Royal warrant to the Attorney General to [remit or] acknowledge satisfaction on the record of the fine of 500 marks set at the Sessions House at the Old Bailey on John Lowthorp, clerk, on Sept. 4 last for a misdemeanour in writing, printing and publishing a book entitled "A letter to the Bishop of Sarum, being an answer to his Lordship's Pastoral Letter," until which fine was paid he was to continue a prisoner : he having petitioned shewing that his health and estate cannot support him under so strait imprisonment and it being the King's pleasure to discharge him of said fine and imprisonment. William Jephson to Mr. Harbord and Sir Christopher Wren to report on the enclosed papers [missing], viz. report to the Treasury by Sir Samuel Moreland and four other papers concerning the mill and engine at Windsor : there being some proposals offered to my Lords by said Moreland for regulating matters for the future to the best advantage in respect to said mill. Treasury reference to the Surveyor General of Crown Lands of the petition of Jo[h]n Rooke, shewing that he has had a plat of ground called Bradninch in Exeter, parcel of the Duchy of Cornwall, but since converted into seven tenements ; that three years since the Treasury Lords granted him a warrant for renewal of his lease at 22l. per an. rent (which was formerly but 15l. per an.) and 150l. fine, but by reason of the times he could not proceed therein ; that one Roger Andrews, one of petitioner's under tenants in one of the said houses, having no other right than a limited term of years, has clandestinely suggested manifest fatuities to the Treasury Lords without petitioner's consent : therefore petitioner prays a renewal of said warrant for a new lease. Slaughter [Sloughter], Governor of that place, with sums of money amounting to 2,300l. per an. for the garrison there [New York] : therefore praying [payment of] 1,000l. and tallies for 1,000l. more. William Jephson to the Earl of Ranelagh. On Jan. 23 last, supra, p. 991, I desired you to assign tallies to Sir Stephen Evance for 10,000l. (part of 45,000l. lent by you on East India goods duties and intended for the Duke of Savoy) in return for bills of exchange for 10,000l. payable to said Duke. My Lords are to-day informed by Sir Joseph Herne that he has received a letter from the President de la Tour, Envoy from the said Duke, in which he desires the dispatch of the said bills, the same being for the months of January and February. Sir Joseph has proposed to my Lords to send bills for the return of the said money accordingly. They therefore desire you to deliver and assign the tallies and orders for 10,000l. to him "with the interest growing due or to be due upon such orders, the same interest by the assignment to Sir Joseph to take effect and commence from the day of making the assignment and not sooner ; taking care that the immediate interest grown due between that day and the dates of the orders be surcharged in your account for their Majesties' benefit." At the same time you are to take Sir Joseph's obligation "purporting the receipt of the said tallies and orders and to procure from the said Duke of Savoy or his said Envoy a receipt of the said money or a procuration to some person authorising him to give a discharge ; otherwise to re-deliver and re-assign the aforesaid tallies and orders again to you." This obligation is to be returned to Sir Joseph on his delivery of such receipt as above or on his re-assigning the tallies as above. (This letter was cancelled and re-written with the omission of the passage in italics as above.) Disposition Book IX, pp. 69-70.
Same to Mr. Sotherne [Secretary to the Admiralty], enclosing papers [missing] touching a complaint against Francis Hilsley, Lieutenant of the Albemarle, for beating the Custom House officers on board the Chandois from India. Please desire the Admiralty Lords to give a speedy redress herein, otherwise the officers of the Customs will be under great discouragement. Out Letters (General) XII, p. 457.

Prefixing : Order of the Privy Council, dated Whitehall, Feb. 12 inst., for the Customs Commissioners to cause an embargo to be laid on all ships and vessels which were not cleared before Feb. 10 inst. in any port in England, Wales or Berwick, such vessels excepted as are employed in their Majesties' immediate service and such as trade coastwise and to Ireland, Jersey or Guernsey and excepted likewise foreign vessels navigated by foreigners only : this embargo to be continued till further order. Further, that the Customs officers in the several ports take bond of the masters of all ships sailing for Ireland to return directly into this kingdom and not to any other place whatsoever and that the Customs officers in Ireland do not permit any vessel to sail out of that kingdom before the master has given bond not to carry his vessel to any other parts than to England.

