Prefixing : (a) Order of the King in Council, dated
Whitehall, Nov. 15 inst. Upon consideration of
the state of the several trades the King has thought
fit to regulate the number of seamen allowed to go
out this year, as in part relaxation of the embargo
imposed by Order in Council, Sept. 18 last. It is
hereby ordered that the several ships and number of
seamen in the list annexed hereto be allowed to go
out [? from London port] with their convoys to the
Plantations, East Indies, Africa and to the several
ports of Spain and Portugal therein expressed under
the same conditions and limitations as formerly. If
any mariners beyond the said number attempt to sail,
the supernumerary men are to be taken out and
the ship is to be stopped, it being the King's pleasure
that in all other respects the former embargo be
continued till further order.
The list of ships is not appended, but only the following
note thereof : number of ships, 211 ; seamen, 2,749 ;
burthen, 29,810 tons. |

Appending : (a) Order of the King in Council, dated
Nov. 15, made upon a presentment of the 7th inst.
concerning a riot by the people of St. Ann's parish,
Padstow, Cornwall, about a vessel laden with
tobacco from Virginia, forced by stress upon that
coast, the master and mariners of which were
barbarously used by the rude multitude dispos[sess]ing
them of their ship and embezzling and plundering
the goods. Hereon the Council orders the Treasury
Lords to enquire and report. (b) The like Order
of like date made on the said Commissioners' presentment
of the 10th inst., desiring directions
concerning certain Dutch soldiers' wives and children
passing to and fro and also disbanded soldiers
coming out of Ireland, who were kept in several
ports and are still detained for want of passes.
Hereon the Council orders the Customs officers to
stop all private soldiers coming out of Ireland until
they shall be examined by Sir John Morgan or Sir
Geo. St. George or such as they shall appoint, and
meantime to allow them a competent maintenance
not exceeding 6d. a day : and as to the women
and children they are to be allowed freely to pass
unless there be some special cause to the contrary. |

representation to the Lords Justices concerning
the behaviour of the Duke of Wurtemberg's soldiers
