SIR Geo. Moore offereth a new Bill, touching the Abuses of the Marshalsea: Protesteth, he meant not to cross the Bill in the House, but merely desired a Reformation of the Abuses.

Fens.

The Counsel for the Bill of Fens doth attend to be heard. Mr. Gerrard, against the Bill; Mr. Finch, for the Bill.

Mr. Gerrard beginneth; and not generally against the Bill, but to exempt some Grounds, that are more valuable now, than they can be made by draining, to the Owner, Commoner, and the Commonwealth, and Poor.

The Counsel retired.

Aut haec in nostros fabricata, est machina muros,

Whether, 1. Possible: 2. Profitable: 3. If profitable, whether, in proportion, fit for private Gain, or rather for public Gain.

Mr. Wallys, - against the Bill: Saith, that he hath been threatened to be complained on to the King: That the Adversaries to the Bill can have no Counsel to plead for them: Saith, he will justify whatsoever hath been done.

Sir Oliver Cromwell: - That the Commissioners of one Country may not tax another Country; if so, a very dangerous Bill. - Justifies his former Speech in the House.

Sir William Twysden: - Question, whether the Bill be just. - That he would have held the same Rules, as are in Rumney Marsh, in his Country. -
