A LIST of Pensions payable out of particular Branches of their Majesties Revenue, or at the Receipt of the Exchequer; viz.

An Accompt of what hath been raised and borrowed upon the Poll Bill; with a State of the Revenue; and what Loans, Debts, and Pensions, by whom made, and to whom owing, were, upon the Twentyfifth Nov. 1692, charged thereupon; viz.

1st. The Sums of Money, which, on or before the said Twenty-fifth Day of November 1692, have been lent to their Majesties upon the borrowing Clauses in the Act of Parliament lately made for a Quarterly Poll for One Year, do amount, in the Whole, to Five hundred fifty-five thousand Four hundred and Fifty-one Pounds Five Shillings and Four-pence in principal Monies; for which Interest is to be paid after the Rate of Seven Pounds per Cent. per Annum; and the Loans of the said Sums were made by, or in the Names of, the several Persons named in the List thereof, herewith presented: And the said Sums of Money are severally due and owing to the said Persons, or to their Assigns, according to the said List, Number I.

Loans on Poll Tax, and State of Revenue.

The Monies, which have arisen by the said Quarterly Poll, and been paid into the Receipt of Exchequer, until the said Twenty-fifth of November 1692, have amounted for the First Quarter, to One hundred and thirty-seven thousand and Nine Pounds Five Shillings and Ten-pence Half-peny; for the Second Quarter, to One hundred and thirty-four thousand Six hundred and Nineteen Pounds Six Shillings and Two-pence Half-peny; and, for the Third Quarter, to Forty-six thousand and Seventy-one Pounds Eleven Shillings and Eleven-pence; in all, to Three hundred and seventeen thousand Seven hundred Pounds Six Shillings and Two-pence Halfpeny: From whence it is doubted, that the net Produce of the Four Quarters of the said Poll (over and above the Charges of Collection, and illeviable Supers) will not exceed Five hundred and fifty thousand Pounds at the most; the Difference between which Sum and One Million Three hundred and forty one thousand Seven hundred Pounds, mentioned in the said Act for the said Poll, is Seven hundred and ninetyone thousand Seven hundred Pounds; which the said Quarterly Poll will, in all likelihood, be deficient of what was intended thereby.

2. As to the Loans or Debts upon the Revenue, it is represented,

1. That, at several times after the Eleventh Day of March 1691, and upon or before the said Twenty-fifth Day of November 1692, there were lent to their Majesties, on the Credit of the ¾th Parts of the Customs (for which a distinct Register is kept in the Receipt of the Exchequer), several Sums of Money, amounting, in the Whole, to Four hundred and thirty-eight thousand Six hundred and Thirty-four Pounds Three Shillings and Eight-pence, besides Fourteen thousand Five hundred and Two Pounds Fourteen Shillings more; which, upon the said Twentyfifth Day of November 1692, was lent, or agreed to be lent, thereupon, by, or in the Name of, Thomas Lloyd; both which Sums amount to Four hundred and fifty-three thousand One hundred and Thirty-six Pounds Seventeen Shillings and Eight-pence: And that the Monies arisen by the ¾th Parts of the Customs have actually paid off and discharged, or there was reserved in the Exchequer, on the said Twenty-fifth November 1692, so much of the said ¾ths Customs, as (together with the Payments actually made) was sufficient to pay off and discharge the Sum of One hundred and ninety-seven thousand Three hundred and Eighty-nine Pounds, Part of the Loans last mentioned; and that Two hundred and fifty-five thousand Seven hundred and Forty-seven Pounds Eight Shillings and Six-pence, being the Remainder thereof, did, on the Twenty-fifth of November 1692, remain due and unsatisfied; and is to be paid, with Interest, after the Rate of Six Pounds per Cent. per Annum; and that the Loans of the said Sum of Two hundred and fifty-five thousand Seven hundred and Forty-seven Pounds Eight Shillings and Six-pence Principal Monies, so remaining due and unsatisfied upon the said Register, were made by, or in the Names of, the several Persons comprehended in a distinct List thereof herewith presented; and are severally due and owing to them, or their Assigns, according to the List last mentioned, Number II.

