Duke of Leinster's Nat.

An ingrossed Bill from the Lords, intituled, An Act for naturalizing Mainhardt Duke of Leinster, was read the Second time.

Resolved, That the Bill be committed to Lord Wm. Pawlet, Sir Jon. Jennings, Sir John Moreton, Mr. Hawtry, Mr. Biddolph, Mr. Hutchinson, Sir Rob. Davers, Mr. Andrewes, Sir Thomas Clarges, Mr. Smith, Mr. Sherrard, Mr. Brockman, Mr. Dore, Mr. Travers, Mr. Waller, Sir Jervas Elwes, Mr. Brewer, Sir Tho. Roberts, Mr. Methwyn, Sir Wm. A Bill for Naturalizing of Armand Nompar de Caumant, Marquis of Mompovillan, was read the Second time.

Resolved, That the Bill be committed to the Committee to whom the ingrossed Bill from the Lords, intituled, An Act for naturalizing Mainhardt Duke of Leinster, is committed.

Seamen in West India Trade.

The Petition of the Merchants and Planters trading to, and interested in, their Majesties Plantations in the West Indias, which was presented to the House upon Saturday last, was read; setting forth, That, from the Act of Navigation, many Inconveniences arise; viz. The Necessity of Seamen to man the Merchants Ships: That the Product of the Plantations have been lost for want of Shipping to fetch it home: That Seamen exact treble their former Wages; and thereby abscond their Majesties Service: And, for these Reasons, that Clause in the Act of Navigation has been dispensed withal: And praying the Consideration of the House in the Premises; and that Leave may be given to bring in a Bill to give Liberty, during the present War, to carry any Goods to, or bring any of the Product of the West Indies from thence, in any Ships, and sailed with any Seamen; or at least, that the Ships may not be obliged to sail with English Seamen.

Ordered, That the Consideration of the said Petition be referred to a Committee: And that they do report their Opinions therein to the House.

Bankrupts.

A Petition of Michaell Rackett, Gentleman, was read; setting forth, That the Petitioner, having a just Debt of Six thousand Pounds due from Sir Robert Viner, hath extended the same upon his Estate: But that the Executor of Sir Robert designs an Advantage upon the Petitioner by the Bill brought in relating to Bankrupts Estates, although Sir Robert was never proved a Bankrupt: And praying to be heard by his Counsel, before the said Bill do pass.

Ordered, That the Consideration of the said Petition be referred to the Committee to whom the Bill for the better Discovery, and more equal Distribution, of Bankrupts Estates, is committed.

Cripps' Estate.

An ingrossed Bill for Sale of the Estate of John Cripps, Gentleman, in the County of Kent; and for settling another Estate, of greater Value, in lieu thereof, to the same Uses; was read the Third time.

Resolved, That the Bill do pass: And that the Title be, An Act for Sale of the Estate of John Cripps, Gentleman, in the County of Kent; and for settling another Estate, of greater Value, in lieu thereof, to the same Uses.

Ordered, That Mr. Brewer do carry the Bill to the Lords; and desire their Concurrence thereunto.

Cambridge University Charters.

An ingrossed Bill from the Lords, intituled, An Act for confirming the Charters of the University of Cambridge, and the Colleges and Halls therein, was read the First time.

Ordered, That the Bill be read a Second time.

Leave of Absence.

Ordered, That Sir Cha. Windham have Leave to go into the Country for a Fortnight, upon extraordinary Occasions.

Punishment of Offenders.

Ordered, That the Report from the Committee to whom the ingrossed Bill from the Lords, intituled, An Act for the taking away Clergy from some Offenders, and bringing others to Punishment, was committed, be made To-morrow Morning at Eleven a Clock.

Settlement of the Poor.

Ordered, That the Report from the Committee to whom the Bill for the better Settlement of the Poor, was committed, be made To-morrow Morning at Ten a Clock.

Supply Bill; Irish Forfeitures.

A Bill for vesting the forfeited Estates in Ireland in their Majesties, to be applied to the Uses of the War, was, according to the Order of the Day, read the First time.

Resolved, That the Bill be read a Second time.

Supply Bill; English Forfeitures.

