July 12. Royal warrant to the Attorney or Solicitor General for a great seal to grant to Godfrey Harcourt during pleasure the office of Receiver of Crown Revenues for North Wales (viz. in cos. Anglesea, Carnarvon, Merioneth, Denbigh, Flint and Montgomery) [and in co. Chester]: all loco Thomas Whitley, thereto appointed 22 Car. II in reversion of Maurice Wynn (viz. the office of receiver of rents of all honors, castles, lordships, manors pertaining to the King by his Principality of North Wales etc., or in the survey of the Court of Augmentations and also the office of a Receiver of the Exchequer Court, to wit, of Receiver of the rents of all honors, castles etc., in the County Palatine of Chester, with the fee of 30l. and 10l. per an. and 20s. for the portage of each 100l.): it being the King's pleasure that said Whitley's grant be hereby determined. Same to the Navy Commissioners. In yours of the 21st ult. you desired the Lord Treasurer to pay three weeks' [Navy] money for paying off the Yards and Guardships. He has ordered same accordingly. In yours of yesterday you say that "Portsmouth Yard and Navy" remain unpaid and you desire three weeks' [Navy] money for those and other services. Why was not Portsmouth Yard paid with the former three weeks' money? Ibid, p. 397.
Same to Col. Whitley, surety for his son Thomas Whitley as Receiver of Crown Revenues in North Wales. Unless you satisfy your son's arrear on that receipt your bond will be put in suit. Ibid.
Treasurer Rochester to Sir Jo. Arundell of Lanherne, co. Cornwall. Thanks for your care and the influence you have used with other gentlemen to bring this business of the tin to so hopeful a way. Since so many gentlemen of interest are agreed on the point I hope the King's service will meet with good success. By the King's command I am requesting the Earl of Bath to call a Convocation [of tinners] with all speed. I need say no more to you but that the lower you can bring the price of tin the greater will be the advantage to the King. If I can do anything more send me word. I enclose you a copy of my letter to the Earl of Bath ut infra to show you how positive the King's commands are and that they are suitable to the advices you gave me. Ibid.
July 13. Treasurer Rochester to the Earl of Bath [Lord Warden of the Stannaries]. On further consideration of the many abuses in the Stannaries of which you have given information, and of a letter to me from several gentlemen in these parts intimating the present good inclination of the country to reform those abuses the King directs the calling of a Convocation with all speed that the improvements which this season may produce before the winter comes on may not be lost. Take care that it consists of those persons that are of the best consideration in the country. Out Letters (General) IX, p. 397.

On receipt of yours of the 3rd inst. proposing a speedy Convocation I laid it before the King. I have received his orders as above. The Excise officers have sent a list of the offenders by which it appears that the opposition to the payment of the duty is grown to a great height. I send you a copy. Use what influence you have to bring them to submission to the laws. Ibid.
Reference by Treasurer Rochester to the Customs Commissioners of the petition of Richard Tye of Harwich, commander of the Francis ketch, on a reference from the King in Council dated June 19 ult.; petitioner praying to be relieved from a forfeiture of said vessel for having two casks of prohibited bacon on board which petitioner received unknowingly from one Greenwood, merchant of Rotterdam. July 13. Reference by Treasurer Rochester to the Customs Commissioners of the petition of Mich. Clipsham, late merchant of London, for employment in the Customs, having been forced by several misfortunes to leave off trading. Reference Book III, p. 358.
Same by same to Richard Graham and Philip Burton of the petition of Fran. Creswick and Tho. Stubbs, rangers of the Chase of Kingswood, co. Gloucester, shewing that they have had several contests at law with Sir John Newton et al. about the said Chase and were bound to appear at the Sessions for a pretended riot committed there by the said Newton; that they brought a certiorari to remove the matter from the Sessions, but said Newton and others being justices of the county refuse to allow the certiorari and caused their recognizances of 120l. to be estreated and levied "and get an order from your lordship to pay the money into the Exchequer". therefore pray repayment of the said money surreptitiously obtained. Report to the King by Treasurer Rochester on the petition of Sir Philip Carteret, as by the reference from the King of June 19 last, petitioner praying in the name of the Three Estates of the Island of Jersey that all moneys levied or to be levied by letters patent of the late King whereby divers duties were imposed on wines, cyder and apples imported into said island might be applied to the erection of a pier in said island. Warrants not Relating to Money XI, pp. 320–1.
I find by a copy of said letters patent that Charles II granted to the Bailiff and Jurats of the island power to levy as follows upon all wines, cyder and apples imported, viz. 24 livres Tournois per tun of French or Rhemish wines; 15 livres Tournois per butt or pipe of Canary or Spanish wines; 12 sols Tournois for every pottle of brandies; four livres Tournois for every tun of cyder and eight sols Tournois for every quarter of apples: and that the moneys therefrom should be applied as follows, viz. 2,000 livres Tournois per an. to the use of such school, college or academy as was intended to be built there by Sir George Carteret since deceased; 300 livres Tournois per an. for a stock to set at work the poor; the residue for the erection of a pier there and when same should be perfected then one moiety of said revenue to go to said school and the other moiety to such public uses as the Governor, Bailiff and Jurats should direct.
I am certified by Sir Philip Carteret that the revenue raised as above was wholly employed to the building of said pier till the great quantities of cyder made in the island made it necessary to prohibit the importation of any foreign liquors but that in 1685 the pier running to ruin and the inhabitants considering the prejudice that would befall the whole island by the decay thereof, thought it a less inconvenience to take off the said prohibition and by consequence revive said impost and thereupon the impost was farmed for that year 1685 for 800 crowns French money, which sum remains still in the farmer's hands. It is now farmed for the like sum for the present year 1686, payable at Michaelmas next. I have no objection to petitioner's request seeing that the revenue is not sufficient for the several purposes at first intended.

