Prayers.

Earl of Waldgrave's Estate.

SIR Joseph Tredenham reports from the Committee to whom the ingrossed Bill from the Lords, intituled, An Act to enable Trustees of the Right honourable James Lord Walgrave, to make Leases, and grant Copyhold Estates, for the Payment of the Arrears of Annuities of Henry Lord Waldgrave his Father, deceased, was committed, That they had made several Amendments to the Bill; which they had directed him to report to the House: And which he read in his Place; and afterwards, delivered in at the Clerk's Table: Where the same were read; and are as followeth;

Press 4th. Line 4. after the Second "and," insert "the Survivor."

Press 5. Line 5. after "the," insert "Survivors or." Line 8. the same Amendment.

The said Amendments, being severally read a Second time, were, upon the Question severally put thereupon, agreed unto by the House.

Privilege- Reflections on Proceedings.

The House being acquainted, that there was lately delivered at the Door several printed Papers, which related to the Bill depending in this House, for the better Relief of Creditors, and preventing Escapes, highly reflecting upon the Proceedings of this House; and containing many scandalous Expressions concerning the same;

Which Papers were delivered in at the Table; and there read; and intituled, "Reasons against the read Bill, supposed for Relief of Creditors, and preventing Escapes;" the other, intituled, "The present Bill for taking away some Rules, and all Securities, if passed into an Act, will occasion the ensuing fatal, or, at least, bad Consequences."

Ordered, That it be referred to the Committee to whom the said Bill is committed, to examine, Who was the Author, Printer, and Disperser of the said printed Papers: And that they do report the same, with their Opinions thereupon, to the House: And the said Committee is impowered to send for Persons, Papers, and Records.

Molineux's Estate.

A Bill to vest certain Lands of Wm. Molineux, Gentleman, in Trustees, for raising the Sum of Two thousand Pounds, for paying Portions to his younger Brother and Sisters, pursuant to a Decree in Chancery, was read the First time.

Resolved, That the Bill be read a Second time.

Aulnage Duty.

Ordered, That the Report from the Committee to whom the Bill for transferring the Collection of the Duty of Aulnage to the Custom-house, and giving a Recompence to the Crown for the same, was committed, be made upon Thursday Morning next, at Ten of the Clock.

Earl of Winchelsea's Estate.

Mr. Christie reports from the Committee to whom the ingrossed Bill from the Lords, intituled, An Act for the Enabling of Charles Earl of Winchelsea to settle a Jointure upon any Wife he shall marry during his Minority, was committed, That they had considered the Bill; and had directed him to report the same to the House, without any Amendments: And he delivered the same in at the Table.

Copyholds subject to Debts.

Mr. Beddingfeild, according to Order, presented to the House a Bill for the subjecting Copyhold Estates to the Payment of Debts; and for the better enabling the Lords of Manors to recover Fines. And the same was received.

Cullum's Estate.

An ingrossed Bill from the Lords, intituled, An Act for enabling Sir Dudley Cullum, Baronet, to raise Monies to pay his Brothers and Sisters Portions, was read the Third time.

Resolved, That the Bill do pass: And that the Title be agreed to.

Ordered, That Sir Robert Davers do carry the Bill to the Lords, and acquaint them, That this House hath agreed to the same, without any Amendment.

Registering Seamen.

A Bill for the more speedy and effectual furnishing their Majesties Navy and Merchants Ships with Seamen, was read the Second time.

Resolved, That the Bill be committed to a Committee of the whole House.

Resolved, That this House will, upon Friday Morning next, at Ten a Clock, resolve itself into a Committee of the whole House, to consider of the said Bill.

A Message from the Lords, by Sir Miles Cooke, and Mr. Meredith;

Grantham's Estate.

Mr. Speaker, The Lords have passed a Bill, intituled, An Act for the enabling Vincent Grantham, Esquire, to lease Part of his Manor of Golthoe in Lincolnshire, for raising Monies to pay Portions and Debts charged thereupon: to which they desire the Concurrence of this House.

DeerStealers.

Also, The Lords have agreed to the Amendments, made by this House to the Clause added by the Lords to the Bill for the better Discovery and Punishment of Deerstealers.

Campion's Will.

Also, The Lords have agreed to the Bill, intituled, An Act for the better enabling the Trustees and Executors of Richard Campion, deceased, to perform his Will, with some Amendments: To which Amendments they desire the Concurrence of this House.

And then the Messengers withdrew.

Punishing Mutiny and Desertion.

