Prayers.
Supply Bill.
MR. Hamden reports from the Committee of the whole House, to whom the Bill for granting an Aid to their Majesties was referred, that they had agreed upon several Amendments to be made in the Bill, and, several Clauses and Provisoes to be added thereunto; which they had directed him to report to the House: And he read the same, with the Coherence, in his Place; and afterwards delivered the same in at the Clerk's Table: Where the same were read.
A Debate arose thereupon, Whether the said Subsidy should be raised and paid by Four Quarterly Payments, as the Committee had agreed the Bill, and appointed Times for the Collecting and Receiving the same, or by Two Three Months Payments; and the House agreed, That it should be by Two Three Months Payments: The First Payment to be the First Day of December; and the Second Payment the First Day of March; and the Times of Collection and Receipt to be made to agree therewith: Whereupon the Bill and Amendments were altered and amended accordingly. And a Debate arose, touching what Estate the Commissioners should be of; and the House agreed they should have One hundred Pounds per Annum real Estate apiece in the County.
And the Amendments, with such Alterations, were, upon the Question severally put thereupon, agreed unto by the House.
A Clause was offered, to be made Part of the Bill; for no Fees to be paid in the Exchequer, for the Monies arising by this Bill, or any other Act of Parliament: And the same was Twice read; and afterwards withdrawn.
Another Clause was offered, to be made Part of the Bill: for lessening the Fees of the Monies issued in the Exchequer: Which was Twice read.
Resolved, That the Clause be committed: And it is referred to Sir Tho. Lee, Mr. Hen. Herbert, Mr. Montague, Sir Fran. Russell, Mr. Sacheverell, Sir Jos. Tredenham, Sir Christopher Musgrave, Mr. Wm. Herbert, Sir Robert Clayton, Sir Tho. Littleton, Mr. Bickerstaffe; or any Three, of them: And they are to make their Report To-morrow Morning.
Another Clause was offered, to be made Part of the Bill; for particular Commissioners to be nominated for assessing the Cinque Ports: And the same was Once read.
And the Question being put, That it be read a Second time;
It passed in the Negative.
Militia.
Ordered, That Sir John Doyley, Mr. Fawkes, Mr. Wm. Cooke, Mr. Whitehead, Mr. Herbert, be added to the Committee, appointed to inspect the Acts touching the Militia; and to consider wherein the same are defective, and how they may be supplied: And all that come are to have Voices.
Orphans of London.
Resolved, That this House do on this Day Sevennight, the first Business, resolve itself into a Committee of the whole House, to proceed in the Consideration of the Bill for Relief of the Orphans of the City of London.
And then the House adjourned till To-morrow Morning, Nine of the Clock.
