Prayers.

Privilege.

A COMPLAINT being made to the House, That Roderick Powell, a menial Servant to Francis Lloyd, Esquire, a Member of this House, was arrested by Henry Williams and Daniell Price, in Breach of the Privilege of this House;

Ordered, That the said Henry Williams and Daniell Price be sent for in Custody of the Serjeant at Arms attending this House, for the said Breach of Privilege.

Cruisers and Convoys.

A Petition of divers Merchants and Owners of Ships of the City of London, was presented to the House, and read; setting forth, That, during the present war with France, they had suffered considerable Losses in their Trading, in the Instances following; viz.

1st, By the Enemy's taking above. Fifteen hundred Sail of Ships, the Value computed at Three Millions of Money:

Secondly, By the pressing Seamen out of the Ships homeward-bound, before their Arrival at the Ports of Discharge:

Thirdly, By plundering their Ships, when retaken by their Majesties Men of War, to Twenty, Thirty, and Fifty per Cent.:

Fourthly, By long Detention of Ships in the West Indies and Ireland; whereby many of the Seamen have died, and the Ships come home half-manned, and thereby become a Prey to the Enemy:

Fifthly, By Embargoes after the Royal Fleet is out, and necessitating Traffic to be driven in the Winter.

All which Losses and Discouragements might have been prevented, as the Petitioners conceive, if sufficient Squadrons had been appointed to cruise off the Head Lands in the Chanel; and Commissioners appointed in the respective Ports, to keep the Men of War to their Duty.

And praying Relief in the Premises.

Resolved, That the Examination of the said Petition be referred to a Committee: And that they do report the Matter thereof to the House.

Lee, Mr. Foley, Mr. Lewes, Mr. Harley, Mr. Arnold, Mr. Wharton, Mr. Wilmott, Mr. Norris, Mr. Chancellor of Exchequer, Mr. Glemham, Sir Robert Rich, Mr. Jeffryes, Mr. Brewer, and all the Members that serve for the Sea Ports and Cinque Ports: And they are to meet this Afternoon at Four a Clock, in the Speaker's Chamber: And are impowered to send for such Persons, . . they shall conceive necessary.

Then the monthly Account of the Disposition of the Ships for the Guard of the Coast and Trade, delivered in by the Commissioners of the Admiralty Yesterday, being read;

Ordered, That the Consideration of the said Account be also referred to the said Committee.

Transport Service.

The Commissioners for Transportation presented to the House an Abstract of their Proceedings; and Copies of several Orders and Letters to which the same referred:

And being withdrawn;

The said Abstract was read.

Resolved, That the Examination of the said Papers be referred to a Committee: And that they do report the Matter thereof to the House.

Ordered, That the Commissioners for Transportation do attend the said Committee from time to time: And that the said Committee be impowered to send for Persons, Papers, and Records.

Papers relating to Naval Affairs.

Ordered, That the Examination of the several Papers presented to the House on Saturday last, from the Commissioners of the Admiralty, touching the Descent; and also the Account of the Proceedings of the Fleet after the Victory at Sea, presented to the House on Saturday last; be likewise referred to the said Committee: And that Admiral Russell be added to the said Committee: And that he do produce to the said Committee all his Orders, Instructions, and Papers, relating to the Descent.

Treaties and Alliances.

The House being informed, that a Messenger attended from the Earl of Nottingham, with the Alliances;

The Messenger was called in; and delivered several original Treaties and Alliances in to the House.

Several of which being in Latin and French;

And the Messenger being withdrawn;

Resolved, That the said several Treaties and Alliances be referred to a Committee; to translate the same: And that the Committee do also prepare Abstracts thereof for the Service of the House.

East India Company.

Resolved, That this House will, To-morrow Morning at Ten a Clock, take into Consideration the Matter relating to the East India Company.

And then the House adjourned till To-morrow Morning, Nine a Clock.
