Newton's Estate.

An ingrossed Bill from the Lords, intituled, An Act for settling the Manor and Lordship of King's Bromley, and other the Messuages, Lands, Tenements, and Hereditaments of Barbara Newton, Widow, Relict of Samuell Newton, late of the Island of Barbadoes in America, Esquire, deceased, and John Newton, Son and Heir of the said Samuell by the said Barbara, was read the Second time.

Resolved, That the Bill be committed to Sir Jervas Elwes, Sir Mathew Andrews, Mr. Biddolph, Mr. Harcourt, Mr. Burdett, Mr. Perry, Mr. Bickerstaff, Sir Robert Clayton, Sir Edward Chisnall, Sir John Bolles, Mr. Bear, Sir Tho. Lords desire a Conference.

A Message from the Lords, by Sir John Francklyn and Sir Robert Legard;

Mr. Speaker, The Lords do desire a free Conference with this House, this Day at One a Clock, in the Painted Chamber, upon the Subject Matter of the last free Conference.

And then the Messengers withdrew.

Resolved, That this House do agree to a free Conference with the Lords, as they do desire.

And the Messengers were called in again: And Mr. Speaker acquainted them therewith.

St. Paul's Shadwell Waterworks.

An ingrossed Bill from the Lords, intituled, An Act for incorporating the Proprietors of the Waterworks in the Parish of St. Paul, Shadwell, in the County of Middlesex; and for the encouraging, carrying on, and settling the said Waterworks: was read the Second time.

Resolved, That the Bill be committed, upon the Debate of the House, unto Sir Mathew Andrewes, Sir Tho. Privilege- a Person discharged from custody.

Henry Roberts, in Custody of the Serjeant at Arms, was, according to the Order Yesterday, brought to the Bar: Where, upon his Knees, he received a Reprimand from Mr. Speaker.

Ordered, That the said Henry Roberts be discharged out of Custody, paying his Fees.

Privilege- Petition from a person in custody.

A Petition of John Johnson, in Custody of the Serjeant at Arms attending this House, for a Breach of Privilege by him committed against John Backwell, Esquire, a Member of this House, was read; whereby he acknowledged his Offence; and begged Pardon for the same; and prayed to be discharged out of Custody.

Ordered, That the said John Johnson be brought to the Bar of this House To-morrow Morning, in Order to his Discharge.

Supply Bill; Poll Tax.

Then the House, according to the Order of the Day, resolved itself into a Committee of the whole House, to consider further of the Bill for a Quarterly Poll.

Mr. Speaker left the Chair.

Mr. Solicitor General took the Chair of the Committee.

Mr. Speaker resumed the Chair.

Mr. Solicitor General reported from the Committee, That they had made a considerable Progress in the Bill; And had directed him to move the House, That they might have Leave to sit again.

Resolved, That this House will, after the Return from the free Conference, resolve itself into a Committee of the whole House, to proceed further upon the said Bill.

Commissioners of Accompts.

Then the Managers appointed went to the free Conference with the Lords.

And being returned;

Sir Edward Seymour reports, That the Managers had attended the free Conference; and that the Lord Rochester managed the same on the Part of the Lords: And brought the Bill, and read the Title of it, For appointing and enabling Commissioners to examine, take, and state the publick Accompt of the Kingdom: And acquainted them, That the Reasons given at the last Conference had been reported to the Lords; and that they had had due Consideration of them: But that, notwithstanding, they did not depart from their Amendments to the Bill; but did adhere to their Amendments: And delivered the Bill and Amendments back again. And the same were brought up to the Table.

Resolved, That a Committee be appointed to search and inspect the Journals and Precedents touching the Methods of Conferences, and free Conferences between the Two Houses: and to report the same to the House.

And it is referred unto Mr. Harly, Sir Peter Colliton, Sir Joseph Tredenham, Mr. Christy, Sir Chr. Musgrave, Sir John Guise, Sir Tho. Clarges, Mr. Attorney General, Mr. Herbert, Sir Robert Sawyer, Mr. Smith, Mr. Solicitor General, Sir Edward Seymour, Mr. Clarke, Mr. Mountague, Sir Chr. Seidley, Sir Rich. Temple, Mr. Bowyer, Mr. Smith, Colonel Tytus, Colonel Grandvill, Sir Walter Young, Mr. Paul Foley, Mr. Boscowen, Serjeant Wogan, Mr. Palmes, Mr. Gwyn; or any Five of them: And they are to make their Report with all convenient Speed.

Ordered, That a Report of the Two last free Conferences be made to the House upon Saturday Morning next.

Judges Commissions and Salaries.

Ordered, That the Report from the Committee to whom the Bill for ascertaining the Commissions and Salaries of the Judges, was committed, be made To-morrow Morning after Eleven a Clock.

And then the House adjourned till To-morrow Morning, Eight a Clock.
