Prayers.

Greenwich Court of Conscience.

A BILL for erecting a Court of Conscience for Greenwich and other Places, in the Hundred of Blackheath in Kent, was read a Second time.

Resolved, That the Bill be committed: And it is referred unto Sir John Knatchbull, Sir Philip Skippon, Mr. Brewer, Mr. Ellwell, Mr. Christy, Sir John Guise, Mr. Arnold, Sir Rich Onslow, Mr. Papillion, Mr. Moor, Sir Wm. Honeywood, Sir John Brownlow, Mr. Fenwick, Mr. Sherrard, Mr. Manly, Sir Tho. Barnadiston, Sir Tho. Hussey, Sir Wm. Cooper, Sir Wm. Langham, Sir John Moreton, Sir Edw. Hussey, Colonel Sackvile, Mr. Hawtry, Mr. Grey, Mr. Blowfield, Sir Tho. Darcye, Mr. Lampton, Sir Matth. Andrews, Sir Rob. Rich, Mr. England, Mr. Fuller, and all the Members that serve for the County of Kent: And they are to meet on Monday next, in the Afternoon at Three of the Clock, in the Speaker's Chamber.

Privilege.

The House being informed, that one * Bush had arrested one Presgrave, a Servant of the Lord Sherrard's a Member of this House, in Breach of the Privileges of this House;

Ordered, That the said * Bush be sent for in Custody of the Serjeant at Arms attending this House, for such his Breach of Privilege; and that the Serjeant at Arms do go and demand the said * Presgrave to be brought before this House.

Victualing the Navy.

The House being informed, that there are several Persons who can give Informations of great Abuses committed in Victualing their Majesties Navy the last Year;

Ordered, That it be referred to Mr. Foley, Mr. Sacheverell, and Mr. Smith, Mr. Hamden, and Major Manley, or any Two of them, to receive Informations touching the said Abuses: And that all Persons who shall come to give such Informations shall have the Protection of this House: And they are to meet every Afternoon in the Speaker's Chamber.

Members Protections.

A Motion being made, for the reading a former Order of this House relating to written Protections and Certificates given by Members;

The Order made the Ninth and * Days of April 1670, and * Days of February 1677, were read accordingly.

Ways and Means.

Then the House resolved into a Committee of the whole House, to proceed in the further Consideration of the Way of raising the Supply to be given to their Majesties.

Mr. Speaker left the Chair.

Mr. Hamden took the Chair of the Committee.

Mr. Speaker resumed the Chair.-

Omissions to take Oaths.

A Message from the Lords by Sir Miles Cook and Sir James Astry;

Mr. Speaker, The Lords have passed a Bill, intituled An Act for Relief of such as have not taken the Oaths within the Time limited by an Act of this present Parliament: To which they desire the Concurrence of this House.

And then the Messengers withdrew.-

Mr. Hamden took the Chair of the Committee.

Mr. Speaker resumed the Chair.

Mr. Hamden reports from the Committee of the whole House, That they had agreed upon several Resolves; which they had directed him to report to the House: The which he read in his Place; and afterwards delivered the same in at the Clerk's Table: Where the same were read; and are as followeth; viz.

Resolved, That it is the Opinion of this Committee, That the House be moved to appoint a Committee, to receive and consider of Proposals for the advancing Monies upon the Security of Estates, forfeited by Occasion of the present Rebellion in Ireland.

Resolved, That it is the Opinion of this Committee, That, towards the Raising the Supply to be given to their Majesties, a Sum not exceeding Fourteen hundred thousand Pounds, be charged upon Land.

Resolved, That it is the Opinion of this Committee, That the Sum charged upon Land be raised by way of a Pound Rate.

Resolved, That it is the Opinion of this Committee, That the said Pound Rate be Two Shillings in the Pound for one Year, together with the Charge in Proportion, upon all Persons and Estates charged by the late Act for the Aid of Twelve-pence in the Pound; as also a further Charge of Two Shillings in the Pound, upon all such Persons as shall refuse to take the Oaths which are appointed instead of the late Oaths of Allegiance and Supremacy.

The First of the said Resolves being read a Second time;

The Second of the said Resolves being read a Second time;

Resolved, That the House do agree with the Committee, That towards the Raising the Supply to be given to their Majesties, a Sum not exceeding Fourteen hundred thousand Pounds be charged upon Land.

The Third of the said Resolves being read a Second time;

Resolved, That the House do agree with the Committee, That the Sum charged upon Land be raised by the way of a Pound Rate.

The Fourth of the said Resolves being read;

Resolved, That the House do agree with the Committee, That the said Pound Rate be Two Shillings in the Pound for One Year, together with the Charge in Proportion, upon all Persons and Estates charged by the late Act for the Aid of Twelve-pence in the Pound; as also a further Charge of Two Shillings in the Pound, upon all such Persons as shall refuse to take the Oaths which are appointed instead of the late Oaths of Allegiance and Supremacy.

Mr. Hamden also acquaints the House, That he was directed by the said Committee to move, That Bills may be brought in upon the said Resolves;

Ordered, That Mr. Attorney and Mr. Solicitor-General do prepare and bring in Bills upon the said Resolves.

Resolved, That the House will take care, that such Persons, as hereafter shall advance any Sums of Money, not exceeding the Sum of Three hundred thousand Pounds, upon the Twelve-peny Subsidy last granted, shall have their Debts transferred to the Subsidy now granted, in case the other shall fall short.