Treasury reference to Sir Robert Howard [Auditor of the Receipt] and Sir Christopher Wren of the petition of John Packer, praying a lease of the Star Chamber, to build a tenement there which he will either live in himself or put in an honest tenant. Reference Book VI, p. 296.
Same to Mr. Ryley of the petition of Sir Stephen Anderson, shewing that Charles II granted to the Duke of Norfolk 100 acres of wood ground called Braywood for 31 years at 2s. 8d. per an. ; that in Sept., 1684, said Duke assigned to one Garret, who mortgaged same to William Anderson for 600l., and the mortgage being forfeited, Garret assigned the equity of redemption to him ; that said Anderson is dead and petitioner is his executor, and being well entitled to the premises has set labourers to work there, but the Treasury Lords have forbid the workmen to proceed : therefore prays a revocation of said prohibition or else to be heard therein. Ibid.
Treasury warrant to the Excise Commissioners to permit several distillers within the weekly bills of mortality to distil the quantities of wash as follows, on their first obliging themselves [by bond] fairly to draw the low wines from the said wash in a workmanlike manner in the presence of an officer of the Excise and paying 2d. for every gallon of the low wines they shall so draw or extract from that wash ; and for the future not to receive any more wash from any brewers : all by reason that said distillers have petitioned, ut supra, pp. 984-5, shewing that the principal way of their trade hath for many years past been to distil aqua vitae and spirits from the settling of the brewers' worts, commonly called wash ; that Parliament has by an Act [2 Wm. and Mary, Sess. 2, c. 9], which passed the royal consent on Jan. 5 last, laid a duty of 12d. for every gallon of low wines of the first extraction drawn from brewers' wash, which is an utter prohibition of any future distilling from that commodity ; that petitioners, being under contract with several brewers for their wash, which they received before the passing of said Act, did procure the Excise gaugers to take an account as below of the wash they so had, and pray relief as to the said imposition on low wines to be drawn therefrom : which request the Excise Commissioners think equitable, computing that the 2d. per gallon of low wines will amount to 6d. per gallon of spirit made therefrom, which was the duty lately paid.
Appending : said account of said brewers' wash and tilts in the hands of 16 distillers, viz. Jo[h]n Freeman, Michaell Symonds, Osmond Smith, John Nicholls, Thomas Smith, William Mackley, Richard Linch, John Turner, William Ashton, John Tyms, Joseph How, Jo[h]n Feild, Jo[h]n Glemister, Jo[h]n Mill, Geo. Veale, Hen. Waller : said account being signed by Thomas Woodward and seven other Excise gaugers.

Treasury warrant to the Clerk of the Pipe for a lease to John Baron, esq., of the messuage and lands containing 140 acres, called Halhum's Court, alias Longbredy Farm, parcel of the manor of Ryme Extrinseca ; and of the messuage and lands called East Baglake, alias Dowerfeild, and the close called the North Grounds, parcel of said manor and containing 253 acres, formerly demised to Thomas Tynbury : all in the parish of Longbredy, co. Dorset, and lately in the occupation of John Hodder : all as demised to Nicolas Armorer, esq., by a great seal of 1661-2, Feb. 15, for 31 years, at the ancient rent of 6l. per an. and 74l. per an. de incremento and again demised 1670, Oct. 25, to Hertgill Baron for 21 years at 6l. per an. only. The present lease is to be for 20½ years from 1701, Michaelmas, at the old rent of 6l. and fine of 400l.

William Jephson to the Revenue Commissioners, Ireland, enclosing the Customs Commissioners' report [missing] of the 4th inst. touching Mr. Squire's tobacco. You are to discharge same if you have no objections thereto : otherwise you are to report to my Lords. Out Letters (Ireland) VI, p. 50.
Same to same, enclosing copy of an Order in Council concerning an embargo on ships [ut supra, p. 1016]. You are to see the same complied with. Ibid.
Feb. 14. [? 15]. Treasury allowance of the Excise Office salary bill, detailed, for 1690, Christmas quarter : total, 3,122l. 11s. 7d. "We approve hereof except the allowances of 500l. per an. and 80l. per an. to [Elias Ashmole] the Comptroller [of Excise], which we suspend till further order" [the said allowances being authorised respectively by privy seal and by Treasury warrant, being additional to his salary allowance of 740l. per an]. Feb. 14. William Jephson to the Auditor of the Receipt to issue (out of any disposable money in the Exchequer excepting the loans on the Twelve Months' Aid) 74l. 13s. 4d. to Dr. Sherlock ; 190l. 10s. 4d. to the Paymaster of the Works for Mr. Greenham for repairs in St. James's Park.
