Gloucester Election.
A Petition of the Mayor, Aldermen, and Freemen of the City of Gloucester, Yesterday presented to the House, was read.
Ordered, That the Consideration of the said Petition be referred to the Committee of Privileges and Elections: Who are to examine the Matter thereof; and report the same, with their Opinions therein, to the House.
Aulnage Duty.
A Bill for collecting the Duty of Aulnage at the Customhouse, was presented to the House.
Ordered, That the Bill be read To-morrow Morning.
Coventrye's Estate.
A Bill to supply a Defect in an Act of the last Parliament, for Sale of the House late Mr. Secretary Coventrye's, was read the First time.
Resolved, That the Bill be read a Second time.
Duke of Buckingham's Estate.
A Bill the better to enable the Trustees of the late Duke of Buckingham to sell his Estate to pay his Debts, was read the Second time.
Resolved, That the Bill be committed to Sir Wm. Whitlocke, Mr. Anch. Grey, Mr. Dalben, Sir Tho. Darcy, Sir Rob. Clayton, Mr. Waller, Sir Rob. Sawyer, Lord Fairfax, Sir Cha. The House being acquainted, that the High Sheriff of the County of Cardigan hath, since their Order of the First Instant, whereby he was to be taken into the Custody of the Serjeant at Arms, made his Return, into the Crown Office of the Members to serve for the said County; and it being moved, That he may be discharged;
Ordered, That the said High Sheriff of the County of Cardigan be discharged, paying his Fees.
Delay of Carnarvan Writ.
A Complaint being made to the House against the High Sheriff of the County of Carnarvan, That he hath not yet made any Return, into the Crown Office, of the Members to serve in this present Parliament for the said County;
Ordered, That the High Sheriff of the County of Carnarvan be taken into the Custody of the Serjeant at Arms attending this House.
Wynne's Estate.
A Bill to vest the Estate of Cadwallader Wynne, Esquire, in Trustees, for Payment of Debts, was presented to the House; and received.
African Company.
A Bill for securing the Trade to the Royal Affrican Company of England, was read the First time.
Resolved, That the Bill be read a Second time on Tuesday Morning next.
Reversing Judgment against Arnold.
Ordered, That the Bill for reversing a Judgment obtained against John Arnold, Esquire, be read To-morrow Morning.
Attainder of Persons in Rebellion.
Resolved, That a Bill be brought in to attaint all Persons guilty of Rebellion in Ireland, or elsewhere, against their Majesties King William and Queen Mary; and to enact and declare their Estates to be forfeited, and to be sold for the Reducing of Ireland.
And it is recommended to Mr. Solicitor General, Mr. Serjeant Trenchard, Sir Rich Reynell, Sir Tho. Clarges, Sir Wm. Poultney, and Colonel Birch, or any Three of them, to take care thereof.
Papists Protestant Heirs.
Ordered, That Leave be given to bring in a Bill to prevent Papists from disinheriting their Protestant Heirs.
Poor Relief.
Ordered, That the ingrossed Bill from the Lords, intituled, An Act for the better explanation and making effectual the Statutes made for the Relief of the Poor, be read To-morrow Morning.
Supply Bill; Poll Tax.
Then the House resolved into a Committee of the whole House, to proceed in the further Consideration of the Poll Bill.

Mr. Chancellor of the Exchequer took the Chair of the Committee.
Mr. Speaker resumed the Chair.
Mr. Chancellor of the Exchequer reports from the Committee of the whole House, That they had agreed upon several Heads for the Bill; which they had directed him to report to the House; and he read the same in his Place: and afterwards, delivered the same in at the Clerk's Table: Where they were read; and are as followeth;
Resolved, That it is the Opinion of this Committee, That all Debts, and ready Money, be taxed in the Poll Bill.
Resolved, That it is the Opinion of this Committee, That all Persons exercising any Publick Office, Place, or Employment, shall be taxed in the said Bill.
Resolved, That it is the Opinion of this Committee, That all Persons receiving any Pensions or Stipends from his Majesty, shall be taxed in the said Bill.
