Westminster Paving, &c.

A Bill for cleansing and paving the Streets in the City and Liberty of Westminster and Borough of Southwarke, and in the Out Parishes in the County of Middlesex, comprised within the Weekly Bills of Mortality; and for reforming Annoyances and Disorders in the Streets; and for regulating the Haymarkets in the Parishes of St. Martin's in the Fields, and Whitechapple, was read the First time.

Resolved, That the Bill be read a Second time.

Wolstenholme's Estate.

A Bill to enable John Wolstenholme, Esquire, to sell Lands to pay Debts, was read the Second time.

Resolved, That the Bill be committed to Mr. Lewes, Mr. Carter, Sir Tho. Littleton, Sir John Moreton, Mr. Buckly, Mr. Serjeant Trenchard, Mr. Saunders, Sir John Cotton, Sir Rob. A Petition of George Hagar, Gentleman, was read; thereby setting forth, That 34 Car. IIdi the Petitioner obtained a Patent from his Majesty for the sole Making of White Writing, and all other coloured Paper, for Fourteen Years: That some time after, in the late King James's Reign, one John Briscoe, Salter, by much Importunity, prevailed upon the Petitioner to discover such his Art to him: But Briscoe first made an Affidavit, and gave it under his Hand and Seal, that he would never discover the same without the Petitioner's Leave: But that, contrary thereto, the said Briscoe combining with one Revolt (a professed Jesuit), and Commissary Shales, to obtain a Patent from the late King James for exercising the Art, and to incorporate them therein as Governors and Company of White Paper; which was by Surprize, and without any Notice to the Petitioner: And they have lately exhibited a Petition to this House, to establish such their Patent: And praying to be heard by his Counsel against any such Bill, before the same pass.

Ordered, That the Consideration of the said Petition be referred to the Committee to whom the Bill for the better encouraging and establishing of the Manufacture of White Paper is committed.

Poor Laws.

Resolved, That a Committee be appointed to inspect all the Laws for Relief of the Poor; and to consider of Ways, How the Poor may be employed in Work; and make their Report to the House.

Case of Godwyn and Hales.

Ordered, That the Officers of the Court of King's Bench do immediately attend this House, with the Records of the Judgment in the Case of Godwyn and Hales, and of the Information prosecuted against the Seven Bishops.

Armstrong's Prosecution.

The House being acquainted, that, according to their Order, Sir Fra. Withens, Sir Rich. Holloway, Mr. Graham, and Mr. Burton, attended at the Door;

They were called in; and examined at the Bar, touching the Prosecution and Proceedings against Sir Thomas Armstrong: And then they withdrew.

And the House being also acquainted, that the Executors of the late Lord Jeffryes attended also at the Door;

They were called in; and asked at the Bar, What they had to say, why Reparation should not be made out of the Lord Jeffryes' Estate to Sir Tho. Armstrong's Family, for the Losses sustained by it: To which they desired to be heard by their Counsel: And then they withdrew.

And no Persons appearing as the Executors of the late Justice Walcot, the House was acquainted that he died intestate; and had not left sufficient Estate to pay his Debts.

Afterwards Mr. Blaney was called in; and, at the Bar, gave the House an Account of the Proceedings in the Court of King's Bench, upon the awarding Execution against Sir Tho. Armstrong: And then he withdrew.

Reversing Armstrong's Attainder.

Whereupon the House proceeded in the Consideration of the Amendments reported the Twentieth Instant, from the Committee to whom the Bill for reversing the Attainder of Sir Thomas Armstrong, was re-committed.

And the Second Amendment being read a Second time;

Resolved, That the Residue of the Blank be filled up with "Sir Rob. Sawyer."

Several other of the Amendments being read a Second time, were, upon the Question severally put thereupon, agreed unto by the House.

Clause (C) being read the Second time;

Resolved, That the First Blank in the said Clause be filled up with "Sir Rob. Sawyer."

Resolved, That the Second Blank be filled up with "Five thousand Pounds."

Resolved, That the Bill be re-committed, on the Debate of the House, to the same Committee: And they are to meet on Monday next, at Three of the Clock in the Afternoon.

Bills of Indemnity, &c.

Resolved, That the House do, upon Monday Morning next, at Ten of the Clock, resolve into a Committee of the whole House, to proceed further upon the Bills of General Pardon and Indemnity; and for inflicting Pains and Penalties upon such Persons as shall be excepted thereout.

Ordered, That all Committees be adjourned.
