Ekins, shewing that he fitted out a privateer at his own charge under a commission from the King as Admiral of Holland ; and did seize a French ship upon the Isle of Scilly long before the war between England and France and would have carried her to the Brill but was hindered by the Governor of Scilly, who has since put the Customs officers on board and seized the cargo before the war was proclaimed here : therefore praying that said seizure may be taken off and he permitted to carry said ship to the Brill. June 18. Royal warrant to the Earl of Ranelagh [Paymaster of the Forces] to pay 500l. to Col. Antho. Monroe ; the King being pleased to allow same as levy money for raising 500 recruits for the Royal Regiment of Foot ; being at the rate of 20s. per man.
Likewise to pay 412l. 19s. 0d. to George Lewis for pay due to him as Captain and to the under officers and soldiers of a Foot Company which he has maintained in Chepstow Castle for the King's service from Dec. 10 to May 4 last, from which latter date the said Company is to be disbanded.

Royal warrant to the Attorney General for a great seal for a grant to Major John Wildman of the office of Postmaster General, with all powers, profits etc. thereto, reserving and excepting to the Crown all duties and sums payable for the postage of letters and pacquets over and above the necessary expenses for the managing said Office : with power to regulate or settle posts to any our Foreign Plantations and with other powers, detailed, touching "the General Letter Office or Post Office or the office of our Postmaster General, comprehending therein the business and profits of the Office commonly called the Penny Post Office" : he to observe all orders under the royal sign manual and the directions of the Treasury Lords : with the salary of 1,500l. per an. payable quarterly during pleasure as from Lady day last. June 20. Privy seal for payment of the patent salaries of customers and other Customs officers entitled for life by patent from Charles II : a doubt having arisen whether the Customs revenue [as new granted to the present King] will be chargeable with the payment of such salaries without a fresh authorisation as herein. Money warrant for 50l. to the Treasurer of King Charles I's Hospital in Westminster for one year to Christmas last on the annuity for the children thereof : and 50l. to the churchwardens of St. Margaret's, Westminster, for same on same for the poor thereof. The Treasury Lords to the Lord Mayor of London and the Commissioners for assessing the Poll. We are informed that the assessors in London city have not pursued the directions of the Act for the Poll. We desire you to examine the several persons chargeable and to set such rates upon every person in their respective Wards as accord with the Act, so that his Majesty's service may not be disappointed at a time of so great exigency for money. We think it not necessary to descend to particulars, but leave the whole to your care, being so sensible of your zeal in this matter. Ibid, p. 48.

Same to Sir George Treby, Attorney General, of the petition of Stephen Warner, shewing that one Grenhill of the manor of Kennington in 1671 surrendered to the King a house and nine acres of land [? and obtained a re-grant thereof] "to his son" ; that one Jonathan Smith and Sarah, the executrix of the said Greenhill, confederating with Mr. Peasley, the King's steward of that manor, have raised the said surrender and made it 15 acres "and which was the possession of the petitioner" ; that petitioner preferred an information against them in the Crown Office, where they obtained a noli prosequi : therefore prays to be restored to his possession and that his Majesty may not be cheated and his lands not concealed. Treasury reference to Sir George Treby, Attorney General, of the petition of John Stone, shewing that there is a revenue belonging to the Crown in the wapentake of Wirksworth which Charles II leased for 146l. 13s. 4d. per an. ; which lease is almost expired and is part of the Queen Dowager's jointure, whose Trustees have made two leases thereof, one to Freeman for 31 years, the other to Prows for 40 years in successive reversion : that the King being [thereby] deceived in his grant it is void in law : therefore petitioner prays a grant of the premises, being willing to pay 353l. 6s. 8d. per an. besides the said rent of 146l. 13s. 4d. to the Queen Dowager for life. Appending : (a) extract from a letter, dated June 24 inst. from one of the Commissioners of the Poll in Suffolk. "I have now finished the [assessing for the] Poll Act and have been strickt in it and hope 'tis as much as can be made in the Hundred of Hoxton [Hoxne], for there is not a parson either for his living as a gent, but is assessed, which is not done in Norfolk nor in some part of Suffolk [where] they only pay their shilling. I hear that in Norfolk they which hath above 140l. a year in two benefices pays only a shilling. So I am blamed mightily for being so strickt for they say the Parliament did only charge the dignified clergy and not them, which I am apt to believe they intended them no such kindness. If there were a review of the Poll in some places there would be a great sum gathered more than 'tis now made of it." Please ask some lawyer of the House [of Commons] whether they excused the parsons or ought they to pay under the title of gentlemen, "which they all repute themselves so, as Masters of Arts." If they be not taxed there will be much money lost. Here in Suffolk some have respited the assessing till they know what others do.