Resolved, That it is the Opinion of this Committee, That all Judges, and Persons having any Judicial Office, or other Office or Place of Profit, and all Serjeants at Law, Counsellors, Attorneys, Solicitors, Scriveners, and Advocates, Proctors, and Public Notaries, and all Persons practising the Art of Physick, shall be taxed in the said Bill.
Resolved, That it is the Opinion of this Committee, That all and every Person and Persons, except such as receive Alms of the Parish where they dwell, and their Children being under Sixteen Years of Age, and except all Children under Sixteen Years of Age, of all Day Labourers, and of all Servants in Husbandry; and also, except all other Persons who, by reason of their Poverty, are exempted from contributing to Church and Poor, and the Children of all such, being under Sixteen Years of Age; and also except all Children being under Sixteen Years of Age, of such who have Four or more Children, and are not worth, in Lands, Goods, and Chattels, the Sum of Fifty Pounds, shall be taxed in the said Bill.
Resolved, That it is the Opinion of this Committee, That all Dukes, Marquisses, Earls, Viscounts, Barons, and their eldest Sons, shall be taxed in the said Bill.
Resolved, That it is the Opinion of this Committee, That all Baronets, Knights of the Bath, and Knights Bachelors, shall be taxed in the said Bill.
Resolved, That it is the Opinion of this Committee, That all Esquires, or reputed Esquires, and all Persons owning or writing themselves such, shall be taxed in the said Bill.
Resolved, That it is the Opinion of this Committee, That all Gentlemen, and reputed Gentlemen, and all Persons owning and writing themselves such, shall be taxed in the said Bill.
Resolved, That it is the Opinion of this Committee, That all Widows, according to the Dignity of their Husbands, shall be taxed in the said Bill.
Resolved, That it is the Opinion of this Committee, That every Gentleman, having an Estate of Three hundred Pounds, shall be taxed in the said Bill.
Resolved, That it is the Opinion of this Committee, That all the dignified Clergy shall be taxed in the said Bill.
Resolved, That it is the Opinion of this Committee, That all Persons that hold Two or more Benefices, having Cure of Souls, which shall amount, together, to the clear yearly Value of One hundred and Twenty Pounds, shall be taxed in the said Bill.
Resolved, That it is the Opinion of this Committee, That all Merchants, Strangers, and Jews, shall be taxed in the said Bill.
Resolved, That it is the Opinion of this Committee, That all Doctors in Divinity, Law, and Physick, (except Doctors in Divinity which have no Ecclesiastical Benefice) shall be taxed in the said Bill.
Resolved, That it is the Opinion of this Committee, That all Merchants, trading in the Port of London, and not being free of the City of London, shall be taxed in the said Bill.
Resolved, That it is the Opinion of this Committee, That all Merchants, and others, using any Trade, or manual Occupation, and holding a House of Thirty Pounds per Annum, within the City of London, and weekly Bills of Mortality, shall be taxed in the said Bill.
Resolved, That it is the Opinion of this Committee, That all Members of the East India Company, for their Share in the joint Stock of the Company, shall be taxed in the said Bill.
Resolved, That it is the Opinion of this Committee, That all Annuities and Rent-charges shall be taxed in the said Bill.
Resolved, That it is the Opinion of this Committee, That all Members of the Guinea Company, for their Share in the joint Stock of the said Company, shall be taxed in the said Bill.
Resolved, That it is the Opinion of this Committee, That all Sharers in the New River Water, in respect of their Shares, shall be taxed in the said Bill.
Resolved, That it is the Opinion of this Committee, That Fee Farm Rents now paid, and not otherwise charged, shall be taxed in the said Bill.
Resolved, That it is the Opinion of this Committee, That all Members of the Hudson's Bay Company, for their Share in the joint Stock of that Company, shall be taxed in the said Bill.
Resolved, That it is the Opinion of this Committee, That all the younger Sons of Dukes, Marquisses, Earls, Viscounts, and Barons, shall be taxed in the said Bill.
And the said Resolutions being severally read a Second time; they were, upon the Question severally put thereupon, agreed unto by the House.
Ordered, That a Bill be brought in upon the said Heads: And it is recommended to Mr. Chancellor of the Exchequer, and Mr. Solicitor General, to prepare and bring in the same.
Committees.
Ordered, That all Committees be revived.
