Oct. 21. William Jephson to the Customs Commissioners, enclosing a letter [missing] from the Admiralty and one [missing] from the Victualling Commissioners, desiring that the merchant ships bound to the West Indies with provisions for the Squadron of the King's ships there may sail without giving bond to go to a certain port and to return with the convoy : seeing that they must deliver the provisions to the Commander in Chief of the Squadron wherever he shall be. William Jephson to the Auditor of the Receipt to issue to Charles Fox and Thomas Coningsby the 1,300l. which Mark Wildbore will lend on credit of the 2s. Aid : same to be by them paid to said Wildbore to satisfy divers sums disbursed by him by order of the Commissioners for Transporting the Forces to Ireland ; being for hay, oats, bread, cheese, beer and advance money for shipping and in compensation for his services for the time he has been employed by the Navy Commissioners, or said Transport Commissioners or by any others for the two last summers' embarcation. Same to the Auditors of Imprests of the memorial of Mr. Russell, Treasurer of the Navy, shewing that according to the usual method of accounting in the Exchequer he is chargeable with all uncleared money paid on imprest to former Treasurers of the Navy : that he is ready to pass his accounts from 1689, April 4, the time of his admission to said office, to April 1 last, but is obstructed because preceding Treasurers have not passed their accounts further than 1680, Dec. 31 : therefore praying to be charged in his accounts with only such bills of imprest paid by former Treasurers [of the Navy] as have been cleared and discharged by petitioner [during the period of his said present account] and whereof he has allowance given him by the Navy Board : being the like favour as was granted by Lord Treasurer the Earl of Danby to Sir Edward Seymour. Prefixing : (a) Order of the King in Council, dated Whitehall, Oct. 23 inst., for the Customs officers in the several ports to permit all ships belonging to Ireland to return thither, on giving bond to go directly thither and to return directly to England or Wales, or on giving bond in Ireland to go to no other place than Flanders or other more northern parts of Europe or to such ports of Spain and Portugal not southwards from Cadiz, from which they shall oblige themselves to return to England or Ireland with their complement of seamen before the end of February next : no ships to sail from Ireland without giving such bond.

I have read to my Lords yours of the 7th inst., from Kilkenny, concerning the stating the account of the disbursements relating to the Danes or Dutch in their transportation from Scotland or the northern parts of England and desiring to know what to charge for the provisions on shipboard for a horse and man and what for a footman. In reply thereto I enclose as follows. As to your letter of the 14th inst. to Sir John Lowther, desiring to know whether you are to continue in your employment, the King has taken notice of your good behaviour in his service and will give an answer thereto next Wednesday. Appending : (a) Order, dated Whitehall, 1689-90, Jan. 14, by the Committee for the Affairs of Ireland, delivered to Mr. Robinson and Mr. Van Homrigh. The King having ordered Mr. Robt. Henley to despatch a provision of wheat, oats, brandy and spirits to Londonderry and Coleraine for the use of the Danish Horse and Foot to be quartered there, you are hereby to appoint agents at both the said places to receive and deliver out said provisions : the said agents are to take a certificate or receipt from the commanding officer concerned, for such deliveries, and said receipts are to be returned to William Harbord, Paymaster General of the Forces, so that he may make deductions for same : the said agents are to cause the wheat meal to be baked into bread and so to be delivered to the Danish Forces, keeping an account of the charge thereof.
(b) The like order, dated Kensington, 1690, April 8 (the King being present), directing that the Commissaries General of the Provisions in Ireland charge the bread, delivered to the Army in Ireland, at the same rate the King has agreed to pay Mr. Pereira for it : certifying Harbord as above.