2. That the other Fourth Part of the Customs, out of which the Charges of managing the whole Revenue of Customs are entirely defrayed, is liable to a Debt of Thirty thousand Pounds, which was lent thereupon by John Knight, Gentleman; and is owing to him, or his Assigns; who have Tallies of Pro for the same, and are to be repaid, with Interest, after the Rate of Six Pounds per Cent. per Annum.

3. That the hereditary and temporary Excise, to wit, the Rates which were granted to the Crown in Fee, and those granted to their Majesties for their Lives, making together Two Shillings and Six-pence per Barrel upon Ale, &c. (out of which, or one of them, the whole Charges of managing all the Rates and Duties of Excise are defrayed) are at this time charged with Ninety thousand Five hundred Pounds, remaining due and unsatisfied upon several Loans which have been made upon the Branches last mentioned; for which Sum, Interest is to be paid after the Rate of Six Pounds per Cent. per Annum: And the Sums, making the said Sum of Ninety thousand Five hundred Pounds, were lent by the several Persons named in a separate List thereof, herewith presented; and are due to them or their Assigns respectively, according to the said List, Number III.

Memorandum, There is a Claim of One Million Three hundred and Thirty-three thousand Eight hundred and Seventy-three Pounds Fourteen Shillings and Seven-pence Farthing, made by several Bankers and others, or their Assigns; for which his late Majesty King Charles the Second granted to them, and their Heirs, several yearly Sums, making Eighty thousand and Thirty-two Pounds, Eight Shillings and one Peny per Annum, in the Nature of perpetual Interest, out of the hereditary Excise; and the said perpetual Interest is unpaid for Nine Years and an half; for which there is also claimed, Seven hundred and Sixty thousand Three hundred and six Pounds Sixteen Shillings, or thereabouts: And a Judgment was lately obtained in the Exchequer for part of the said perpetual Interest, upon which a Writ of Error is now depending.

4. That the Revenue, arising in the General Letter Office, or Post Office is at present incumbered with Eight thousand Eight hundred Pounds, remaining unpaid upon Tallies of Anticipation, which were levied for the Service of the Works.

5. That the Revenue arising by wine Licences, by an Indenture under the great Seal of England, in the Second Year of their Majesties Reign, is granted to Sir Stephen Evance, and others, for Ten Years from Lady Day 1691; upon which they advanced Thirty thousand Pounds, to be repaid, with Interest, out of that Revenue, or the Rents thereof: And at this time there remains unsatisfied the Sum of Twenty five thousand, Five hundred Pounds, Part of the said Advance Money.

Lastly, That all the Pensions, which by virtue of any Grants from their Majesties, or their Predecessors, are charged upon any particular Branches of their Revenue, or upon the Exchequer generally (so far forth as such Pensions have hitherto appeared, by producing the Grants or Warrants for the same), do amount to One hundred and Forty-three thousand and Sixty-nine Pounds Fourteen Shillings and Eight Pence per Annum; wherein the Pensions of the Queen Dowager, and of their Royal Highnesses the Prince and Princess of Denmark, are included; but the Particulars of the said Pensions, and how the same, or any of them, are chargeable, are specified, in a List or Schedule thereof, herewith presented, Number IV.

Ordered, That the Consideration of the said Accompts be referred to the Committee of the whole House, to whom the Consideration of the Supply to be granted to their Majesties, for the carrying on a vigorous War against France, is referred.

Then the House, according to the Order of the Day, resolved itself into a Committee of the whole House, to consider of the Supply to be granted to their Majesties.

Mr. Speaker left the Chair.

Mr. Attorney General took the Chair of the Committee.

Mr. Speaker resumed the Chair.

Mr. Attorney General reported from the said Committee, That they had entered upon the Consideration of the Estimate of the Charge of the Navy for the Service of the Year 1693; and had agreed upon several Resolutions; which they had directed him to report to the House.

Ordered, That the said Report be made upon Thursday Morning next, at Nine a Clock; and nothing to intervene.

Mr. Attorney General also acquainted the House, That he was directed by the said Committee to move, That the Committee may have Leave to sit again.

And the Question being put, That this House will, upon Thursday Morning next, resolve itself into a Committee of the whole House, to consider farther of the Supply to be granted to their Majesties, for the carrying on a vigorous War against France;

The House divided.

So it was resolved in the Affirmative.

And then the House adjourned till To-morrow Morning, Nine a Clock.