Same to the Auditors of Imprests. What have you done upon the hearing which was had 1684–5, Mar. 14, before the King and several Lords of the Council at the Treasury Chambers concerning the accounts of the late Earl of Anglesea? Ibid.
Same to the Customs Commissioners. The King has granted the Algerines, who lately brought some prizes into Portsmouth, liberty to dispose of some part thereof to pay their debts and furnish themselves with provisions "for their being in a condition to remove themselves and their said prizes out of his Majesty's ports." Give order to your officers accordingly; but care is to be taken that no more be disposed of than as above. Ibid.
Treasurer Rochester to the Bishop of Lincoln. In reply to yours of the 3rd inst. it was Mr. Midleton who informed me of the money in the hands of the Archdeacon of Lincoln for the redemption of captives, alleged to be 254l. 8s. 0d. I wrote the Archdeacon April 20 last to pay it in. He desired till June 24, which I granted. He acknowledges the sum and says that 100l. thereof was paid to you "to which you make some objection and desire some short time to examine the business and if you find the same to be as the Archdeacon alleges you will readily pay the same." I allow you till Sept. 29 next for this. The King must have an account of it and you cannot be safe from trouble till it be paid. Ibid, p. 401.
July 14. Warrant by Treasurer Rochester to the Excise Commissioners to add Robert Sheppard as another landwaiter, London port, for tasting wines, brandy and other exciseable imported liquors, for preventing the running of brandies; which is now more frequently endeavoured than formerly by reason of the new additional duty lately laid thereon. His salary of 40l. to be inserted on the establishment loco Nathaniel Wood, formerly employed as the doorkeeper at the same salary. Out Letters (Customs) X, p. 149.

Reference by Treasurer Rochester to same of the petition of the Bailiff and Jurats and other inhabitants of Jersey and of the Attorney General's report dated June 28 last thereon on a reference from the King dated Windsor, June 21 last; petitioners shewing that it has been the custom upon the demise of every King or Queen that the succeeding Sovereign confirmed under the Great Seal of England to the Bailiff and Jurats and other inhabitants of Jersey all their franchises, liberties and privileges and all the charters, grants and concessions of his predecessors: therefore praying the like confirmation. Same by same to Richard Graham and Philip Burton of the petition of Maximilian Grendon, prisoner in Northampton gaol; shewing that at the election of knights to serve for said county at the last Parliament at Oxford one Miles Fleetwood, then chosen one of the knights, put a paper into petitioner's hands and desired him to read it to the people; that the said paper proving to be a seditious libel petitioner was indicted for reading same and fined 100l.; that he knew not of the wickedness of said libel until he had accidentally read it; therefore praying remission of the fine as he is not able to pay it. Same by same to same of the petition of Richard Allibone to the King, shewing that Richard and Robt. Petre had by the provision of their father William Petre 40l. per an. each annuity out of the manor of Stanford Hall; that in Easter term, 1684, the Attorney General suggested that they had withdrawn themselves from their allegiance into a house or school of Jesuits, priests etc., and the said Richard being outlawed and Robt. convicted for high treason, it was ordered that William, the father, should pay to the King the arrears of the said annuities, which arrears amounted to 460l., and also to pay what should grow due thereon thereafter: the same being still unpaid petitioner prays a grant of what is accrued due thereon to the present time. Same by same to the Attorney General of the petition of Archibald Douglas shewing that Charles I granted to the city of London the Honor of Richmond, co. Yorks, excepting all forests; that notwithstanding said exception Dr. Bathurst, physician to the late usurper, having purchased the city's right there, has made several intrusions upon the rights of the King's forest of Arkengarth Dale, situated within that Honor, and has caused tenants to attorn whereby the Crown has been deprived and has committed great wastes therein; that this being complained of to the late King he ordered the Duke of Newcastle, then Chief Justice in Eyre, to do therein according to the Forest Laws: therefore prays a grant of what the King is entitled to in said forest. In pursuance of yours of the 6th inst. concerning beams, scales etc. in the Leeward Islands, the Lord Treasurer has not [sic for now] sent for several merchants that trade thither and has read to them your report. The merchants say that there are no covered places in Nevis to put goods into before they are shipped and therefore desired that they might have a sufficient number of weights and scales to ship off goods as soon as they came to the seaside in all shipping places and then they will be contented with it. Treasurer Rochester desired them to bring in writing what number of scales and beams were requisite and in what places and promised that a sufficient number should be provided where necessary; and he recommended them in the King's name to write to all their agents and correspondents to comply with the rules settled by you. This they all promised to do. What other directions would you have [to be] sent thither? Ibid.