A Bill for the vesting the forfeited Estates in England in their Majesties, to be applied to the Uses of the War, was, according to the Order of the Day, read the First time.

Resolved, That the Bill be read a Second time.

Ordered, That the said Bills be read a Second time upon Thursday Morning next.

Amending Highways.

An ingrossed Bill for the better repairing and amending the Highways, and for the settling the Rates of Carriage of Goods, was read the Third time.

An ingrossed Clause was offered, as a Rider, to the Bill, That all Matters concerning Highways, Causeways, and Bridges, shall be determined in the County where the same do lie, and not elsewhere; and that no Presentment, Indictment, or Order, made by virtue of the said Act, shall be removed by Certiorari into any other Court.

And the same was thrice read; and amended; and agreed upon to be made Part of the Bill.

An ingrossed Proviso was offered, as a Rider to the Bill, That the Oath, required by the Act, shall not be administered to the Surveyors of any Place in the Wild or Weld of Sussex or Kent; nor shall any Prosecution be had, made, preferred, or levied, for any Defects, or for want of Repair, in any of the Highways of the said Counties.

And the same was once read.

And the Question being put, That the Clause be read a Second time.

It passed in the Negative.

Resolved, That the Bill do pass: And that the Title be, An Act for the better repairing and amending the Highways, and for settling the Rates of Carriage of Goods.

Ordered, That Mr. Bowyer do carry the Bill to the Lords; and desire their Concurrence thereunto.

Lords agree to Conference.

Mr. Mountague acquaints the House, That he having, according to their Order of Yesterday, been at the Lords, to desire a free Conference; the Lords do agree to a free Conference To-morrow Morning at Twelve a Clock, in the Painted Chamber.

Leave of Absence.

Ordered, That Mr. Brockman have Leave to go into the Country for a Month, upon extraordinary Occasions.

Ordered, That Mr. Tyre have Leave to go into the Country for a Fortnight, for Recovery of his Health.

Irish Forfeitures.

Ordered, That the Committee to whom it was referred to receive Proposals for Raising of Money upon the forfeited Estates in Ireland be impowered to inquire into the Disposal of forfeited Estates there.

Royal Mines.

Ordered, That the adjourned Debate, upon the Bill for explaining a Proviso, touching Royal Mines, in the Statute made in the First Year of their Majesties Reign, intituled, An Act for Repeal of the Statute of 5 Hen. IV. against multiplying Gold and Silver, be resumed; and the King's Counsel heard upon the said Bill, upon Friday Morning next.

East India Company.

A Bill for establishing an East India Company was, according to the Order of the Day, read a Second time.

Resolved, That the Bill be committed to a Committee of the whole House.

Ordered, That the Consideration of the Petition of Sir John Molesworth, Sheriff of the County of Cornwall, on Behalf of himself, and other Inhabitants of the said County, presented to the House, and read the Eighth Instant, and relating to the East India Trade, be referred to the said Committee.

Ditto.

A Petition of Robert Tayloe, and others, was read; setting forth, That the Petitioners, in War with the Great Mogul, and other Heathen Princes, in Service of the East India Company, obtained as many Prizes as amounted to One Million Five hundred thousand Pounds; a Sixth Part whereof is due to the Petitioners, by virtue of an Order published by the Company for that Purpose; and as is since confessed by the Company, by their Answer to the Bill brought by the Attorney General in the Exchequer for the King's Tenths; and yet refuse to pay the Petitioners such their Rewards, or any ways to relieve them, notwithstanding they are brought to great Wants by the Injustice of the said Company: And praying the Consideration of the House in the Premises.

Ordered, That the Consideration of the said Petition be referred to the said Committee.

Ordered, That the Consideration of the several Petitions which were referred to the Committee of the whole House, who considered of the Petitions touching the East India Trade, be referred to the Committee of the whole House, to whom the said Bill is committed.

Ordered, That the Persons, proposed to this House by the Committee of the East India Company on the Twenty-ninth Day of December last, do attend this House To-morrow Morning, to give Security, according to their Proposals.

Ordered, That all Committees, except the Committee to whom the Bills of Naturalization are committed, be adjourned.
