April 7. Rob. Squibb (in the absence of Henry Guy) to the Customs Cashier. On the disposition of the Customs money Mar. 30 last supra, p. 677. you had balances of cash, in one certificate, of 3,746l. 10s. 0d. and, in another certificate, of 15,281l. 3s. 0d., making 19,027l. 13s. 0d. in all. Out of this the Lord Treasurer directed 18,535l. 12s. 3d., leaving 492l. 0s. 9d. balance. According to your certificate ending the 3rd inst. you have paid 3,254l. 9s. 0¼d. more than your cash. Warrant by Treasurer Rochester to the Treasurer's Remembrancer to forbear process against Sir William Barker of Bockinghall, co. Essex, on the fee of 1,095l. due for the baronetcy conferred on him by Charles II. Warrants not Relating to Money XI, p. 264.

Same by same to the Customs Commissioners to instruct the King's officers at Barbados to demand from the late Farmers of the Four and a Half per cent, the duty on the sugars etc. shipped to England for the said Farmers since 1684, Christmas, being after their farm was expired, though collected during the time of the farm; the said Farmers having submitted to the Lord Treasurer's determination their pretence to pay no duty thereon. The said duty being settled by an Act of the Government and Assembly of Barbados is payable on all dead commodities of the growth or produce of said island that shall be shipped thence and the goods in question have been shipped since the said revenue came under the management of the Customs Commissioners, England. Same by same to same to allow only 6 per cent. per an. to merchants who pay their moneys due on the Additional duty and New Impost before their bonds fall due, instead of 10 per cent. as allowed by the Treasury order of 1671–2, Mar. 19; the Customs Commissioners having certified the 29th ult. that they see no reason why the King should discount after that rate, moneys being more plentiful now than, as they suppose, they were at that time; and the East India Company having agreed to 6 per cent. as a sufficient allowance. Ibid, p. 126.
Same by same to same to sell a parcel of 109 cwts. of tobacco stalks seized at Margate and to pay 10l. to the seizer for his encouragement; the Customs Commissioners being informed that, since the new imposition on tobacco, great quantities of tobacco stalks were imported into England from Holland and that by a new invention of rolling and pressing it supplies the [place and] use of tobacco to the great prejudice of the revenue, wherefore they ordered same to be seized in the ports under the Act of Frauds; the said Commissioners having at first thought of destroying the above parcel as a nuisance, being appraised at an inconsiderable value, viz., only 15l. 0s. 6d., but they find that said commodity being now grown very much in demand, the same [parcel] is worth upwards of 200l. which is nearly what the duty would be on so much neat tobacco. Ibid.
April 7. Warrant by Treasurer Rochester to the Customs Commissioners to allow 50l. per an. each to four examiners of the outports books, viz., Richard Smyth, John Shaw, Simon Waterson and Thomas Andrews, there being great difficulty and delay in examining said books, more especially since the new impositions. The salary of 100l. per an. paid to Mr. Graidon, who declines that employment, is to be sunk. Out Letters (Customs) X, p. 127.

John Ditchfeild, one of the landwaiters ibid. to be eased of the allowance of 30l. per an. which he has for some time paid to Mr. Turner, and to be preferred to the entire salary of a landwaiter.
Jno. Jennings, a landwaiter ibid. to be charged with the payment of said 30l. per an. And whoever shall succeed de novo to that employment [of a landwaiter ibid.] is to be charged with the payment of 40l. per an. hitherto payable by said Jennings to Martin Hossam, formerly a landwaiter ibid. The two junior landwaiters to be charged with said sums so long as they be continued.
Same by same to same to deliver to Mathias Chaigneau nine barrels of flint stones which his brother, a poor distressed Protestant in France and prosecuted there for his religion, had sent over among his household goods in order to his escape hither, said flints being the remainder of his stock and valued at 12l.; he being wholly ignorant that such commodities were prohibited [to be imported] in England "there having been several entries made of [flints of] the like nature and the said flint stones being seized by virtue of an Act of Parliament prohibiting the importation of gunpowder and other utensils of war, altho there was no example of such seizure." Mourdo McKinzie, Capt. in the Earl of Dunbarton's Regiment of Foot, shewing that he was at [the battle of] Sedgemoor and took one of the rebels' Standing Colours with his own hand and sustained a considerable loss in the clothes, swords etc. of the soldiers of his Company that were killed and wounded and all his own horses and equipage; therefore praying reimbursement. April 10. Money order for 226l. 12s. 0d. to Capt. Geo. Naylor in full of all moneys due to him on account of his Company in Col. Sir Lionell Walden's late Regiment of Foot [part of the late New Raised Forces for the war with the French King]: with 8 per cent. per an. interest hereon till payment hereof: to be satisfied out of the last Six Months' Assessment for disbanding said Forces: all as by a certificate dated 1679, May 31, by two of the Commissioners for said Disbandment. Money warrant for 1,000l. to Henry, Earl of Peterborough, for one year to 1685, Lady day, on his annuity granted 1663, Mar. 31, for life for his services in possessing and settling the city, garrison and fort of Tangier and which by the privy seal of 1683, Oct. 26, was made payable by the Treasurer of Tangier by whom same has been paid accordingly up to 1684, Mar. 25. The present payment is to be out of any unappropriated moneys in the Exchequer. Money Book VI, pp. 284–5.

I enquired whether the Pastery Office was endamaged and I rather find it is improved by the addition of five rooms and two closets more than what was before, which are contrived to be distinguished from the aforesaid building and to be left to petitioner's successors [in said Pastry Office].
April 19. Report by Treasurer Rochester to the King on the petition of Esther de Civille as by the reference thereof of Jan. 22 last. The case is thus. Philip Warwick before going as Envoy to Sweden for Charles II borrowed of her 1,000l. upon his own bond dated 1680, July 8, but dying about 1682–3, Mar. 20, speedily after his return, did not take any course for satisfying said debt. There is about 2,810l. due to Warwick on his ordinary 1681, Sept. 4, to 1682–3, Mar. 20, and other accounts in that service and he left no other estate whatever for payment of his debts and Esther de Civille has nothing else for her support. Appending: said order dated Whitehall, April 9 inst. referring to Treasurer Rochester the petition of Mary Hope and Eliz. Luck, widow, daughters of Robert Hope, deceased, shewing that their said father was a servant to James I and Charles I and attended the royal children at the great rebellion as chief clerk of the spicery, disbursing for their service several considerable sums of money, of which a part, viz. 2,500l. appears upon an account stated and allowed of which sums he never received a penny: that he afterwards served Charles II as chief clerk of the spicery and in respect of his age and service had a pension of 120l. per an., but died so poor as to leave petitioners nothing: therefore pray a pension to preserve them and eight small children from perishing.

Yorks, Lancs and other places; petitioner shewing that his agents seized four packs of cloth of Abell Whitacres, who compounded for 30l. but has now brought an action for recovery of same in the name of the Attorney General against said agents, alleging that they have not duly pursued the statutes, has obtained a verdict by default and arrested said agents; therefore desires a noli prosequi so that they may be at liberty to defend themselves.
