Prayers.

University Charters.

A BILL for Confirmation of the Charters of the Two Universities, and their Liberties and Privileges, was read the First time.

Resolved, That the Bill be read a Second time.

Privilege-Petition from a Person in Custody.

A Petition of John Whitrow, late Mayor of Dartmouth, was read; setting forth, That, being deeply sensible of the Displeasure he had deserved from this House; and being heartily sorry for the same, and for making any Freemen after the Teste of the Writ for a late Election of a Member to serve in this present Parliament: And begging the Pardon of the House; and that he may be discharged out of Custody.

Ordered, That the said John Whitrow be discharged, paying his Fees.

And he was brought to the Bar of the House by the Serjeant at Arms; and reproved by Mr. Speaker, for his disorderly Making of Freemen after the Teste of the Writ for electing a Burgess there; and discharged accordingly.

Supply Bill; Collecting Revenue.

A Bill to prevent Doubts and Disputes in the collecting their Majesties Revenue, was read the First Time; and ordered a Second Reading To-morrow Morning.

Mitchell Election.

Ordered, That the Report from the Committee of Privileges, touching the Election of a Burgess for Mitchell in the County of Cornwall, be made upon Saturday Morning next, at Ten of the Clock.

De lay of Dorchester Writ.

The House being acquainted, That the late Under Sheriff of the County of Dorsett, and the present Under Sheriff, attended at the Door, according to an Order made Yesterday;

They were called in; and examined at the Bar concerning the Issuing of a Precept for electing a Burgess for the Borough of Dorchester, in the room of Mr. Napier lately deceased.

And, having given an Account thereof, they withdrew.

Ordered, That the Mayor of Dorchester doth forthwith proceed to execute the Precept sent him by the late Sheriff, for the Electing of a Burgess for that Borough.

Supply Bill Land Tax.

Then the House resolved into a Committee of the whole House, to proceed in the further Consideration of the Bill for granting an Aid to their Majesties of Two Shillings in the Pound for one Year.

Mr. Speaker left the Chair.

Mr. Solicitor General took the Chair of the Committee.

Mr. Speaker resumed the Chair.

Mr. Solicitor General reports from the Committee of the whole House, That they had made a further Progress in the said Bill: And that they had directed him to move the House, That the Committee may sit again To-morrow Morning.

Resolved, That the House do, To-morrow Morning at Ten of the Clock, resolve itself into a Committee of the whole House, to proceed in the further Consideration of the said Bill.

Punishing Mutiny and Desertion.

Ordered, That the Committee to whom the ingrossed Bill, sent down from the Lords, intituled An Act for punishing Officers or Soldiers who shall mutiny or desert their Majesties Service, and for punishing false Musters, was referred, be revived; and do meet To-morrow Morning at Eight of the Clock: And that Colonel Babington, Mr. White, Colonel Greenvile, Mr. Freke, Sir John Doyly, Mr. Thomson, Sir Ralph Dutton, Mr. H. Herbert, Mr. Hobby, Mr. Colt, Sir Edw. Norris, Mr. Thornhaugh, Mr. Palmes, Mr. Bockland, Mr. Baulkly, be added to the said Committee.

Reversing Armstrong's Attainder.

Ordered, That Mr. Comptroller, Lord Colchester, Colonel Talmatch, Mr. Row, be added to the Committee to whom the Bill for reversing the Attainder of Sir Tho. Armstrong was referred.