July 16. Warrant by Treasurer Rochester to Tho. Agar, John Fisher, Tho. Newton and Saml. Rolt to fell timber in Whittlewood Forest sufficient to raise 250l. and 35 tons of timber and to deliver same to the Earl of Feversham, Lord Warden of said forest, for the repair of the several lodges therein as petitioned for by the five master keepers and seven pages of said forest. The several keepers to give security to keep their lodges in repair for the future. An account hereof is to be made before the Auditor for co. Northampton before Easter term next. July 18. Treasurer Rochester to Edwyn Steed, Lieutenant Governor of Barbados (and to the Council of Barbados). Since his return to England Sir Richard Dutton has accounted to the King for the revenue of Barbados during his government and has received his quietus thereon by the privy seal of June 30 last. He represents that there is due to him by a note from Col. John Codrington, late Treasurer of Barbados, 1,000l. part of 2,000l. accompted for by him. The King's directions may be necessary for removing all scruple concerning the payment thereof. I am therefore commanded by the King to notify you that Dutton [is to] have leave to sue for said 1,000l. in the King's name and that all assistance be given him therein. Prefixing: (a) petition from said Dutton to Treasurer Rochester shewing that he received from Col. John Codrington, then Treasurer of Barbados, 1,000l. in money and a note for 1,000l. as in full of 2,000l. granted to the King by an Act of 1684, Oct. 3 [of the Assembly of Barbados] for laying an imposition upon liquors imported, the same being intended as a present to petitioner from the Assembly of Barbados; but the King not approving thereof petitioner has accounted for the whole 2,000l.: therefore desires leave to sue for said 1,000l. in the King's name, petitioner apprehending some difficulty in procuring payment thereof. It will be a further instance of his Majesty's favour to assist him as above.

Royal warrant to the Attorney General for a great seal containing a full and absolute release and discharge to Ford, Lord Grey, his heirs etc. of and from the covenant contained in an indenture dated 1685, Nov. 9, between the King of the one part and said Lord Grey (by the name of Ford, late Lord Grey) of the other, that he would at the King's command execute all such covenants, assurances etc. in the law whatsoever for conveying to the King all the manors, lands, tenements and hereditaments late of him said Lord Grey in the several counties of Northumberland, Durham, Essex, Middlesex and Sussex: his Majesty being [now] otherwise satisfied concerning the said estate and willing to release him of the said covenant. Same by same to same and to Sir Robert Sawyer, Attorney General, to permit the delivery of the residue of the lading of the ship Young Mary of Amsterdam, John Crewes master, and owned by Hendrick Clausen Hacke et al., merchants of Amsterdam, on payment of 100l. to the officers for their charges in the seizure and long continuance of the ship and on security given for the transportation thereof: it appearing by the Customs Commissioners' report of the 20th inst. on the said Hacke's petition ut supra, p. 809, that the offence against the Navigation Act arose by the barratry of said master. Same by same to the Treasurer's Remembrancer, the Clerk of the Pipe, Comptroller of the Pipe et al. for the said Remembrancer to enter and record the following extract of baronets made by Charles II who have not paid or been discharged of their baronet fees of 1,095l. each, and to transmit same to the Clerk of the Pipe to the end he may issue process thereon, the Lord Treasurer having by his warrant of Jan. 26 last, supra, p. 540, directed the prosecution of such baronets and thereon process did accordingly issue, but it appearing that others were omitted by not appearing in the list or extract contained in the said warrant, "some of which have since upon search in the offices of Record been found out and are contained in the annexed extract." Also process is hereby to be renewed in all of the above cases where there has been no return made of the writs. In case of warrants for stay of process in any of the above instances the said stay is to be only till next Michaelmas term. Warrant by same to the Auditor of the Duchy of Cornwall to make allowance of 3s. per hundred[weight] as follows in the account of the Receiver General of said Duchy for the year ended 1685, Sept. 29, in accordance with the special order issued by Charles II under his sign manual 1676, Sept. 23, which commanded that no persons whatsoever should presume to export any tin in what form soever out of the counties of Cornwall or Devon without having the Coinage stamp thereon and that for the encouragement of such merchants as should re-melt their tin into small bars at the public furnaces built by the direction of said order the said Receiver General should allow 3s. for every hundred [weight] of dross coming of such re-melted tin: it being alleged that the tinners have been hitherto conformable to the said order as well since the death of the late King as before. Likewise hereby to make a further allowance to the said Receiver of the sum of 14l. 18s. 5d. expended by him in repairing the Coinage Hall and building a meeting house at Helston in Cornwall.
