Same to Mr. Aldworth to deliver to the present Commissioners of the Hearthmoney the Hearthmoney books now in your custody for Lady day, 1684. In the margin: a later letter dated 1685, Sept. 10, for him to deliver to the late Managers of the Hearthmoney the collectors' books thereof for the nine preceding half years to 1683, Sept. 29, in order to the stating the accounts between the respective Receivers General and said managers "you having no objection thereto." The Queen desires a grass green cloth carpet three yards by 2¾ yards lined with green taffeta and fringed about with gold fringe to play cards upon. There are also wanting new covers of taffeta for the chairs and stools in the King's great bedchamber, to be of crimson colour, and for those in the little bedchamber, to be of dove colour: also for the King's Chapel at Windsor three cushions of crimson velvet to kneel upon, fringed with silk fringe.
Aug. 26. Henry Guy to Mr. Blathwayte to prepare a warrant to insert Stephen Hales, senr., on the establishment of the Forces for half pay of 2s. a day like others in similar circumstances. Out Letters (General) IX, p. 134.

Warrant by same to the Auditor and Receiver of the Duchy of Cornwall, to pay to Elizabeth the relict and Thomas the son of Thomas Johnson, the profits of the manor of Liskeard, co. Cornwall, the said Thomas, senr., having purchased the manor, park and demesnes of Liskeard [during the Civil war] and having been confirmed by several orders in 1660 until a lease of the park and demesnes was granted him which was again renewed in 1675, but the manor being not grantable by lease was continued to him by several orders of the Commissioners for the sale of Crown and Church Lands and by a special warrant thereon made 1660–1 by Sir Charles Harbord, Surveyor General of Crown Lands, which tenure was again confirmed 1668, May 20, after the death of Treasurer Southampton and by Treasurer Danby in 1675, July 8, and by the late Treasury Lords 1680–1, Jan. 25. Bathurst, kt., for 6 per cent. interest to Lady day last on several sums by him lent for the late King's service: viz., 20,000l. lent on the Customs and Excise from 1684, Sept. 29 (whereof 2,000l. is repaid) and for 2,000l. due to him by bill of exchange from Tangier upon Mr. Sheare's letter to the late Treasury Lords, viz., from 1684, Aug. 1, to Nov. 28, when same was paid: all as by an account made up to said date by Auditor Aldworth and allowed by Treasurer Rochester July 4 last. Appending: petition dated London, 30–20 Aug. from Pierre Trowde, master of the vessel which brought the goods of the Marq. d'Humieres from Calais to London, praying leave to return without payment of the French duty.
Reference by Treasurer Rochester to same of the petition of Charles Coles, shewing that 12 months since he built a hoy called the Virgin of Arundel of 60 tons to carry timber for his Majesty's service and put in Richd. Estridge as master, who after two or three voyages ran away with said vessel to Ireland, there laded 100 fitches of bacon and brought same to London and was there seized under the Act of 20 Car. II [c. 12]; the seizer being satisfied of petitioner's innocence did not prosecute and the said master absconded, but since [then] one Paul Tracy by the assistance of the master and one White, an Irishman of the Temple, have seized the ship and refuse to deliver her and as it is the long vacation no writ of delivery can be had without the Lord Treasurer's order: prays such a writ upon [petitioner's] security to answer the value of the vessel if she be adjudged forfeit by law. Warrant by same to the Receipt to cancel and vacate two tallies dated 1676, Nov. 6, for 77l. and 22l. struck on the Wine Licences which were delivered to Robert Rives as security for loans to the late King and likewise a tally for 1,200l. dated 1680, Nov. 25, for money lent by him on that revenue which said loan [as also the other two] is since repaid. Aug. 28. Henry Guy to Mr. Hewer, enclosing some muster rolls. Of these you are to return to Commissary Crawford to-morrow the two muster rolls of Capt. Hawley's and Capt. Bridgman's Companies as he has not yet received the King's orders whether to close them up at 60 or 80 men per Company. Out Letters (General) IX, p. 134.
Same to the Customs Commissioners to report on the enclosed answer [missing] of the East India Company to the case between the King and them concerning the payment of their duties. Ibid.

Aug. 28. Henry Guy to Mr. Harbord to report on the enclosed answer [missing] of Mr. Hilliard, steward of the Liberty of St. Mary's in York, to Sir John Reresby's complaint against him. Out Letters (General) IX, p. 135.
Same to the Excise Commissioners and the Customs Commissioners. The Lord Treasurer will not be in town on Tuesday next. Attend him the following Tuesday. Ibid.
Same to the Attorney General at his country house. Send the Lord Treasurer your opinion on the papers containing a charge against the late Farmers of the London Excise before he take further proceedings therein; in particular (1) has there been any such legal and final determination therein as will prevent fresh proceedings. (2) Was Treasurer Southampton's reference to the Solicitor General as to discovering the authors of the forgery of the counterpart sufficient authority for the Solicitor General's proceeding to a judicial examination thereof. (3) Are the said Farmers by the report thereon so absolved from the guilt of said forgery as to enable them to plead autrefois acquit. (4) If any defalcations allowed them were surreptitiously obtained upon false suggestions or accounts or upon forged covenants contained in said counterpart does their discharge under the great seal acquit them thereof. (5) If not how can the King compel them to refund same. (6) You are to fully consider the reasons offered in the long state of the case why the additional 4d. per gallon received by the said Farmers under the Retrospect [clause of the] Act of 22 Car. II [c. 3] ought to be by them accounted for and paid to the present King as not being intentionally included in the said Farmers' original grant. Ibid, pp. 135–6.
Reference by Treasurer Rochester to the Auditor of the Receipt of the petition of John Trinder (Tinder) gent. and Dame Mary On by his wife, shewing that Dame Mary's late husband, Sir John On by, paid 2,000l. for the place of one of the four messengers attending the Treasury and Receipt of Exchequer; petitioner has always employed substantial clerklike men to wait at the Treasury door to execute such orders as came from the table, yet during her widowhood some interlopers have invaded the messenger's rights; petitioner still has men and horses ready to perform the Lord Treasurer's commands: therefore prays the Lord Treasurer to forbid any one intermeddling with the messenger's business. Same by same to the Surveyor General of Crown Lands of the petition of Mary Gunter, daughter of Col. Geo. Gunter (who conveyed the late King over sea after the battle of Worcester) praying a grant of a strip of ground lying without the wall of the East side of St. James's Park extending from the house of Geo. Holder to the house which William Story inhabits, being 400 feet by 40 feet which is encumbered with Barebone's rubbish of his new buildings. Ibid, p. 156.

