of the Office of Treasurer of the Chamber
the apothecary to our person has an allowance of
500l. per an. for salary and in lieu of bills. This
has been paid to 1691, Lady day, and no further.
It is our intention to have two apothecaries to
our person, viz. Abraham Rottermondt with 115l.
per an. for salary, 52l. per an. for lodging out of
Court and 205l. 5s. 0d. for physic for our person in
lieu of bills. This total of 372l. 5s. 0d. per an.,
together with 127l. 15s. 0d. per an. payable to him
by the Cofferer of the Household, will make up
his allowance to 500l. per an. James Chase, the
other like apothecary, is to have 115l. for salary,
52l. for lodging out of Court and 160l. per an. for
sweets etc. to be provided by him, making 327l.
per an. in all. This total establishment of 699l. 5s. 0d.
per an. on the Chamber is hereby to take the place
of the said former establishment of 500l. per an.,
the allowance to Rottermondt to commence from
1688-9, Mar. 20, and the balance thereon to date
is to be paid him forthwith after deduction of 80l.
which he received as Apothecary to the Household.
Chase's allowances are to commence from 1691,
Lady day ; and he is further to be forthwith paid
127l. 15s. 0d. for board wages for one year to 1692,

Prefixing : (a) said Duchess's petition, ut supra, p. 1925,
shewing that as executrix of her husband, who was
executor of Henry, Earl of Arlington, she is entitled
to three parts in four of the Park of Havering, co.
Essex, for 22 years from 1696, under the rent of
150. per an. under a grant from the late Queen
Mother's Trustees dated 1665, June 29 : the reversion
is in the Crown : the said rent of 150l. is a new
creation and no part of the ancient Crown rent,
the premises out of which it is reserved being but
lately a park and used as such. |
(b) William Tailer's report thereon. The manor
and park of Havering were granted 1619, Oct. 15,
under the seal of the Duchy of Lancaster to Sir
Henry Hobart et al. for 99 years. This term was
afterwards assigned to Henry, Earl of St. Albans,
et al., as trustees to Queen Henrietta Maria, who
by lease dated 1662, May, granted to the Bishop
of Exeter three fourths of the said park for 21 years,
the other fourth being assigned to the Earl of
Lindsey for his claim of the inheritance of the
keepership of the park, and a reversion of 13 years
therein was granted 1663 to Eliz. Gawden, relict
of said Bishop. By indenture of 1665, June 29.
the Queen Mother's Trustees (under a warrant of
Charles II) granted the remainder of said 99 years'
term to Henry, Earl of Arlington, at 150l. per an.
rent. Hereof there are 25 years in being at Lady
day next. The premises are in jointure to the
Queen Dowager. By an entry in the book of sales
made by the Parliament in 1650 the whole park
was then valued at 350l. per an. over and above the
reprise for the Earl of Lindsey's keepership. The
same entry mentions a lease in 1626, June 30, by
Charles I to the Countess of Oxford of the herbage
and pannage for 31 years. The premises were
inserted in the Queen Dowager's jointure at the
value of the 150l. reserve rent only. They are
now disparked and the present tenant hath much
impaired the land by frequent ploughing : yet the
three fourth parts now desired are acknowledged
to be worth 400l. per an. At that rate the reversion
desired may be worth 1,750l., being seven years'
purchase of the 150l. per an. If conveyed as
desired by petitioner it is worth 13 years' purchase
or 3,700l. |

Whitehall, Dec. 22 inst., made on a report of the
21st inst. from the Admiralty Lords, shewing that
they have considered the Customs Commissioners'
report [supra, pp. 1933-8] of the numbers of [seamen]
already gone out this year on the several trades
and what numbers are further allowed or proposed
by them for each trade : and that they the Admiralty
Lords, approve thereof to a total of 853 men to be
permitted for the Virginia trade : but as to those
proposed for the Jamaica and Barbados and New
England trades they do not approve thereof, in
regard of the timely manning of the Fleet. Hereon
the King orders that the Treasury Lords give directions
accordingly. |
