May 21. Treasury warrant to Mr. Fox [Customs Cashier] to pay Thomas Langley, late searcher of Ipswich, 22l. for his salary of 8l. per an. from 1683, Sept. 29, to 1686, June 24, when he was dismissed. Money Book X, p. 20.

Same to same to permit Francois Baudouin, Sieur Desprize, to enter his goods on payment of aliens' duties and without exacting the French Tunnage duty : he being one of the persecuted Protestants in France and having got his effects (brandy, wine, oil and salt) out of France with great hazard in the Peter, a Dutch-built vessel of 140 tons, manned with Hamburgers, which arrived at Plymouth Mar. 26 last : he having taken a house at Plymouth and is settled there with his family and is obtaining his naturalization, relying on the King's declaration of protection for French Protestants flying hither for refuge : the seizure of said goods being due to their importation in an unfree bottom. Treasury reference to the Surveyor General of Crown Lands of the petition of Bernard Greenvile, esq., shewing that 300l. per an. is fallen to him by the death of the Duke of Albemarle, being the Crown rent paid for Mote Park, near Windsor, "and the value of the land being nigh as much more worth per an.," prays an increase of rent or to have possession of the land to dispose to his best advantage ; also for payment of last Lady day's half year's rent thereof. Treasury reference to the Exchequer Auditor for North Wales of the petition of Roger Whitley, junr., shewing that the offices of Receiver General of Crown Revenues in North Wales were granted to petitioner's brother during pleasure in reversion after Maurice Wynne, who held for life ; that said brother enjoyed same till the death of Charles II ; that same were granted to Ralph Whitley, petitioner's uncle, in reversion for life and to petitioner in reversion for life and by the late King [James II] were granted to Godfrey Harcourt during pleasure," which grant is determined : therefore petitioner prays to be admitted to said office according to his patent. May 21. Treasury approval of the schedule, detailed, of fees to be taken for the [surety] bonds of the Receivers General of the Poll money. Warrants not Relating to Money XIII, p. 22.
Treasury warrant to the Clerk of the Pipe for a lease to James Gibbons, esq., Clerk of the Robes and Wardrobes, of a house erected by him within the circuit of Whitehall Palace abutting east on Little Scotland Yard and south on the office of the Treasurer of the Chamber and west on the house in the tenure of Thomas Neale and north on a small piece of land in the occupancy of John Chace, apothecary : and of a small piece of land 14½ feet by 6½ feet wide adjoining thereto. The present lease to be for 31 years at 6s. 8d. per an. rent in consideration of said Gibbons having spent 300l. in building said house, which is a small brick tenement : but with a clause of resumption on the Crown's paying said 300l.
Prefixing : constat of the premises and memorandum by the Surveyor General. Sir Christopher Wren thinks it convenient to include the said small piece of land in this lease as it is at present a void corner and noisome to the Court, being generally filled with dirt and filth, which Gibbons is content to be at the charge of enclosing for the future benefit of the Crown.

Treasury order for the execution of a warrant dated May 16 inst. from the Earl of Dorset to the Master of the Jewel House to prepare and deliver to John Warner, master of the King's barges, 49 pair of badges of silver gilt for himself and 48 watermen : same to be of the same weight as formerly ; each pair of badges not to exceed the weight of 50 ounces ; "to be made of the following fashion, viz. the Rose and Crown gilt and made as heretofore with the letters W and R on each side the Rose and Crown, to be worn upon the breast and upon the back of the liveries of the said watermen." May 22. Royal warrant to the Earl of Ranelagh to attend the Commissioners appointed to examine the State and Condition of the Forces and for Regulating the same and to issue and apply for and towards clearing the pay of the Forces and the contingencies thereof the 50,000l. [sic for 500,000l.] issued [supra, p. 88] to said Earl for the services of the Forces : same to be issued according to such orders as shall be given in writing by the said Commissioners. King's Warrant Book XIV, p. 91.
Same to the Attorney or Solicitor General for a great seal for a grant to Giles Lytcott, esq., of the office of Comptroller General of the Accounts of the Customs, which office he has for many years faithfully executed : with the salary of 1,000l. per an. : and with a place [seat] in the Custom House, London port : he to deliver at Michaelmas every year an account of the revenue of the Customs, distinguishing each branch thereof and the debit of every receiver, collector and sub-collector thereof and the moneys due on bonds and the defalcations for incidents, charges, debentures [for drawback] and certificates (for discounts, damage and over entry). John Birch, another like Commissioner ; 3,082l. 19s. 8d. paid to several tradesmen and others who furnished the said army with clothes and accoutrements ; 360l. 15s. 8d. paid for sundry extraordinary charges relating thereto ; 42l. 5s. 8d. paid to George Blackburne for corresponding with persons deputed to disband part of said Forces in the remote parts of the kingdom ; 62l. 10s. 0d. paid to Thomas Corbyn for examining the accounts of Lemuel Kingdon and others in the out-districts ; 20l. paid to William Jones, deputed with others to disband the Forces in the Isle of Wight ; 38,291l. 18s. 6d. remitted upon bills of exchange drawn by several persons deputed by him and the other Commissioners for the disbandment of Forces quartered in several remote parts of the kingdom or paid here in London to several of the officers of such Forces, which sum is to be set in super on the deputy-commissioners concerned therein ; 1,716l. 13s. 4d. to the said Commissioners for their pains and charges, being 2d. in the £ on their issues.
The said accounts have been examined by a Committee of the House of Commons, before which sundry vouchers were produced, though not so regular as by the course of the Exchequer is required "for that the soldiers of many Companies would not trust their officers to receive their money for them, but would every man for himself receive what was due to him ; and to have taken an acquittance from every soldier for those small sums which remained due to each of them after their landlords were paid for their quarters would have been very tedious, and (as by them is alleged) would have increased the charge by keeping the army much longer undisbanded ; the substance whereof was reported to the Committee, who seemed well satisfied therewith." The abovecraved allowances are hereby to be made and the said Gerrard, Whitley and Birch are hereby to render their several accounts of the sums so as above paid to them. Further, the [abovesaid] allowance of 2d. per £ on their issues is hereby to be made to said Commissioners not only on the said 100,000l., but also on any other sum actually raised under the said Act and for the payment whereof the said Commissioners have signed debentures.

Privy seal authorising the Justices of the King's Bench to make an allowance to prosecutors of divers offences against the laws of the realm up to the maximum of one third of the fines, recoveries or forfeitures recovered and received to the King's use thereon : all by reason that a great cause of the slackness of the prosecution against such offenders is that after the prosecutors have procured indictments, presentments, actions of debt, informations and scire facias to be awarded they have no recompense for their pains and charges therein : most of which offences are properly to be prosecuted in the King's Bench : the Attorney General to certify as to the prosecutor's charges and travail : the King's Coroner and Attorney of the said Court to enter such allowances on the rolls of the King's Bench Court amongst the entries of the fines of the Court and so to be extracted into the Exchequer, together with the extract of the said fines and amercements. Same to authorise the non-prosecution, discharge and cancellation of coast bonds in cases where ships shall be driven into outports or foreign countries by extreme force of winds, tempests or weather or other necessity contrary to the wills and minds of the owners or masters thereof and there unladen : all as a merciful provision to avoid the utter undoing of divers of the King's subjects and other strangers using the traffic of merchandise within these dominions : affidavit to be made as to the said cause and certificate to be given by the Customs Comptroller that the Customs on such lading for which such bond is given have been paid and discharged in some port of England or Wales.
