Treasury order to the Customs Commissioners to observe (a) infra.
Prefixing : (a) Order of the King in Council, dated Kensington, Dec. 10 inst., that the ships and number of seamen allowed to sail to Virginia, Maryland, Barbados, Jamaica, New England and other his Majesty's Plantations, by Order of Council of Nov. 15 last and by subsequent Orders of Council, be so permitted to sail accordingly, provided always that all such ships bound thither from any ports between Falmouth and the Thames do sail with their respective convoys and that all other ships do go out with the first opportunity of wind and weather ; and provided also that the masters and some of the owners of each ship shall have first delivered to the Customs Commissioners a true list of the mariners on board and shall have given bond for their ships' going to the ports for which they clear ; and that those appointed to go with convoy shall return with said convoy ; and that upon their arrival in England the said number of mariners shall be delivered over to the Admiralty Lords or their appointees to receive them for their Majesties' service ; the accidents of the sea, death and sickness only excepted ; and also that they carry landsmen [to the amount of] one fifth [of their complement].

Treasury reference to Mr. Smith of the petition of John Craster, shewing that his father, Edmund Craster, was sheriff of Northumberland in 1682 and 1683, and for defect of passing his accounts his lands were seized by process and 18l. 6s. 0d. was levied thereon by Sir Mark Milbanck, late sheriff of said county ; therefore praying an order to the Treasurer's Remembrancer and the Clerk of the Pipe to allow said sum "upon his account, and paying into the Exchequer the sum of 242l. 1s. 2d., the sum remaining due." Dec. 12. William Jephson to the Auditor of the Receipt to issue 15,000l. to the Earl of Ranelagh out of the loans on the Twelve Months' Aid. (Same to said Earl to immediately pay same to Sir Joseph Herne, "the value being remitted by him to the Duke of Savoy, pursuant to the King's pleasure" signified by Secretary the Earl of Nottingham.) Same to Mr. Kien. The Treasury Lords have given public notice that the King will receive proposals on the 17th inst. for clothing certain Regiments of Foot according to such patterns of every species [of clothing] as should be shown at the Treasury Chambers every day before the said 17th inst. William Jephson to the Commissioners for Sick and Wounded. My Lords have laid before the King your presentment of the 5th inst. concerning 160 Irish prisoners in the Marshalsea. The King declared he would allow 12d. a day to each thereof who were officers and 6d. a day to the rest ; to commence from the 6th inst. You are to take care that same be paid accordingly. Same to Mr. Blathwayt [as Secretary to the Forces] to prepare a royal warrant, for the King's signature, to authorise Charles Fox and Thomas Coningsby to pay 150l. to Mr. Pereira and Mr. Bridges to be immediately applied by them to satisfy a bill of exchange drawn on them by Mr. Buckle for that sum payable to Mr. Rascow for oats supplied by Mr. Christopher Nowell to said Buckle for the use of the Forces in Ireland. Ibid.
Same to same for a like warrant to authorise said Fox and Coningsby to pay 200l. to the Commissioners for Sick and Wounded for the relief of the [abovesaid] Irish prisoners come from Cork, "the said money being put into their hands" for said purpose. Ibid, p. 421.
Same to the Customs Commissioners, enclosing the Earl of Melville's memorial [missing] concerning his goods arrived from Scotland. Send an officer to his house to open same and take the Customs on such as are customable, provided none be imported contrary to the Act prohibiting trade with France. Ibid.
Treasury reference to William Harbord [Surveyor General of Crown Lands] of the petition of Fra. Dickens, woodward of New Forest, for a lease of a tenement called Pondhead in said forest, which he has purchased of three successive wardens of the forest, whereby he has paid as much as the fee simple of the said inheritance is worth. Barker and others, shewing that they freighted at Stockholm the ship Emaus, Christopher Johnson master, 70 tons, to bring their effects (deal boards and other wooden ware), the same being freighted as a Swedish built ship, but same is now seized under the Navigation Act and appraised at 270l. : therefore praying remission of the King's part of said seizure, [such part] "being 90l., they satisfying the officer that seized." Treasury warrant to the Wine Licence Commissioners to suspend proceedings till further order against Joseph Goulding for selling wine at Hull without licence from said Commissioners, whereupon judgment has been obtained and execution has been had and levied thereon by the sheriff. [?] Treasury subscription for the execution of a warrant, dated Dec. 10 inst., from the Earl of Dorset [Lord Chamberlain of the Household] to Sir Francis Lawley, bart., Master and Treasurer of the Jewel House, to prepare and deliver to the King's Serjeant Trumpeter (for his Majesty's expedition into Holland) three new silver trumpets of the same fashion and proportion as the rest of the King's Trumpet[er]s have ; to replace the three which have been lost in Ireland and elsewhere. Treasury warrant to Benj. Overton, esq., Warden of the Mint, Thomas Neale, esq., Master and Worker of same, James Hoare, Comptroller of same, and the rest of the officers of the Mint, to buy silver to the value of 600l. and to coin same into current coins of this realm and to pay same to Henry Harris, gent., their Majesties' engraver, as in part of 1,266l. 1s. 7d. for making and engraving several seals and presses for their Majesties' use for several offices and officers in England, Ireland and the Plantations and for the silver for said seals. Treasury warrant to same to alter on the establishment the salary of Capt. Thomas Jenkinson, commander of the Downs smack [the Customs smack in the Downs], and his men, and to make same payable in future at Bristol instead of on the establishment of Dover port, the said smack having been ordered to Bristol for the better guard of the Severn and Jenkinson having complained that besides the trouble he is at in getting his salary and incidents from Dover for himself and his men he cannot have timely remittances for same under 2s. in the £ ; and the collector of Bristol port having proposed that it is necessary for the service that said smack be continued there. Same to the Receipt for tallies of pro on the Hereditary Excise arising within London etc. for 250l. to John, Earl of Bath, for 1688, Michaelmas quarter, on the annuity of 1,000l. granted 1673, June 19, to him and Francis, Lord Hawley (now deceased), for 99 years, terminable on the life of Frances, Duchess of Richmond and Lennox. By their memorial of the 9th inst. to the Treasury, the Customs Commissioners propose that the unappropriated fourth part of the Customs may be applied as follows : (1) to the payment of quarterly salary book and incidents and necessary imprests of London port ; (2) to the payment of patent officers' salaries [in the outports] ; (3) to the payment of such other sums as do not immediately relate to this [the Customs] service, but are or shall be directed by the Treasury Lords' warrant ; and that the remainder, after discharge of the above for the present quarter, may be kept apart in the Customs Cashier's hands for defraying the necessary expense of management [of the Customs] for the succeeding quarter.
The Treasury Lords have agreed thereto and direct you to observe same.
