Lord Wm. Pawlet, Mr. Vice Chamberlain, Mr. Lutterell, Mr. Chancellor of Exchequer, Mr. P. Foley, Colonel Titus, Mr. Gwyn, Mr. Palmes, to prepare the said Reasons: And they are to meet To-morrow Morning at Eight a Clock, in the Speaker's Chamber.
And the Third and Fourth Amendments being severally read a Second time; the same were, upon the Question severally put thereupon, agreed unto by the House.
Indemnity for acting in Defence of the Kingdom.
Resolved, That this House will, To-morrow Morning at Eleven a Clock, resolve itself into a Committee of the whole House, to consider of the ingrossed Bill from the Lords, intituled, An Act for preventing Suits against such as acted for their Majesties Service in Defence of the Kingdom.
Repairs of united Churches.
Ordered, That Mr. Goldwell, Mr. Boscowen, Mr. Bickerstaffe, Mr. Biddulph, Mr. Freeman, Mr. Perry, Sir Wm. Stephens, Sir Jo. Jennings, Lord Bellamont, Mr. Stokes, Sir Fr. Massam, Major Vincent, be added to the Committee to whom the ingrossed Bill from the Lords, intituled, An Act to make Parishioners of the Church united Contributors to the Repairs and Ornaments of the Church to whom the Union is made, is committed.
Precedents of Members absent beyond the Seas.
Mr. Palmes reported from the Committee appointed to search Precedents, what the House hath done in Cases where any of their Members have been employed, in foreign Service beyond the Seas, or where any Members have been otherwise absent from the Service of the House, the Precedents by them found: The which he read in his Place; and afterwards delivered in at the Clerk's Table: Where the same were read; and are as followeth; viz.

Mr. Speaker produceth a Note sent unto him (as he said) by Commandment from the Lord Chancellor, containing the Names of certain Members of this House disposed and employed by his Majesty sithence the last Session, in special Services; with Direction to know the Pleasure of the House, whether the same Members were to be continued, or their Places supplied with others; viz.
Bedford Villa, Sir Humphry Wynch, Lord Chief Baron of Ireland,
St. Jermyn Cornub. Sir George Carew, Ambassador in France.
Sir Thomas Edmunds, Ambassador with the Archduke.
Norfolk Mil. Sir Cha. Cornwallis, Ambassador in Spaine.
Sir Oliver St. John, Master of the Ordnance in Ireland.

Saturni, 22° die Novembris, 1606.
Sir George Moore reporteth the several Cases committed to the Committee.
New Members to be chosen in the place of Sir Humphry Wynch, Sir Oliver St. John, and Sir Thomas Ridgway.
They considered, according to the Instructions given them, namely, of Sir Tho. Ridgway, Treasurer, Sir Humph. Wynch, Lord Chief Baron, and Sir Oliver St. John, Master of the Ordnance, in Ireland, whose Cases they conceived differed from the Case of Ambassadors; for that (as they thought) their Patents were for Life, and therefore new to be chosen in their Places: The late Precedent of Sir James Lee, advanced to the Place of Lord Chief Justice in Ireland, remembered; in whose place Mr. Alexa. Chock was chosen for the Town of Westbury in Wilts.
Several Questions were made of every particular Case; And
It was Resolved, That Warrants should be granted by Mr. Speaker, for the Choice of New Members in the place of Sir Tho. Ridgway, Sir Hump. Winch, and Sir Oliver St. John, according to the Opinion of the Committee, and according to a former Precedent in the Case of Sir James Lee.
Ordered, That Warrants should issue for new Writs to elect for Places void, as in place of Sir Tho. Ridgway for the County of Devon, in this Form; viz.
Whereas Sir Tho. Ridgway, Knight, now Treasurer at War in his Majesty's Realm of Ireland, was, at the First Session of this Parliament, elected and returned into the Commons House of Parliament, one of the Knights of the Shire for the County of Devon; and being sithence, by his Majesty's Favour, advanced to the Place of Treasurer; it was this Day moved in the said House, Whether his Place of Knight of the Shire were void: Which, upon the Question, was over-ruled; and Ordered, That a new Writ should issue for the Choice of another Knight, in the room and place of the said Sir Thomas; for which this shall be your Warrant.

And so for the rest, in the like Form.
And the House taking into Consideration, That Mr. Culliford, a Member of this House, having been accused for several Misdemeanors, had been ordered to attend in his Place; and having neglected the same;
A Member suspended from Privilege.
Resolved, That Mr. Culliford be suspended from the Benefit of the Privilege of this House, until he shall attend in this Place.
Resolved, That the farther Consideration of the said Report be referred to the Committee of Privileges and Elections: And that they do report their Opinion thereupon to the House.
Supply Bill; charging Joint Stocks, &c.
Mr. Attorney General, according to the Order of the Day, reported from the Committee of the whole House, the Amendments made to the Bill for laying several Impositions upon the East India Company's Stock, and other Stocks, and for continuing certain Impositions upon several Goods and Merchandize: The which he read in his Place, with the Coherence; and afterwards delivered in at the Clerk's Table: Where the same were once read throughout; and then a Second time, one by one; and, upon the Question severally put thereupon, agreed unto by the House.
Ordered, That the Bill, with the Amendments, be ingrossed.
Indemnity for acting in Defence of the Kingdom.
Resolved, That this House will, To-morrow, after the Committee of the whole House hath sat to consider of the ingrossed Bill from the Lords, intituled, An Act for preventing Suits against such as acted for their Majesties Service in the Defence of the Kingdom, resolve itself into a Committee of the whole House, to consider farther of the Bill for satisfying the Debts due to the Orphans of the City of London.