Reference by Treasurer Rochester to the Auditors of Imprests of the petition of John Ady and John Cole, Deputy Chamberlains of the Exchequer for joining tallies, praying their fees of 2s. per 1,000l. on 1,126,319l. 1s. 2½d. Same by same to the Auditor of the Receipt of an order of the King in Council dated July 24 last, referring to the Lord Treasurer the petition of John Wilson, esq., sheriff of co. Leicester, and the Justices of Peace of said county for a grant of two fines imposed on the said county, one by Baron Gregory at the last summer assizes being of 1,000 marks, the other by Justice Walcott last Lent assizes of 2,000 marks being both imposed for want of a common gaol for the county: petitioners desiring same towards the building of such gaol to prevent the many escapes now made there. Welbeck, keeper of his Majesty's stables at Reading for an addition to his allowance of 18l. per an. out of the Chamber and 12l. per an. out of the Exchequer, which [latter] was granted for carrying away the soil; on which allowance there will be 30l. due next Michaelmas, petitioner being 80 years of age, and his wife 78 and reduced to great distress for want thereof. Same by same to Mr. Graham of the petition of Dame Theodocia Ivie alias Bryan for payment of last Lady day's half year on the rent of 140l. per an. payable to her out of the manor of Dauntsey, co. Wilts, which Mr. Watson the Receiver says he cannot pay without the Lord Treasurer's order. Ibid.

Thorold, Collector of Lyme port, shewing that on the Duke of Monmouth's landing at Lyme he rode post to London to bring the first news and during his absence 400l. of Customs moneys was seized out of his house by said Duke, who left a receipt or certificate under his hand of the seizure thereof: prays allowance thereof. Same by same to Rich. Graham of the petition of Rich. Hart, gent. shewing that he has convicted at his own charge several wealthy Dissenters in co. Berks who were in arms against Charles I: therefore prays a grant of recognizances of 40l. forfeited by John Tompkins and his sureties for not appearing in the King's Bench. Ibid.

Warrant by Treasurer Rochester to the Surveyor General of Crown Lands for a constat of a piece of ground in St. James's Park 200 feet by 135 feet, on which Ellen Oglethorpe has built a house: with a view to a lease to her which the King is pleased to gratify her in. Reference Book III, p. 157.

Aug. 29. Henry Guy to Mr. Gore to certify the Lord Treasurer the prices at which hemp can now be bought. Out Letters (General) IX, p. 136.
Same to the Surveyor General of Crown Lands to report, on the following papers, who are lords of the river between Windsor and Staines and proprietors of the lands on each side thereof. Ibid.
Appending: extract from a paper of "necessary considerations for the erecting of a lock upon the river at Windsor." (1) The royalty of the river etc. The first thing to be examined by the Attorney General is who are the lords of the river and of the two banks between Windsor and Staines that so he may make agreements with them. "I am informed that the royalty of the river at Windsor belongs to the Mayor and Aldermen; the bank on Buckingham side to Mr. Abraham Wassele who is lord of the manor of Eton and may be heard of at the Old Jewry near the church; the bank on Berkshire side to Sir Rich. May who had a grant of the island and meadow ground adjoining to the mill by lease from Charles II."
Warrant by Treasurer Rochester to the Customs Commissioners to pay 250l. to Gyles Lytcott for half a year to June 24 last on his former salary of 500l. per an. as Comptroller General of the accounts of the Customs: with dormant clause for his present salary of 1,000l. per an. from that time to be inserted on the establishment of the Customs and to be paid quarterly. Royal warrant to the Clerk of the Signet for a privy seal for an annuity or yearly pension of 1,500l. to Francis Gwynn, esq., in consideration of his good services: to be paid quarterly as from Christmas last, the payment for the half year to June 24 last to be made forthwith. Same to the Chief Ranger of New Park, near Richmond, to permit Sir John Jenner and his assigns [on behalf of the inhabitants of Petersham, co. Surrey] to take gravel not exceeding 1,000 loads within the said park for repairing of the highways belonging to the said town "as hath been heretofore used." William Armstrong (out of the Portugal portion of the Queen Dowager) of the 600l. due at Christmas last on his annuity or pension of 200l. granted him by privy seal dated 1676, Oct. 19, for good services which annuity has been satisfied only to Christmas, 1681, and no further payments can be made [without fresh privy seal] on said grant by reason of the death of Charles II. Further it is the King's intention to continue said annuity and same is hereby to be paid quarterly as it falls due. Ibid, p. 191.