Ordered, That the ingrossed Bill for paying the Army, according to the Musters of effective Men, and for better Paying of Quarters; and likewise for Preventing of false Musters, and punishing Mutineers and Deserters; be read the Third time, upon Thursday Morning next, after the House is Called over.

Reducing Interest.

Ordered, That the Report from the Committee to whom the Bill for lessening the Interest of Money, was committed, be made upon Friday Morning, after Eleven a Clock.

Breeding of Cattle.

A Bill for the Encouragement of breeding and fatting Cattle, was read the Second time.

Resolved, That the Bill be committed to Sir John Dorrell, Mr. Piggott, Mr. Ryder, Sir Rob. Davers, Mr. Biddolph, Sir John Bolles, Sir Tho. Darcye, Sir Sam. Bernadiston, Mr. Cooke, Sir Rob. Cotton, Sir Tho. Roberts, Mr. Burdett, Mr. Brewer, Mr. Hedger, Mr. Hawtry, Sir John Wynn, Mr. Thornhaugh, Mr. Hutchinson, Mr. Blowfeild, Mr. Carter, Sir Wm. Cooke, Mr. Brice, Mr. Bockenham, Sir Tho. Haslerigg, Colonel Parry, Mr. Waller, Mr. Thomson, Sir Gilbert Clerke, Colonel Sackvile, Mr. Palmes, Mr. Campion, Mr. Bickerstaffe, Sir John Moreton, Sir John Key, Sir Rob. Henley, Mr. Gilbert, Mr. Chadwick, Sir John Barker, Mr. Kenyon: And they are to meet this Afternoon at Four a Clock, in the Speaker's Chamber.

Commissioners of Accompts.

Mr. Serjeant Trenchard, according to the Order of the Day, reported from the Committee of the whole House, to whom the additional Bill for appointing and enabling Commissioners to examine, take, and state the publick Accompts of the Kingdom, was committed, That they had make several Amendments to the Bill: Which they had directed him to report to the House: And which he read in his Place with the Coherence; and afterwards, delivered in at the Clerk's Table: Where the same were once read throughout; and afterwards, a Second time, one by one; and, upon the Question severally put thereupon, with some other Amendments, agreed unto by the House.

A Clause was offered to be added to the Bill, for disabling any Commissioner or Commissioners appointed by the said Act, . . . shall accept or hold any Office or Employment of Profit or Pension, other than what is provided by the Act, during the Continuance of the same.

And the same was twice read; and, with some Amendments made by the House, was, upon the Question put thereupon, agreed unto by the House.

Ordered, That the Bill, with the Amendments, be ingrossed.

Ways and Means.

Then the House, according to the Order of the Day, resolved itself into a Committee of the whole House, to consider further of Ways and Means for raising the Supplies to be granted to their Majesties, for the carrying on a vigorous War against France.

Mr. Speaker left the Chair.

Mr. Solicitor General took the Chair of the Committee.

Mr. Speaker resumed the Chair.

Mr. Solicitor General reports from the said Committee, That they had made a further Progress in the Matter to them referred; and had directed him to move the House, That a Committee may be appointed to receive Proposals for raising a Sum of Money towards the carrying on a vigorous War against France, upon a Fund of perpetual Interest.

Resolved, That a Committee be appointed to receive Proposals for raising a Sum of Money towards the carrying on the War against France, upon a Fund of perpetual Interest; and to report the same, with their Opinions therein, to the House.

And it is referred to Mr. Vice Chamberlain, Mr. Paul Foley, Mr. Chancellor of Exchequer, Sir Jos. Williamson, Mr. Pelham, Sir Tho. Clarges, Sir Christopher Musgrave, Mr. Smith, Sir Stephen Fox, Mr. Gwyn; or any Five of them: And they are to meet To-morrow at Four of the Clock, in the Speaker's Chamber, in the Afternoon; and to sit de die in diem.

Resolved, That this House will, upon Friday Morning next, at Ten of the Clock, resolve itself into a Committee of the whole House, to consider further of Ways and Means for raising the Supplies to be granted to their Majesties for carrying on a vigorous War against France.

London Orphans.

Resolved, That this House will, upon Monday Morning next, at Ten a Clock, resolve itself into a Committee of the whole House, to consider of Ways and Means to satisfy Debts due to the Orphans of the City of London.

Clandestine trading to France.

Ordered, That Colonel Kirby, Mr. Hutchinson, Mr. Brockman, Mr. Harley, be added to the Committee to whom the Petition of Edward Tilford, Mariner, is referred.

And then the House adjourned till To-morrow Morning, Eight of the Clock.
