Colchester Court of Conscience.
A Bill for erecting a Court of Conscience at Colchester, was presented to the House;
Resolved, That the Bill be now read.
The Bill was read the First time.
Resolved, That the Bill be read the Second time.
Leave of Absence.
Ordered, That Mr. Mallock have Leave to go into the Country for Three Weeks, for Recovery of his Health.
Privilege.
A Complaint being made of a Breach of Privilege committed against Sir John Wynne, a Member of this House, by one George Twistleton, Esquire, his assaulting and beating the Servant of the said Sir John Wynne, in the County of Carnarvon, and disturbing his Possession;
Ordered, That it be referred to the Committee of Privileges, to examine the Matter; and report the same, with their Opinions therein, to the House.
Abbington Election.
Ordered, That the Report from the Committee of Privileges and Elections, touching the Election of a Burgess to serve in this present Parliament, for the Borough of Abbington in the County of Berks, be received upon Wednesday Morning next.
Cane Chairs, &c.
The Question being put, That the Bill to prevent the Making of Cane Chairs, Couches, and Squabs, be now read the Second time;
It passed in the Negative.
Resolved, That the Bill be read the Second time upon Thursday Morning next.
Commissary Shales.
Mr. Speaker acquaints the House, That he had received a Pacquet from Commissary Shales on Saturday last; wherein was inclosed a Letter from him, giving an Account of his Proceedings, since he came into that Employment; together with a Petition to this House; praying, That he may be released from his Confinement, and permitted to come over into England, to clear himself from those Matters which he is charged with.
Which Letter and Petition were delivered in, and read at the Table.
Address respecting him.
Resolved, That an humble Address be presented to his Majesty, by such Members of this House as are of his Majesty's most honourable Privy Council, That Commissary Shales may be sent for over in Custody, with all convenient Speed; and that all Papers may be brought over with him: And that his Majesty be acquainted with the said Letter and Petition.
Irish Refugees.
Ordered, That the Report from the Committee appointed to bring in the Names of such of the Irish Nobility and Gentry that were fled hither out of that Kingdom, as were fit to receive his Majesty's Bounty, be made To-morrow Morning, the first Business.
Rogerson's Nat.
A Message from the Lords, by Sir John Hoskyns and Sir James Astry;
Mr. Speaker, The Lords have agreed to the Bill for naturalizing John Rogerson, without any Amendment.
And then the Messengers withdrew.
Punishing Mutiny and Desertion.
Colonel Tipping reports from the Committee to whom the ingrossed Bill, sent down from the Lords, for punishing such Officers and Soldiers as should mutiny, and desert their Majesties Service, and preventing false Musters, was referred, That they had agreed upon several Amendments to be made to the Bill: Which he read in his Place, with the Coherence; and afterwards, delivered the same in at the Clerk's Table: Where the same were once read throughout; and afterwards read a Second time, one by one; and, after some Amendments made thereunto at the Table, were, upon the Question severally put thereupon, agreed unto by the House.
A Clause was offered to be made Part of the Bill, That no Officer or Soldier shall take Money to excuse Quartering of Soldiers: Which was twice read; and agreed unto by the House.
Another Clause was offered to be made Part of the Bill, against Deductions out of the Officers and Soldiers Pay: Which was twice read.
Resolved, That the said Clause be committed, upon the Debate of the House, to the Committee to whom the Bill was referred.
Ordered, That Mr. Harley be added to the said Committee: And they are to meet this Afternoon at Three of the Clock.
Royal Assent to Bills.
A Message from his Majesty by Sir Thomas Duppa, Gentleman Usher of the Black Rod;
Mr. Speaker,
The King commands this honourable House to attend His Majesty immediately, in the House of Peers.
And accordingly, Mr. Speaker and the House went up to attend his Majesty.
And being returned;
Mr. Speaker reports, That he had presented the Bill for a Grant to their Majesties of an Aid of Two Shillings in the Pound for One Year: And that his Majesty had given the Royal Assent thereto; and also to the Bills for declareing the Rights of the Subject, and settling the Succession of the Crown: For Naturalizing of Wm. Watts, an Infant: For declaring and enacting John Rogerson to be a natural-born Subject of this Realm.
Supply Bill; collecting Revenue.
Ordered, That the Report from the Committee of the whole House, upon the Bill for the continuing the collecting the Revenue, be made To-morrow Morning at Eleven of the Clock.
London Orphans.
Resolved, That the Matter, touching the Considering of Ways to pay the Debt due to the Orphans of London, be adjourned till Wednesday Morning next.
Mr. Speaker to print his Speech on presenting Land Tax Bill.
Ordered, That Mr. Speaker be desired to print his Speech made this Day to his Majesty, upon presenting the Bill for granting their Majesties an Aid of Two Shillings in the Pound for One Year.
Provision for Prince and Princess of Denmarke.
Ordered, That Sir Wm. Leveson Gower, and Mr. Ellwell, be added to the Committee, to whom it was referred to prepare an humble Address to his Majesty to make a Provision for the Prince and Princess Ann of Denmarke.
