desolation which the late war has brought upon
that kingdom and in a particular manner upon the
clergy and their livings, so that to demand the

so waste and the houses so ruined that the income

allowed by the officers of the Army to Dec., 1691,

Receivers General do take credit upon their account
with the Crown for all sums for which Exchequer
acquittances shall be by them issued upon the
certificates of the said Commissioners of Accounts,
to be charged to the accounts of the respective
Regiments indebted ; and that the said certificates
(endorsed by the collectors delivering up same)
shall be a sufficient voucher to the Paymasters
General of the Forces, Ireland, and to the Auditors
in passing said Paymasters' accounts : all by reason
that the Revenue Commissioners, Ireland, have
represented to the Treasury Lords that the Proclamations
of [1690] Nov. 14, and 1690-1, Jan. 27, which
were set forth by the late Lords Justices for giving
credit to the Army in their quarters have been very
useful for the public service so intended and that
great part of the Army (though in a time of difficulty
and of general scarcity of provisions) hath been
supported and subsisted by the inhabitants of that
kingdom in their respective quarters even to the
exhausting their ready money as well as all the
produce of their lands, and that this fell chiefly on
those who were to pay the Inland Excise and on
tenants of forfeited lands, and so did unavoidably
occasion a full stop in the collecting those branches
of the revenue ; for which reason the said Lords
Justices and the Baron de Ginkell, Commander-in-Chief
of the Forces there, did by Proclamation of
1691, Dec. 3, engage that the several collectors of
the revenue should allow and give discharges to all
such persons as were in arrear for Excise or other
revenue for the sums appearing by bills certified
by the Commissioners for stating the Accounts of
the Army, and that the collectors should receive
Exchequer acquittances for such allowances : it
being further the opinion of the Revenue Commissioners
that it were best to grant allowances only
out of the said branches of the revenue, viz. out of
rents of forfeited lands to 1691, Nov. 1, and out
of Excise to 1691, Dec. 25, as the inconveniences
and hardships had fallen chiefly on those who were
to pay same. |

The Treasury Lords to Col. Codrington, Governor of
the Leeward Islands. It may be necessary for you
to press or hire shipping to transport the Land
Forces that shall arrive in the West Indies
with their provisions, ammunition and stores of
war in the Expedition against the French. A
considerable expense may arise thereupon. Upon
drawing bills, to be attested by you, on the Treasurer
of the Navy for such sums care shall be taken for
their payment.
Further, the Commissary of the Land Forces may
have occasion to supply the officers and soldiers
under his care with their subsistence. We desire
you to procure him such credit as may enable him
to allow them so much as (together with what they
shall receive in provisions) shall complete their
ordinary subsistence according to the muster rolls
last taken and according to the Regulation here
enclosed. The Commissary is to draw bills on the
Paymaster General of the Forces, England, and you
